Mega record producer Dallas Austin just made it clear ... Justin Bieber can do ANYTHING he wants in Austin's Atlanta home ... ANYTHING.

We got Austin leaving Warwick nightclub in Hollywood Wednesday night ... and asked him about the story we broke earlier in the day ... that Bieber just rented Austin's ATL mansion for 3 months.

Listen carefully to the video. It sounds like Austin is open to selling Bieber the house and that Bieber's down with that.

The Miami Beach cop who claimed he stopped Justin Bieber last month because he was drag racing has been called on the carpet numerous times for misconduct ... TMZ has learned.

Officer Steven Cosner wrote in his police report he observed cars driven by Bieber and Khalil in the middle of a drag race -- at speeds between 55 and 60 MPH. TMZ broke the story ... the GPS tracking system shows in the middle of the so-called drag race, the maximum speed of the cars was 27 MPH.

We're told Bieber's legal eagles believe Cosner is lying, and now they have some firepower.

TMZ has obtained numerous Miami Beach PD internal affairs documents, which show Cosner has been accused of misconduct 15 times -- from 2001 to 2012. Of those, Cosner failed to show up for court hearings 5 times. In each case he was reprimanded -- 3 verbal warnings and 2 write-ups.

Our sources say ... Bieber's lawyer will raise the issue ... Cosner may not have shown up for court because he may not have wanted to be placed under oath. In other words, if you lie under oath you can be prosecuted for perjury.

On another occasion in 2006 the PD says he committed 3 offenses -- violating the rules of "courtesy and respect," "Off duty/secondary employment," and "unlawful compensation." For those violations he was suspended.

In 2007 Cosner was accused of offensive conduct/language. For some reason the allegation seems to still be "open" in that case.

And in 2011 Cosner was written up for sleeping on duty.

As for the remaining 7 cases ...Cosner was exonerated by Internal Affairs.

Bree freed her pup Petey after she got out of jail. We're told she had to pay $100 to get him out of Animal Control custody.

Bree Walker, a famous 80s news anchor and reporter ... was busted for DUI in Orange County, CA -- and her poor dog was also taken into custody ... TMZ has learned.

Anaheim police arrested Walker around 12:30 AM Wednesday after she was initially pulled over for running a red light.

Police smelled booze ... put her through a field sobriety test -- which they say she failed -- and 61-year-old Walker was taken to jail.

Law enforcement sources tell us Walker's pit bull Petey was in the car with her, but since Bree lives in L.A. County ... no one was available to pickup the dog. We're told animal control took custody of Petey.

Walker -- who was once married to famed sportscaster Jim Lampley -- was booked for misdemeanor DUI, and released a few hours later ... aka once she sobered up.

Unclear at this point if she sprung Petey yet.

Walker worked local news in New York, L.A., and San Diego -- and did a stint in rehab for booze a few years ago.

3 Doors Down bassist Todd Harrell has figured out a way to spruce up his DUI mug shot ... with a blue do-rag and a goofy grin.

Harrell was arrested last night in D'Iberville, Miss. ... police say they found him slumped over the steering wheel at an intersection.

According to cops ... the DUI involves some sort of drug ... not alcohol.

Harrell has a serious DUI history ... he was busted for killing someone last April and charged with
vehicular homicide. His car struck a pickup truck, killing the driver. Cops say he was under the influence of alcohol and Rx pills. The criminal case is pending.

His first brush with DUI was back in July 2012. So he's no stranger to driving under the influence. He was convicted but did no jail time ... he was required to take an alcohol ed course.

We're guessing he flunked.

Darren Sharper apologized to one of his victims in Arizona the morning after he allegedly raped her and her friend ... this according to the police report obtained by TMZ Sports.

The Tempe Police Dept. has released the report which was filed in Nov. 2013 after three women claimed the former New Orleans Saints superstar drugged them and raped two of them after a night at the bars in Scottsdale.

According to the report, none of the women remember having sex with Sharper -- but they all suspected something happened based on the fact their genitals were sore.

When one of the women was driving Sharper to breakfast the morning after the alleged rape, she claims she confronted him about suspicions he had sex with her and her friend.

The woman says Sharper responded to the allegations -- "I don't really remember, I guess I could have done that, I'm really sorry."

The women eventually went to police and claimed they were drugged earlier that night. Cops tested a shot glass that Sharper allegedly used when he spiked their drinks and officials say it tested positive for Ambien.

For his part, Sharper denies any wrongdoing.

In the 10-15 times Lindsay Lohan did cocaine ... her mom was not sharing ... so claims her outraged lawyer.

Lindsay is pissed over a Fox News Channel segment, in which the host says, "Lindsay Lohan's mom is doing cocaine with her." Attorney Mark Heller says it's a lie.

Heller wrote a letter to FNC, saying it's shocking that Lindsay and her mom were lumped in with the various celebs who died of ODs.

Heller claimed the FNC host was trying to "maliciously foreshadow to the viewers that the Commentators could 'see it coming.'" In other words, he's saying the message was that Lindsay would bite the dust just like Philip Seymour Hoffman.

Lindsay's lawyer suggests that reports like these create an "emotional weakening" for celebs who have a big drug problem. Good thing Lindsay's been coke free except for a dozen or so times.

Brooke Mueller is desperately trying to stop a test that could show her substance abuse caused serious damage to her twin boys ... so claims the twins' father, Charlie Sheen.

Sources connected to their custody war tell TMZ ... Brooke had agreed to have Bob and Max tested for Fetal Alcohol Syndrome (FAS), but at the last second she did an about face and filed legal docs to block the test.

Brooke claims the kids are fine, so there's no need for a test.

Charlie vehemently disagrees, claiming the kids have real issues and an FAS test could help in the treatment.

TMZ broke the story ... Denise Richards told DCFS Bob and Max tortured the family dog and viciously attacked her two daughters, strangling and punching them ... even throwing feces at one of them. And the kids were violent at school, hurting other kids and punching a teacher in the face

Charlie and Brooke will fight it out in court Thursday. The judge could order the FAS test.

Justin Bieber's plan to move to Atlanta may be the worst decision he's made in years -- and that's really saying something -- because it could land him behind bars FOR YEARS.

TMZ broke the story ... Bieber now has his mind set on buying an estate in Atlanta and living there part time.

Here's the problem ... and it's a big one. In Georgia, possession of a tiny bit of weed is a misdemeanor that can land you in jail for 1 year. And, if it's more than an ounce, it becomes a FELONY and the maximum penalty is A DECADE BEHIND BARS.

By contrast ... in California 28.5 grams of pot or less is like a traffic ticket. And more than 28.5 grams is just a misdemeanor with the max penalty of 6 months in county jail.

Also in California, you can avoid criminal prosecution altogether by simply getting a medical marijuana card. There's no such thing in Georgia.

As for sizzurp ... in Georgia even a tiny bit of unprescribed codeine can land you in prison for 15 YEARS.

In California ... a little sizzurp is a felony, but the maximum punishment is 3 years.

11:20 A.M. PT -- Kate just told TMZ she lied about the threats, saying "I regretfully tweeted while my emotions were high that I was being threatened by Michael with a knife, this was not the case." Major tells us she made it up because she feared Michael would take her son away.

Michael Lohan went ballistic and brandished a knife last night during his fight with baby mama Kate Major saying, "I'm going to kill you, bitch!" -- at least that's what Kate told cops -- but Michael's 911 call tells a different story.

TMZ has obtained the police report regarding the altercation last night at Michael's Florida house ... after Michael called 911, claiming Kate was drunk and acting erratically around their one-year-old son.

According to the report, when police arrived, Kate told them Michael had falsely accused her of drinking around their baby and a fight broke out. That's when Kate claims Michael grabbed a knife and threatened to kill her with it.

Kate told police she locked herself in a bedroom to get away from him ... and he tried to kick the door down. When he failed, Kate claims Michael went outside to the bedroom's sliding glass doors and made stabbing gestures at her.

Kate claims she tried to call police ... but her phone was broken ... even though she still managed to send out a bunch of tweets.

Michael Lohan's girlfriend claims he's threatening her with a knife and threatening to take their infant son -- and now police are on scene ... TMZ has learned.

Kate Major blasted Lohan on Twitter Monday evening ... claiming she had to lock herself and their one-year-old son Landon in a bedroom while a knife-wielding Lohan tried to break down the door.

Sources close to the couple tell us Michael is the one who called 911 when Kate started acting erratically ... and locked herself in the room.

We're told officers want one of them to leave the house immediately -- but Michael isn't budging because he thinks Kate is drunk ... and doesn't want to leave her with the baby.

We just spoke to Michael who claims Kate's been drinking again ... and it got so bad she tried to kill herself over the weekend. Lohan tells us he's worried about the welfare of their child and says he'll attempt to get custody of their son if she doesn't get help.

During Kate's twitter rant ... she addressed the suicide saying, "Someone trying to kill u is worse than trying to kill yourself ! #udontscareme."

Kate also vowed to never let Michael take their son away from her.

Selena Gomez is hitting the bottle hard after bailing from rehab just weeks ago.

Selena proudly re-embraced alcohol by posting this happy hour selfie on Instagram. We've confirmed there's booze beneath that whipped cream.

TMZ previously reported ... Selena checked into The Meadows last month to rid herself of alcohol, weed and Ambien ... and Justin Bieber. She bailed 2 weeks into the 45-day program to go to Sundance and then said she was cured so she didn't need to return.

Selena's rep claims she's got no problems handling her liquor. But when you're calling your cocktails "dessert before dinner" ... you may want to think about the next 12 steps.

Turns out not every NBA player smokes weed ... so says Oklahoma City Thunder big man Serge Ibaka ... who tells TMZ Sports he's never lit up once.

The 6'10" shot blocker was leaving AV nightclub in Hollywood this weekend ... when we asked him if he thought the NBA would ever ease up on players using marijuana.

Serge's response: "I don't know ... I've never used it so I don't know."

The accused drug dealer who allegedly sold heroin to Philip Seymour Hoffman was like the grim reaper ... befriending at least 3 major celebs who all died from ODs.

Robert Vineberg was a well-known musician who surrounded himself with other artists ... and counted Hoffman, Amy Winehouse and famed NYC artist Jean-Michel Basquiat among his friends.

We're told ... Basquiat and Vineberg used A LOT of heroin during the 80s in Vineberg's apartment -- the same place Hoffman visited years later to allegedly score smack. We're told Basquiat injected the heroin with a needle. He died of a heroin OD in '88 ... after sinking into a deep depression over the death of his close friend Andy Warhol.

Vineberg was close friends with Winehouse ... but there's no proof they did drugs together. Winehouse died of acute alcohol poisoning in 2011 after years of abusing drugs.

Lindsay Lohan spent Valentines day around the love of her life ... alcohol ... and her sister Ali Lohan.

Lilo went bar hopping with Ali Friday night in New York's East Village and both appeared to be date-free. Lindsay and Ali don't look drunk in the photos ... but the night was still young.

Officials believe they have a smoking gun in the Darren Sharper rape investigatin ... a shot glass that tested positive for a drug used to knock people out ... this according to court documents.

The L.A. County D.A. filed documents in which the former New Orleans Saints star is accused of drugging 11 people in multiple states (CA, LA, AZ, NV) and raping 7 WOMEN.

But the hardest proof may come from AZ -- where Sharper is accused of going home with 3 women he met in a Scottsdale nightclub on Nov. 20.

According to the docs, Sharper went to their place and poured 2 of them shots. Sharper allegedly raped both of the women.

But ... the next day, the women went to the cops -- and one of the shot glasses Sharper allegedly used to drug his victims was collected from the apartment.

The glass was tested ... and cops say the results show it tested positive for Ambien -- the drug Sharper allegedly used to drug all of his victims.
