Nicki Minaj and Meek Mill have the sexiest plans possible for Valentine's Day -- they're hooking up to make some serious paper together ... and this weekend is just the start.

Sources close to Meek and Nicki -- who are dating now -- tell TMZ the couple is joining forces as the "Hottest Rap Couple" for appearances in NYC Saturday night, and again in Charlotte later this month. There's also talk of putting together a world tour.

We're told the couple wanted to do it together so they could, y'know -- make twice as much cheese touring as a package deal. Also, it's easier to hook up this way.

Although they're co-headlining ... make no mistake, Nicki's the bigger draw -- and we're told she's getting paid almost double what Meek makes.

David Cassidy has sold over 30 million records, but he's broke as a joke now -- TMZ has learned he's mired in debt and just filed for bankruptcy.

David filed for Chapter 11 bankruptcy protection this week and has a laundry list of creditors to whom he owes hundreds of thousands of dollars.

His massive debts include $39,102 in credit card debt, a $292,598 mortgage against his house, and a very colorful bus load of attorney's fees.

In the docs, he also alerts the court he could have some horse expenses in the near future. David says he's in a legal dispute over several Thoroughbred horses he co-owns.

Here's something you don't see every day ... a multi-billionaire hailing a cab.

Donald Sterling -- who recently sold the L.A. Clippers for $2 BILLION -- was out in Bev Hills Wednesday when he decided to catch a cab to go home.

Interesting, considering most billionaires in this city either drive themselves ... or use a private chauffeur ... or at least use Uber LUX if they're gonna hit the town.

But not Sterling ... who quietly got in the back seat and was quickly whisked away.

TMZ Sports has obtained video showing a pissed off Pacman Jones being escorted out of the Hollywood Casino in Indiana Wednesday morning ... and we're told it was all over a dispute at the casino cage.

We broke the story ... cops were called to the casino to respond to a "disorderly person" after an incident inside the building.

The footage, which begins after Jones was confronted by police, shows the Cincinnati Bengals star passionately pleading his case to the officers ... and claiming he didn't do anything wrong.

You can hear him say in the video, "Where I'm from, if I ain't threatening you, if I ain't do s**t to you, then I ain't disorderly conduct."

Our casino sources tell us ... the incident began at the casino cage, when Jones got into it with an employee ... who immediately got security involved.

As for what they were arguing over, we're told it had to do with casino chips -- but the specifics are unclear.

At one point in the video, you can hear Pacman say, "Y'all trippin' over a couple thousand dollars?"

Jones was eventually asked to leave the casino and was NOT arrested. Pacman's agent insists he never broke the law.

"Big Brother" winner Mike "Boogie" Malin was a scheming, diabolical gamesman on the show but outside the house his antics didn't play well ... because he's now more than $20 million in debt.

The good news ... Mike's a millionaire. The bad news, he's only worth around $1 million and is $23 MIL in debt ... and that spells b-a-n-k-r-u--p-t-c-y.

Mike had a good post-"Big Bro" start ... he was co-owner of 2 Hollywood hot spots -- Les Deux and Geisha House. But then things fell apart. He was sued over a rape that allegedly occurred at Les Deux. And then his partner sued him for embezzlement ... and on and on.

He was socked with millions of bucks in various judgments and Geisha House went belly up.

En Vogue cheated on their record label and cost them over $100M ... so says the company suing the group for leaving them high and dry for another label.

According to the legal docs ... Rufftown Entertainment owner Rene Moore says he doled out $190K to front a huge En Vogue comeback in 2010 with OG members Cindy Herron, Terry Ellis and Maxine Jones that never happened.

TMZ even found video of them in the studio in 2011 excitedly laying down tracks ... but cut to 4 years later ... Moore says they never toured or cut an album and signed with another label -- Pyramid Records -- in 2014.

He believes they've cost him a fortune and wants both the group and Pyramid to cough up any potential money they cost him -- to the tune of well over $100 million.

Like they've sang, it ain't over 'til the fat lady sings.

Stevie J has no problem paying his child support -- despite facing an indictment for NOT paying more than $1 million worth -- but he says the real problem is how much his kids spend.

We got the "Love and Hip Hop Atlanta" star in NYC on Tuesday -- shortly after he entered a not guilty plea in federal court for his child support case.

Watch the video ... Stevie is remarkably calm for a guy who's facing up to 2 years in prison for allegedly ducking $1.1 mil in support for his 2 kids. He says his confidence comes from knowing the case was dismissed from state court last year ... and thinks he'll get the same result in federal court.

He also talks briefly about his recent court-ordered rehab stint -- but the best part is the gem he drops when we ask if he's up to date on support now: "My kids can go through a check really quick."

Justin Bieber has been taking lots of anger management classes recently but he hasn't done a single hour of community service because of a soccer injury ... so says his lawyer.

Attorney Shawn Holley was in court Tuesday morning for a progress report in his egging case. Justin has completed 9 out of 12 anger management classes. As for his 5 days community service, Holley said Bieber screwed up his foot and couldn't pick up trash or remove graffiti.

You'll recall, Bieber screwed up his foot during a soccer game last month in Turks and Caicos. Holley submitted a doctor's note to satisfy the judge.

According to the probation report, obtained by TMZ, the probation officer wrote a report saying, Bieber "has displayed a cooperative attitude and has expressed a sincere desire to be more diligent in complete anger management and community labor." Bieber was supposed to attend 1 anger management session per week, and he's fallen short.

Bieber is on 2 years probation for egging his neighbor's house. He's already paid the dude $80,900 for the damage.

Some members of the transgender community are up in arms over the way Bruce Jenner has chosen to come out ... but Bruce is saying this isn't one size fits all and he's not apologizing.

Bruce's friends say he was adamant he would not make the big move until his daughters were old enough to understand his decision and withstand what he believes is the inevitable teasing.

As for the interview and TV shows ... Bruce is saying it has nothing to do with money and has everything to do with control. He wants his story to come out the way he feels is best.

We're told Bruce is surprised Zoey Tur doesn't understand where he's coming from, since she's been the most vocal about the community's anger over Jenner packaging the announcement for TV.

One source says, "He's still going through the motions and wants to take his time to help his youngest daughters cope. It's not about a TV show or announcement."

Terrell Owens has been hit with ANOTHER big tax bill from the IRS -- but the ex-NFL star tells TMZ Sports he's already in the process of cleaning up the mess.

According to official documents filed in the L.A. County Recorder's Office, 41-year-old Owens is still on the hook for $107,297.60 in federal income taxes from 2013.

Owens is no stranger to tax issues -- he's been hit with at least 4 tax liens in the past ... but has settled all but one of those debts.

T.O. has been pretty open about his financial blunders -- and has been adamant about his desire to get his bank affairs in order.

Dallas Cowboys RB Joseph Randle tried to pay his baby mama $20k to abort their child ... but she turned him down ... so says Randle's ex who's now going after the NFL player for child support.

TMZ Sports has learned ... Dalia Jacobs has filed court docs in Kansas demanding Randle fork over more than $5k-per-month to help pay for their 1-year-old son.

Jacobs says Randle has barely been involved in the kid's life ... and made it clear from the start he was not supportive of the pregnancy.

"When she told him she was pregnant, he offered her $5,000 ... then $10,000 ... followed by $20,000 to have the child aborted," Dalia's attorney Charlie O'Hara tells TMZ Sports.

Dalia obviously rejected the offer ... and says their relationship has a been a nightmare ever since.

In fact, it was Dalia who called police from a hotel in Wichita last weekend claiming Randle had a gun and was in fear for her life. Randle was arrested for marijuana possession (that charge has since been dropped) but cops are still investigating the allegations of domestic violence.

Stylist Irene Albright is running the world's largest changing room -- it's a mansion in the Hollywood Hills ... where celebs have been coming and going just to get dolled up for award season.

Sources tell TMZ … Albright has opened up shop inside the huge master bedroom of a 4,200-square-foot home she's renting for $25K a month! We're told she has more than $3 million worth of dresses on racks.

The 5-bed, 6-bath pad was designed by Andrew Gulyas ... who's also a huge celeb real estate agent in town.

As for who's been dropping by to pick up dresses -- Albright tries to keep that under wraps, but we know she's styled for Demi Moore, Meryl Streep and Katie Holmes in the past.

Legendary porn star Jenna Jameson is scared of the man she says repeatedly broke into her home and threatened to destroy her career ... she claims he's coming after her family and is seeking protection.

A judge gave Jameson a restraining order against Allen Dean Clayborn after she says he stole her house keys and took cash from her home. Jenna says he's also threatened to take her down through blackmail and spreading lies to the press.

Jameson's so afraid of Clayborn she claims she became extremely ill and she's concerned his actions could affect her ability to see her two boys with ex Tito Ortiz.

Now the twist ... she says they used to be friends ... but it's not clear when things took a dark turn and got crazy.
