Chris Brown was arrested in Washington D.C. this morning for FELONY assault after allegedly attacking a man outside a hotel ... TMZ has learned.

Law enforcement sources tell TMZ ... at around 4:30 AM Brown got into an argument with a man outside the W Hotel on K Street and allegedly punched him once in the face. We're told the alleged victim never threw a punch.

The alleged victim tells TMZ ... he and a friend were hanging out at the W when they saw 2 women about to take a picture with Brown. The victim -- who says he's not a Chris Brown fan -- says he and his buddy photo bombed the 2 women and Chris went nuts, punching him in the face and BREAKING HIS NOSE. He went to the hospital and says he may need surgery as early as tomorrow.

Law enforcement sources and the alleged victim tell TMZ ... before striking the man, Chris said, "I'm not down with that gay s**t, I feel like boxing." After Chris punched the man, the fight was taken to the ground.

Sources connected with Chris tell TMZ ... the alleged victim is full of BS. He was NOT trying to take a pic with Chris ... he was trying to get on Chris' tour bus, and Brown was simply trying to stop a trespass. The sources say before the incident the 2 girls tried to get on the bus but they were stopped, and that's when the victim and his friend made their move.

Law enforcement sources say Chris did not appear to be under the influence of anything.

Chris and his bodyguard -- who was also arrested -- will stay in jail today. Under DC law Brown can't get bail so he'll appear before a magistrate Monday, and until then he'll stay behind bars.

The alleged victim tells TMZ he doesn't understand why Brown was "so homophobic" to hurl such a slur. And get this ... the victim says he would have accepted an apology at the scene, but now he will absolutely press charges -- and he's already hired a lawyer.

Brown is still on probation in the Rihanna beating case and this could be grounds for violating his probation -- which means he could be sentenced to prison for nearly 4 years ... worst case scenario for him.

Before the incident, Chris had been hosting a party (pic below) at the nearby Park and 14th nightclub.

Heidi Fleiss had a bad morning, REALLY BAD -- 'cause after she was busted for driving while high on weed ... she took one of the worst mug shots we've ever seen.

Cops say the 47-year-old former Hollywood she-pimp was tooling around Pahrump, Nevada around 3:30 AM in a 2010 Toyota Cruiser while baked on the green stuff.

During the stop, cops say they found 4 ounces of pot and $10k in cash.

Fleiss was eventually hauled to a nearby cop shop, where she was booked for DUI (marijuana), possession of weed with intent to sell, and driving without a license and insurance.

Heidi's penchant for pot is nothing new ... back in August, officials say they found nearly 400 POT PLANTS at her home. Fleiss said she was growing the weed for a cooperative in Vegas.

In fact, Heidi is scheduled to appear in court for the weed jungle case tomorrow.

She's gonna have some serious 'splainin' to do.

CeeLo Green spent just over half an hour with the L.A. County Sheriff's Department Monday afternoon ... getting booked for allegedly giving a woman ecstasy last year.

CeeLo's booking sheet lists his birth name -- Thomas DeCarlo Callaway -- as well as his height and weight ... 5'7", 260 lbs ... if you were curious.

Earlier Monday ... CeeLo pled not guilty to furnishing ecstasy to the woman who had accused him of sexual assault. The D.A. declined to prosecute on the sexual assault charge due to insufficient evidence.

The whole booking process took 33 minutes, and interestingly ... the 38-year-old singer's hair color is listed as black.

Guess "bald" isn't really a color -- or maybe, CeeLo busted out that hideous Prince wig he sported last year on "The Voice."

A shooting at Drai's nightclub in Las Vegas this morning has left at least 1 person dead and 2 others injured ... TMZ has learned.

Here's what went down ... witnesses tell TMZ a person, who appeared to be a white male, was loitering in the cashier area of the famous after-hours club around 5:45 AM.

When the man was approached by a club employee and asked to move, the suspect pulled out a gun and started yelling back at the staff.

One witness tells us someone in the area (not a member of the security team) tried to apprehend the suspect ... and that's when shots began to ring out.

We're told at least one person died from a gunshot and at least 2 others were injured.

The man was eventually taken into custody.

Drai's has been a staple in Vegas for years -- and has been popular with huge stars like Paris Hilton and Nick Cannon.

Ja Rule dined like a king during his 2-year stint in prison ... telling us he barely touched the crappy cafeteria food -- 'cause he cooked his own grub instead.

J.R. was cruising Midtown in NYC when he admitted the chow hall food at Ray Brook Federal Prison "isn't very good" -- so he barely ate it.

Luckily the 37-year-old claims he and his cellmates were able to cook in their dorm ... and the food was "decent enough." Among the highlights -- cheesecake and lasagna.

The 11-time NBA champ was breezing through security at Sea-Tac International Airport in Seattle Wednesday ... when a screener noticed something funny in his carry-on. Turns out ... Bill was packin' a fully loaded, .38 caliber Smith & Wesson handgun.

He could be fined up to $7,500.

Josh Waring -- the son of Lauri Waring -- is no stranger to crime. He's been busted at least 5 times. As for the most recent ... we found out he was popped on Oct. 10 for allegedly stealing a 2005 Cadillac. He was charged today. He's also charged with possession of an opium pipe and needles. And he's charged with attempting to destroy evidence -- the needles.

Josh's wife was also arrested for possession of a billy club -- it's illegal in California.

Shooter McGavin ... popped yesterday in North Carolina for DWI ... has taken a starring role ... in a police video shot by the highway patrol officers who took him in.

The video was just released ... it shows Shooter -- AKA Christopher McDonald -- being booked in Wilmington, NC ... after his arrest early yesterday morning.

In the video, he walks into the station handcuffed ... he laughs and jokes with officers ... and then blows into a breathalyzer. Officers say he blew a .15 -- almost twice the legal limit.

At one point in the clip ... he leans on a counter ... to try to keep himself steady.

Dr. Phil has become the 2013 version of John Walsh, nabbing evil-doers one at a time ... because a guy who apparently beat up his GF hours before coming on the show may have confessed when the cameras were rolling.

Here's what happened. Dr. Phil was doing a show in his series, "End the Silence on Domestic Violence." Two of the guests were Daniel Preston and his girlfriend, Julie. They apparently had long-standing issues with DV.

The show put them up at the Loews Hotel in Hollywood. According to a search warrant obtained by TMZ, two nights before the taping Julie got a phone call that enraged Daniel. The warrant then describes a brutal scene -- Daniel allegedly grabbed Julie, threw her on the bed, pinned her down and told her she wasn't going anywhere -- and then spat on her face.

According to the warrant, Julie fled to the balcony ... Daniel grabbed her and screamed, "You f**king whore, I'll throw you off this f**king balcony right now."

The next day, another argument erupted and Julie claims Daniel threatened to kill her if she called the cops.

The day of the taping Julie told producers what happened. The producers contacted the LAPD and downloaded them and then proceeded with the show.

According to the warrant, cops believe Daniel confessed during the taping. The warrant was issued by a judge, giving cops the right to seize copies of the show. Cops now have the tapes.

10:46 AM PT -- McDonald was released at 7:20 AM ET. He has a court date on Dec. 11.

9:30 AM PT -- Shooter was SUPER wasted ... and barely able to utter a coherent sentence ... this according to one of the guys who shared a beer with McDonald just hours before his DUI arrest.

Jonathan Mincher tells TMZ he and his buddies (seen in the pic below) were drinking at Lagerheads Tavern in Wrightsville Beach, NC when Shooter walked in with a friend.

Mincher says Shooter was drinking beer ... and could hardly speak. But we're told he was a sport ... and bought Mincher and his crew a round. Mincher says when he left the bar at 1 AM ... Shooter was still there going strong.

Christopher McDonald, who played Shooter McGavin in "Happy Gilmore," was busted early this morning for DWI.

The 58-year-old actor -- who also played Travis Cole in "Dirty Work" -- was popped by North Carolina Highway Patrol deputies in Wilmington ... cuffed and taken to jail at around 4:30 AM.

Law enforcement tell us ... Shooter's blood alcohol level was .15 -- almost double the legal limit.

Before the arrest, Shooter was drinking beers with a few guys at a bar -- and definitely appears toasty.

It appears he was in Wilmington filming a movie called "The Squeeze."

Movie bigwigs will have to post $1,000 to get their star out of the slammer.

6:45 PM PT -- Maino tells us he already entered a guilty plea and paid a fine. He also claims he's gotten his license back since the arrest.

One thing hasn't changed -- he has NOT put a front license plate on his Bentley Continental, because Maino says he's not drilling any holes in his whip.

Maino -- the rapper behind the 2009 hit "All The Above" -- was arrested in NYC recently after cops say he was cruising around in a pimped out Bentley he had no business driving in the first place, TMZ has learned.

We've confirmed ... Maino -- real name Jermaine Coleman -- was initially pulled over around 10:54 PM on September 25 after cops say he was driving his 2008 Bentley around without a front license plate.

During the stop, cops discovered that Maino's license had been suspended for a previous incident -- and he shouldn't have been driving ANY vehicle ... let alone one without a license plate.

Maino was eventually taken into custody for driving on a suspended license. He was booked and released ... and he's due back in court in November.

It ain't Maino's first brush with the law -- the guy was popped for driving on a suspended license once before in 2010.

"MasterChef" finalist Josh Marks has been found dead in a Chicago alleyway -- just a few months after his infamous run-in with University of Chicago police -- and officials believe he committed suicide.

A rep for the Chicago PD says they received a call from a woman screaming for help Friday evening ... and after arriving to the alley found a 26-year old male with a gunshot wound to the head.

Multiple sources involved with the investigation tell us the victim is Josh Marks.

We're told officers also recovered a nearby weapon ... and they're still on-scene investigating.

You'll recall, 26-year-old 7-foot-2 Marks was arrested by U. of Chicago cops in July after allegedly punching an officer and trying to grab his gun. Three officers tried to subdue Marks with batons and pepper spray, but he broke free and took off running.

It eventually took 5 officers to chase him down and handcuff him. Once in custody, cops claim Marks blamed Gordon Ramsay for his outburst, claiming the celeb chef had possessed him and turned him into God. There was no evidence of drug use.

Months before the arrest, Marks released a video for the "Make a Sound Project" -- an organization dedicated to helping people struggling with suicidal thoughts -- revealing he suffered from bipolar disorder.

Police believe Marks was in a manic state during the U. Chicago incident.

Oklahoma City Thunder big man Kendrick Perkins was arrested today after allegedly punching a woman in the face outside of a nightclub in July.

Officials say 28-year-old Perkins and his brother-in-law Quincy Alpough were outside Nox nightclub in Harris County, Texas when they got into an altercation with a woman named Mikeeta Cotton.

Cotton claims she was driving her car in front of the club and got into a fender bender with Alpough's female cousin.

Cotton says the woman attacked her ... and Alpough quickly joined in, pushing her and yelling.

Cotton claims Perkins -- who's 6'10" also entered the fracas and punched her brother in the head ... and then smacked her in the face with a closed fist.

A third person says Alpough elbowed her in the throat -- knocking her unconscious.

"Office" star Craig Robinson was arrested for drug possession in the Bahamas yesterday ... after trying to board a plane with half a gram of marijuana and 18 ecstasy pills.

Robinson -- who was in the Bahamas for a comedy show at the Atlantis hotel -- appeared before a magistrate (wearing a T-shirt and shorts) ... and pled guilty to two counts of drug possession.

Robinson was facing up to 4 YEARS in prison ... but got a huge break with the magistrate, who let Craig off the hook with a simple $1,000 fine. He was also ordered to leave the country ASAP.

During the hearing, Robinson told the court he brought the drugs from the U.S. and simply didn't know they were outlawed in the Bahamas.

After the hearing, one Bahamian law enforcement official told reporters the incident was "nothing major."

Now everybody hop aboard the Hot Tub Crime Machine and let's go back to 2008 ... when C.R. was busted for possession of MDMA and meth. But those charges were later tossed after the actor completed a drug diversion program.

Lamar Odom has just pled not guilty to DUI stemming from his arrest in August.

The former NBA star was not in court, but his lawyer, Rich Hutton, entered the plea on his behalf.

TMZ broke the story ... Lamar has what has become a life-threatening drug problem, which includes big issues with crack. He was busted for "driving under the influence of alcohol and/or drugs" on August 30th.

According to police, Lamar failed numerous field sobriety tests following the traffic stop in L.A. and refused all chemical tests when he was booked.

A pretrial date has been set for next month. In the meantime, Lamar has been ordered to obey all laws.
