Not to make a federal case over Paris Hilton -- but someone just did.

Lionsgate Television -- which produces the MTV show "Paris Hilton's My New BFF" -- is suing two men and their Dubai company for allegedly bailing out on production of the series in that city.

The federal suit, filed yesterday in U.S. District Court in Los Angeles, claims that Uniqon Emirates, LLC did not come up with more than $4.7 million to produce the show.

In the lawsuit, Lionsgate claims it had a written agreement with Uniqon to co-produce and distribute the show in the Middle East.

The show was taped last summer in Dubai, but has not aired yet.

Lionsgate is suing for breach of contract and more than $8 million in compensatory damages.

Leif Garrett was arrested Monday morning in Los Angeles for possession of a controlled substance.

The former teen idol was busted at 11:20 AM at the Metrolink station in downtown Los Angeles by the L.A. County Sheriff's Department.

Garrett was taken into custody and placed behind bars. He wasn't released until this morning.

Garrett's been busted on the Metro Red Line before -- back in 2006, he was caught for allegedly riding without a ticket ... but heroin and Quaaludes were found in his possession. He was sentenced to 90 days in jail for the incident.

Captain Phil Harris from "Deadliest Catch" woke up from a medically induced coma Tuesday, according to his sons -- and immediately started barking commands from his Anchorage hospital bed.

Jake and Josh Harris tell TMZ their dad "showed some good signs of improvement" today, including squeezing their hands.

Harris' sons -- who both work with him aboard the F/V Cornelia Marie -- say they are "encouraged but still very cautious" as Captain Phil recovers from the stroke he suffered on Friday.

One really good sign -- his sons tell us that shortly after waking up, Harris told his doctors and nurses: "Don't f**k up."

Aye, aye Captain.

Simon Monjack had planned a huge launch party Thursday night for his new Brittany Murphy Foundation -- an organization he claims is dedicated to arts education for children. Monjack had been reportedly soliciting $1,000 donations per person to attend.

But just days before the big night, someone called the Beverly Hills Temple of the Arts -- where the event was supposed to go down -- and told the Rabbi to hold the Manischewitz... because the party was off.

We're told Monjack insists the party was simply postponed -- but so far, no new date has been set.

UPDATE: TMZ has learned guests for the event received the following email from someone at the Brittany Murphy Foundation, "So sorry but the memorial has been canceled due to an illness in the family."

Something was rotten in the state of Arizona ... and it was the carcasses of two dead giraffes previously owned by Michael Jackson.

TMZ has learned the bodies of Rambo and JJ were at the center of a raging conflict in Page, Arizona because locals complained that the bodies stunk up the town.

As we previously reported, the animals died last November and last month respectively and were buried on the Banjoko Wildlife Preserve where they had lived since 2006.

But after several complaints were lodged with the City of Page, the preserve's founder Freddie Hancock was ordered to dig up the carcasses from their burial plots and relocate them somewhere else.

In addition to moving the dead giraffes, the city also ordered Hancock to move MJ's two other live giraffes -- Princess and Annie Sue -- off the property for good.

Hancock tells TMZ the dead giraffes were reburied in a private, undisclosed location outside of the preserve last Thursday. As for the two living giraffes, Hancock won't tell us where they moved them -- but she did say they're no longer in Arizona.

The new DJ -- Chris Kilmore (right) -- was just granted a 3-year restraining order against the old DJ -- Gavin Koppel (left) -- in the wake of an alleged threat at an L.A. store in December.

In the legal documents, filed in L.A. County Superior Court, the judge also ordered Koppel to "turn in or sell guns or firearms, if any, to a licensed gun dealer or turn in to police." Koppel had 48 hours to fork over the weaponry.

Koppel is required to stay at least 100 yards away from Kilmore and Kilmore's GF. Koppel also isn't allowed to contact the two of them in any way, shape or form -- including phone calls or emails.

Randy Jackson isn't used to stealing the show -- but according to a new lawsuit, that's exactly what he did with "America's Best Dance Crew."

The Dawg and MTV are being sued by a guy named Dwight McGhee -- who claims the two powerhouses ripped off his idea for a reality show about a dance crew ... called "International Breakerz League."

According to the lawsuit, filed last week in L.A. County Superior Court, McGhee claims he pitched his show idea -- which he calls "uncannily similar" to ABDC -- to MTV back in 2004.

Fast forward four years later: ABDC premieres on MTV ... and McGhee is pissed, claiming he and MTV struck an "implied" contract when he pitched his concept.

Now, McGhee wants Randy and MTV to pay more than $2,000,000 for his trouble. Good luck with that.

No immediate comment from Jackson or MTV.

We're told Murray will meet with his California lawyer, J. Michael Flanagan, who told TMZ just a few minutes ago, "I don't know what's going on."

Dr. Murray is also meeting with Ed Chernoff, his Houston lawyer, and others on his team.

After partying with his teammates last night, Reggie Bush was joined by his GF this afternoon in preparation for Super Bowl Sunday.

As for the Indianapolis Colts' good luck charm -- it's attached to Peyton Manning's right shoulder.

TMZ has learned Dr. Conrad Murray is in L.A. and plans to surrender tomorrow morning in an L.A. courtroom in connection with Michael Jackson's death ... sources tell TMZ.

As we first reported, the Los Angeles County District Attorney will charge Dr. Murray with involuntary manslaughter as early as this week. Based on Murray's plan to surrender, the charges would have to be filed before the court appearance.

What is unclear: Will Dr. Murray surrender or will the LAPD arrest him and take him into custody?

The defamation is interesting, but the backstory is riveting. Among other things, Paul claims Anna didn't marry Paul out of love -- he claims Anna's real intent "may have been to leverage Paul's celebrity status to get herself a television show." And a TV show she got -- "Swedish Hollywood Wives."

Paul says Anna was wacky, claiming one time during a concert tour in the Middle East she obsessed that her son would be "kidnapped and sold into slavery" and worried about "a major child porn industry in Israel and Ethan will be put into it."

Paul claims Anna's fits of anger were epic. As for the alleged defamation, Paul claims Anna gave interviews to the Swedish press, claiming she did not have a prenuptial agreement with Paul and that she had a right to half his money, adding, "You won't believe how much I'll get when this is over."

Paul says Anna falsely implied that he forged her name on the prenup and that he says is the defamation.

Khloe Kardashian was a wanted woman ... a woman who was on the lam for 7 years until lady justice -- and a tranny -- caught up with her in court this morning.

Ok, we overstate a bit. Here's what happened. In 2003, Khloe got a speeding ticket and just forgot about it. When the ticket wasn't paid, a bench warrant was issued for her arrest.

Fast forward to 2007, when Khloe was busted for DUI. For some reason the warrant did not appear on her record during the arrest or prosecution. Nor did the warrant surface when Khloe got various traffic tickets over the years.

So how, you ask, did the warrant come to light? Memba that whole thing between Khloe and the tranny outside Playhouse nightclub last December? Well the tranny filed a police report and that's when a cop noticed the warrant.

So today, Khloe, along with her lawyer -- the effervescent Shawn Chapman Holley -- appeared in an L.A. court with a mea culpa. The judge ordered Khloe to pay $200 in court costs, recalled the warrant and dismissed the ticket.

As for the tranny case, cops sided with Khloe.

The judge in the lawsuit Shawne filed against Tila has set aside the default judgment against Ms. Tequila. You'll recall Shawne sued Tila, claiming she sabotaged a business deal of his by trashing him all over town. Tila didn't file an answer to Shawne's suit so the judge entered a default judgment.

But now the judge has had a change of heart, concluding Tila may not have been given notice a suit was filed ... so the default judgment has been set aside and Tila has until February 16 to answer Shawne's complaint.

Tila Tequila is also suing Shawne Merriman for assault and battery. And, Shawne is one of the few people Tila has not fingered as her baby daddy.

Our MTV sources say they've already scouted 10 cities in the U.S. for a place Snooki, Pauly D and The Situation can call home. We're also told the network has expanded its search to other countries. Producers have called cast members to make sure they have valid passports.

Taking the ferry to Staten Island doesn't count as "overseas travel."

Chris Jericho's jail buddy and fellow WWE star Greg "Hurricane" Helms had a single muscle relaxer -- as in one pill -- on him when he was arrested last week for public intoxication ... this according to the police report.

According to the report, "a search of Helm's purse revealed one white round pill" which cops say was a Soma -- the generic version of the muscle relaxer Carisoprodol and a "schedule four narcotic."

Soma is no stranger to wrestling controversy. Dr. Phil Astin was recently jailed for 10 years after he was busted for prescribing Soma -- among other drugs -- in large quantities to wrestlers Chris Benoit and Michael Durham before they died.

In the report, it says Helms told cops he had a prescription for the pill but was not able to show proof of it at the time. Cops did not press charges against Helms over the single Soma pill.

WWE has yet to get back to us.

According to Pauly D's manager, Reebok is flying the fist pumping DJ to and from Miami so he can attend Super Bowl XLIV at Sun Life Stadium -- where he'll most likely spend his time creeping on tight ends ... except for Dallas Clark and Jeremy Shockey.

We're told Pauly D will also be decked out in complimentary Reebok gear ... which means he'll have to leave his "I Heart Jewish Girls" t-shirt at home.
