Look, Jamie Foxx's version of the National Anthem was not great ... but it wasn't Roseanne Barr either ... so says Marlon Wayans ... who says he has an idea why Jamie may have shot a brick at the Mayweather fight.

Long story short ... Marlon suspects the booze is to blame -- since Jamie was partying with some big dawgs like Puffy and Floyd ... and ultimately gave in the power of the blue dot.

For the record, Wayans says Foxx is a talented genius who's got serious pipes -- he just had an off night.

Seth Gilliam plays a priest on "The Walking Dead," but got busted for blazing like a bat out of hell down a highway, possession of marijuana, and DUI. Let us pray.

Police in Peachtree City, GA arrested Gilliam -- who also played a cop on "The Wire" -- early Sunday morning after officers say they clocked him at 107 mph. Once he was pulled over ... cops smelled booze, and asked Gilliam if he'd been drinking. They say he admitted to having 3 beers and a shot.

According to the police report, the arresting officer also discovered a joint in a cigarette box, hidden in the arm rest.

Cops say Gilliam blew a .107 blood alcohol level. He was arrested and released after posting a $9,818 bond.

It's weird -- Seth's arrest came 2 days after his 'Wire' and 'Walking' co-star Chad L. Coleman freaked out on an NYC train. Something in the water?

Charlie Sheen has a message for MLB superstar (and recovering substance abuser) Josh Hamilton -- "F**k AA" ... have a drink and go hit some bombs."

Sheen is FURIOUS at the Los Angeles Angels for the way they treated the embattled slugger -- claiming they did him dirty by trading him to the Rangers after admitting drug use.

Now, Sheen isn't just blasting the team -- but the whole concept of Alcoholics Anonymous altogether ... with a scathing new message on Twitter.

"Dear Josh Hamilton, How you are being treated by the 'Devils' is shameful. F*ck AA. Have a drink and go hit some bombs!"

We're gonna guess AA is going to respectfully disagree with Mr. Sheen's position. We're calling 'em for comment -- stay tuned.

Rosie O'Donnell's estranged wife wants a judge to force the famous talk show host to submit to random drug testing until their custody battle is resolved ... TMZ has learned.

We've learned Michelle Rounds and Rosie will face off in court on Tuesday and the custody of 2-year-old Dakota is at stake. Michelle is gunning for full custody on grounds Rosie is not a present parent because of excessive use of booze and weed. Rosie says it's all a lie and a money grab.

We're told currently they have 50/50 custody. Our sources say if the judge keeps the status quo while the case runs its course, Michelle's lawyer will ask for an order requiring Rosie to submit to random drug and alcohol testing, and if the tests reveal a problem she can then ask for an emergency order.

Horse racing is HUGE for the bourbon industry ... especially the Kentucky Derby ... so says Jim Beam which credits the race for a MAJOR boost in sales every single year.

A rep for the bourbon company says they see an average sales spike of around 20% during Derby season ... adding, "When the weather is at its prime, the team has seen spikes up to 30%."

"This year, the weather has been good."

The Beam reps say the sales spike isn't just in KY -- people all over the country are throwing Derby parties -- "and they're drinking bourbon, they're drinking Mint Juleps."

Rapper Lil B is furious $10,000 went missing from his hotel room -- and he's pointing the finger at the hotel staff ... after management gave him the boot for hotboxing the place.

Lil B tells TMZ he was staying at the Oakland Airport's Red Lion on Tuesday when the hotel kicked him out because guests were complaining about marijuana smoke coming out of his room.

The rapper claims hotel management told him security had entered his room while he was gone ... found a small bag of pot, and then asked him to leave.

When Lil B went back to his room to collect his things, he says he noticed $10,000 cash was missing. He went to the front desk to file a theft report, but claims the employee ignored him. He recorded that awkward encounter and posted it online. He also blasted the hotel staff on Twitter.

Since the hotel wasn't helping ... B says he went to Oakland PD to file a report. Cops tell us they are "still in the process of verifying if this incident occurred."

Scott Weiland is adamant he was NOT high on drugs (including heroin) during a botched performance of the STP classic, "Vasoline," this week ... but admits something was off that night.

Fans were shocked and concerned after Weiland -- who's struggled with substance abuse in the past -- belted out a flat, uninspired version of the song with a dead gaze in his eyes during a performance Tuesday in Texas with his new band The Wildabouts.

We spoke with Weiland's rep who acknowledges it wasn't Scott's best work -- but says it was a "perfect storm" of Scott being tired and having a couple of drinks before the show. The rep says to make things worse, Scott's earpiece went out during the show, making it hard for him to stay on point.

Rosie O'Donnell's estranged wife claims she wants custody because Rosie drinks too much, smokes too much and has a laissez-faire manner when it comes to raising kids. Rosie's reaction ... her wife's delusional.

As we previously reported, Michelle Rounds is seeking full custody of their 2-year-old daughter. We've learned Michelle claims in her divorce case Rosie drinks a bottle of wine nearly every night, regularly smokes weed and eats edibles, and it gets in the way of parenting.

Michelle acknowledges they have nannies, but a parent still needs to manage the help and she says Rosie is in her own world.

Michelle also claims Rosie has let their 19-year-old son throw parties where the kids all drink, which she believes is irresponsible.

As we reported, sources connected with Rosie tell TMZ Michelle is lashing out because she's pissed over the prenup she signed and is simply a gold digger who's making threats to get cash.

Michelle tells TMZ she was a millionaire before entering the marriage by investing well in the stock market adding, "I will walk away from every dime of Rosie's money if I get full custody."

Former Three 6 Mafia rapper Crunchy Black will have plenty of time to study the difference between cocaine and meth -- he's gonna spend the next 7 months in jail for his Vegas drug bust.

CB was in court Wednesday and pled guilty to misdemeanor drug possession. TMZ broke the story ... Crunchy was arrested earlier this month for meth.

Crunch had the worst defense we've heard in a while. According to the police report, when an officer found the drugs on Crunchy ... he replied, "Oh damn. I was trying to buy that powder, not meth."

The Oscar winner got 30 days for the drugs, but also had 6 months to serve for a domestic violence case he'd skipped out on -- so, he'll do the time consecutively.

Original Eagles bassist Randy Meisner wants to set the record straight -- his life is not in danger, and his wife isn't force feeding him bottles of vodka.

Randy and wife Lana hit up a deli in Studio City Wednesday and told our photog they were shocked to hear news of allegations claiming Lana keeps Randy in a constant drunken state.

As we first reported ... Randy thinks all the conservatorship talk is really a plot to grab his cash, but in this clip he makes it clear -- he doesn't need anyone making decisions for him.

The wife of Randy Meisner -- original Eagles bassist -- wants to "buy him a bottle of vodka and hopes he drinks himself to death" ... so claims an alleged friend who's seeking a conservatorship, but Randy thinks he's really after cash.

James Newton claims in new legal docs his good friend Randy is in desperate shape and his wife, Lana is not doing anything to help him. He says Randy, an alcoholic who has been in and out of rehab and diagnosed with brain damage -- often goes unbathed for a month, thanks to his wife.

Newton says the wife keeps Randy in a "state of near-constant inebriation" because she says "he is easier to control when he's drunk."

And get this. Newton says Lana is frittering away much of his royalties and other income -- estimated between $300k and $500k a year -- on things like remodeling, vacations and cosmetic surgery.

But Randy and Lana tell TMZ ... Newton's full of it. Randy says he's "doing great" ... no longer drinks hard alcohol, and his wife treats him well. He says Newton is not a close friend, and believes the guy's most likely in cahoots with people trying to discredit Lana, and jack their money.

Newton wants a professional conservator to step in to take care of Randy, who was the lead singer on "Take It to the Limit" and famously walked out on the group after fighting Glenn Frey backstage during a 1977 concert.

Top NFL draft prospect P.J. Williams -- a projected 1st round pick -- is officially OFF THE HOOK in his DUI case ... and it's all because the police dash cam MISSED a significant portion of the arrest.

As we previously reported, the ex-Florida State University cornerback was busted on April 3rd -- after cops say he appeared to be hammered while driving his friends out of a McDonald's parking lot in Tallahassee at 3 AM.

The 21-year-old admitted he had been drinking several hours earlier in the evening -- but insisted he was NOT drunk when he got behind the wheel.

He did NOT submit to a breathalyzer or a blood test ... so cops were relying heavily on the dash cam video to prove he was in no shape to drive.

But according to the Leon County District Attorney's Office ... "significant portions of the DUI investigation were not captured on video because of the positioning of the police car."

We're told the most important part of the arrest -- the field sobriety test -- was a casualty of the dash cam mishap.

Jon Jones made an interesting video just 3 weeks ago ... telling his fans his days of being reckless behind the wheel were LONG OVER ... and he's a much more "mature" driver now.

In the video, the UFC champ told his fans he was thinking about getting a brand new lightning fast Corvette ... the first fast car since he wrecked his Bentley in his 2012 DUI crash.

"I've matured a lot since the Bentley," Jones said at the time ... "May not seem like it .. but I have people, I promise."
