The league noted Commish Roger Goodell "could not conclude" if Favre violated the league's personal conduct policy based on the evidence he had seen.

The NFL released a statement saying, "The forensic analysis could not establish that Favre sent the objectionable photographs to Sterger."

The league continued, "The review found no evidence to contradict the statements of both Favre and Sterger that they never met in person, nor was there anything to suggest that Sterger engaged in any inappropriate conduct."

The NFL claims it also looked into reports that Favre put the moves on two massage therapists who worked at the Jets' facility in 2008 -- but the investigation hit a dead end because people with "potentially relevant information" refused to cooperate with investigators.

According to DetNews.com, the Internal Revenue Service filed a $498,165 lien against Kilmer on Nov. 30 in New Mexico ... where the actor owns a multi-million dollar ranch.

It's not the first time Kilmer's had issues with taxes -- the IRS had filed a lien against him for $538k back in 2009 ... but Val reportedly settled that debt a few months ago.

Faye sent a letter to the judge earlier this month because of her fragile condition, begging to postpone a hearing set in her case against John Paul Horstmann -- a film editor who claims the actress stiffed him out of $5,780 for three weeks of work.

Faye claims Horstmann's allegations are "spurious" and "without merit" -- but because of several post-surgery complications, including a metal plate that had to be implanted in her wrist ... she couldn't make her case in court on time ... and wanted the date pushed back to the end of January 2011.

Worked out too -- because the original December 3 court date has since been postponed until January 28.

In a lawsuit filed in Louisiana federal court, Baldwin claims in April, he had a meeting in the wake of the oil disaster, and decided to become a 10% partner in an invention backed by Costner -- a device that separated oil from water that was actually developed during the filming of "Waterworld."

According to the lawsuit, Costner and his partners made it seem as if Costner had already sold his shares in the company when in fact he was still heavily invested. Baldwin also claims the company misrepresented that there was no deal to sell the contraption to BP.

Baldwin alleges he was duped into selling his shares back to the company so Costner and his partners could score a bigger profit in a deal that was already inked -- specifically, a deal with BP valued at more than $52 million.

Baldwin is suing for unspecified damages. No comment from Costner's camp.

Shayne's lawyer fired off a letter to the famous L. Ron Hubbard shrine in Hollywood, demanding the church quit sending her bills for $1,506.35 -- claiming the bills are bogus ... and that Shayne "is not now, nor ever has been, a member of your organization or the Church of Scientology."

A Church rep claims Shayne "made a donation in 2004" -- but the check didn't clear. The rep says they'll stop sending letters to Shayne.

Best part ... Shayne's lawyer also reps her husband Nik Richie -- the guy behind TheDirty.com -- who says he's a big "Top Gun" fan and might be interested in joining the Church ... if they send him letters addressed to "Maverick."

The producer, Merion Joseph Powers, had sued Katt in Atlanta -- claiming the comic racked up a $28k bill in his studio, but refused to pay the debt ... and when he pressed Williams for the dough, Katt paid him a visit with his attack dog in tow.

Powers alleged Katt -- in an effort to intimidate him into backing off the debt -- showed up to his studio with an attack dog and gave it a "verbal attack signal" to go after Merion's dog ... which suffered "substantial and nearly life-threatening injuries."

But when Merion had his day in court -- the judge ruled in his favor ... and ordered Katt to pay the man a whopping $577k.

According to documents filed in L.A. County -- and obtained by TMZ -- Sweetin owes California $27,445.22 in unpaid taxes from 2009.

SCORES gentlemen's club in NYC sent Applegate the letter yesterday -- offering the "Anchorman" star a chance to reprise her role as pregnant pole dancer Roxy Fedaro ... from the hilariously awesome skit she just did for Funny or Die.

No word if Christina plans to accept -- but it could be worth it ... because according to the letter, Scores is prepared to fork over $10,000 per appearance. Plus tips.

Fleiss tells TMZ the fire caused more than $60,000 worth of damage -- she lost the entire guest house (where she keeps her birds), almost all her clothes, and her Tempur-Pedic mattress was ruined.

The former madame says her 20 birds are all safe and she has to make sure she boards off the bird room so that no toxic vapors harm her fine feathered friends.

Ramsay is being sued by the Daniello Carting Co. -- which claims Satan's favorite food artist flaked on a bill for $24,766.50 ... after they spent months removing garbage from his NY restaurant, "Gordon Ramsay at The London."

Long story short -- Chaka hired 15/40 productions to take care of, among other things, the audio and video equipment for her performance at the 2010 Sony Open.

But 15/40 claims Chaka only paid half of their $10k fee ... so they filed a lawsuit in L.A. small claims court demanding $5,000 ASAP.

The judge eventually sided with 15/40 -- and ordered Chaka to pay up. So far, we're told the production company is still waiting for their check.

The text -- sent on June 2, 2010 from Oksana to Eric George, the lawyer who negotiated her $15 million mediation package -- is riddled with buyer's remorse, complaining that George never told her about a domestic violence claim, which could have upped the ante.

Underscoring how important the tapes were during the mediation, Oksana says, "Forget about the tapes for the moment. This is the case of domestic violence." The point -- no one raised the issue of domestic violence during the mediation -- it was about the tapes.

Oksana explains to George her relationship with Mel ended "because of Mels (sic) domestic violence, the only reason and the fact, with proof, and I run away to save my children."

Then Oksana lays her cards on the table: "If the opposition is buying my silence, please, we have to renegotiate the custody portion and to secure the monetory (sic)."

Also in the text, Oksana makes it clear she knows her strongest bargaining chip: "He doesn't want this publicity."

Oksana ends the text by saying, "I have lots of questions about the moneytory (sic) part also, i'd (sic) like us to get together and discus (sic) everything," adding, "I'm not bluffing."

Mel claims in the period of August, 2009 - August 2010, he made $7.2 million.

Oksana claims in her legal docs that Mel told her he made $40 million in 2009.

As for how much Mel spends, according to court documents -- $700,889 a month.

But the good news for Mel, according to the docs, "The petitioner [Mel] does not indicate any debt." And, he lists real estate and personal property assets "in excess of $50,000,000."

According to Judge Gordon's order, Oksana wanted between $50,000 and $60,000 a month from Mel. Mel felt $4,088 plus housing was more appropriate.

Judge Gordon called Mel out for minimizing the effect Mel's wealth should have on the child support order: "Although petitioner argues at length about what the needs of the minor child might be, Petitioner avoids the issue of his station in life and how his extraordinary high income might affect the reasonable needs of the minor child."

In the end, Judge Gordon ordered that Mel pay $20,000 a month in child support, plus housing.

Sheree hired a private investigator named Dwayne Alexander back in 2005 to dig up dirt on her then-husband, ex-NFL star Bob Whitfield -- but according to a court order obtained by TMZ ... she still owes him $28,858.93 for snooping services and interest.

Now, Alexander's gone way over her head to get the money, firing off a letter to Bravo -- the network behind "Housewives" -- claiming he plans to garnish Sheree's wages from the show to settle the debt once and for all.

In fact, Pam never even accepted the check -- she had Playboy send the cash directly to Waves 4 Water ... a charity that distributes water filters to people who don't have access to clean drinking water.

Anderson tells us, "Waves 4 water are my heroes. They get things done ... and yes, Playboy wrote them a check when I shot the cover (Jan. 2011 issue) directly for 25Gs."
