Justin Bieber will give his hometown strong consideration for the location of his wedding to Hailey Baldwin ... IF the town's mayor gets his way, and he has quite the incentive package.

Stratford, Ontario's mayor, Dan Mathieson, tells TMZ he'd LOVE it if Bieber hosted the wedding back home. First off, he's appealing to Justin's Canadian pride, but if that's not enough ... how 'bout free tickets to JB's fave local hockey team.

Mayor Mathieson's offering Hailey and Justin seats to watch the Stratford Warriors -- Justin's got 'em tatted on his shoulder -- if they tie the knot in winter. If they opt for a summer affair, Mathieson says he'll guarantee Bieber a spot in the town's annual Summer Music festival ... although that sounds like more of a win for the city.

As for the wedding guests -- they'll all get discounted admission to Justin Bieber's exhibit, "Steps to Stardom," at the Stratford Perth Museum.

Swag aside, hizzoner told us Justin knows the locals will respect his privacy -- as they always do -- if he gets hitched there. Plus, he has a lot of family in the area ... and Hailey's fam isn't too far away in NY.

Justin Bieber just broke his silence on his engagement to Hailey Baldwin ... and JB held nothing back in describing his emotions.

Justin basically wrote an open love letter to his fiancée, saying ... "I am soooo in love with everything about you! So committed to spending my life getting to know every single part of you loving you patiently and kindly."

He also talked religion and about having a family of his own, saying, "I promise to lead our family with honor and integrity letting Jesus through his Holy Spirit guide us in everything we do and every decision we make."

As for when they'll get married ... our bet is it'll be the 7th of some month. Justin points out, "We got engaged on the seventh day of the seventh month, the number seven is the number of spiritual perfection."

JB's words struck all the right chords with Hailey, who responded online a few minutes after his post.

The ex-porn star and Dr. Joseph Brownfield had their wedding celebration in Havana and, while partying at a restaurant called La Guarida ... in walked Nick and Kevin Jonas!

Turns out all 3 Jo Bros have been in Cuba too, and just happened to be dining in a separate part of the restaurant. Kev and Nick posed for this shot with the happy couple. Joe abstained.

We're told Nick and Kevin weren't there long, and managed to dodge any wedding singer duties.

The newly engaged couple was seen hanging out at Nippers Bar & Grill in the Bahamas the day after he proposed to her Saturday night, and she was flashing her new hardware.

Hailey's wearing a fat diamond ring on THAT finger in the open, and we gotta say ... it looks like a hell of a rock. Hard to say exactly how big it is, but there's no question the ring is sizable. They danced their hearts out on the beach in celebration ... so it'd seem she digs it.

We broke the story ... Justin got on bended knee for Hailey in front of guests at the resort they're staying at while vacationing in the Bahamas. Cameras were forbidden during the special moment ... for which, of course, she said yes.

Selena Gomez, meanwhile, doesn't seem to have a care in the world about the news. She's living it up in New York ... on a boat ... laying out in the sun and whatnot.

Selena surfaced Sunday in a friend's social media post, where she's seen in a bikini and in open waters near NYC. She's all smiles too ... no signs of distress after the Biebs got on bended knee for another woman, despite so much history with the dude herself.

She hasn't been spotted cozying up with anyone as of late, so it's possible Selena's enjoying some solo personal time post-Bieber ... and post-Weeknd, too. Good on her.

Justin Bieber popped the question to Hailey Baldwin Saturday night ... and she said yes!!!

Two eyewitnesses who claim to have seen the proposal go down tell us it happened at a resort in the Bahamas. They say everyone was at a restaurant on the property doing salsa dancing when Justin's security told everyone to put their phones away, because something special was about to happen.

We're told Justin then proposed in front of everyone.

Another source with knowledge of the situation also also confirmed to TMZ that Justin and Hailey did, in fact, get engaged Saturday night.

Justin and Hailey have been almost inseparable since they began dating about a month ago. They're no strangers to each other ... they've dated before, and it appears they hooked up again just after Justin and Selena Gomez broke up.

Justin's dad, Jeremy, posted a photo of his JB Sunday with the caption, "@justinbieber proud is an understatement! Excited for the next chapter!" Jeremy himself just got hitched a few months ago.

The Biebs' mom, Pattie Mallette, also seemed to confirm the happy news on Twitter, tweeting out Saturday ... "Love Love Love Love Love Love Love."

Katharine McPhee and David Foster are back in the U.S. after their European vacation and made an interesting first stop after their trip.

The couple -- dressed pretty casually -- was spotted in Tribeca, but reportedly made their way to a jeweler in Midtown Thursday, a few days after getting engaged.

Foster popped the question in Anacapri, Italy and Katharine confirmed the engagement by posting a text exchange where someone described her ring as "beautiful and classic." We also have a photo of her showing it off at dinner earlier this week.

She was wearing a ring on her ring finger Thursday afternoon, so it's possible she was getting it resized ... or maybe they were shopping for Foster.

David Foster and Katharine McPhee are engaged after he popped the question during their European vacation ... TMZ has learned.

Katharine and David were on the Italian island of Capri Sunday as she showed off her engagement ring to family and friends over FaceTime. It's unclear exactly which day he proposed, but we imagine it was shortly before this pic was taken.

Katharine's rep, Leslie Sloan, confirmed the engagement.

The couple's been dating since last year, and haven't been shy about PDA -- including the time Kat grabbed a handful of David's butt, and their full-blown makeout sesh.

This will be the actress/singer's second marriage. Her music mogul fiance's got her beat by a mile ... it's his fifth. If you're checking his first dance card -- B.J. Cook, Rebecca Dyer, Linda Thompson, and Yolanda Hadid were the previous brides.

Donald Trump can't stop (and won't stop) crashing weddings in New Jersey -- especially if there's a chance to give the bride a smooch and woo the crowd at the same time.

The President made a surprise appearance Friday during Gerald Papa and Jenna Buchholtz's wedding at Trump National Golf Course in Bedminster Township. Witnesses tell us 45 flew in on his Marine One chopper and popped in to greet their guests, unannounced.

We're told he shook hands, posed for pics, and told the crowd to take care of the happy couple -- the latter of which you can see in a video we obtained of his 2nd cameo there.

And in true Trump fashion, the Prez also pecked Jenna on the cheek before heading upstairs. As for how that was received ... people around absolutely ate it up.

That's all folks -- famed porn star Mary Carey is off the pole and off the cheesy faux leather couch, after tying the knot with her new doctor husband.

Carey got hitched to Dr. Joseph Brownfield, an ER doc, Wednesday at the Bev Hills Courthouse. Last time we saw her, she told our camera guy ... once she put on her wedding band, she wouldn't be taking off her clothes for anyone but for the good doc. So, all porn and strip club gigs are off the table now.

As of May, Carey was still hitched to her previous husband, electrician Mario Monge. She asked the judge to finalize that divorce ASAP, so she and Brownfield could move forward with their nuptials.

Oh, and she said yes!!!

Baker Mayfield -- the hopeful future of the Cleveland Browns franchise -- just made some major life plans for the future by getting engaged to his girlfriend, Emily Wilkinson.

He made the announcement on IG, saying ... "Can't wait to do life with the most perfect girl ... I love you."

Baker and Emily were first spotted together in January -- shortly after his Rose Bowl loss -- happily taking in a Clippers game.

Then last month, Emily announced she was quitting her job in L.A. and following the Browns QB to Cleveland ... a sure sign things were getting serious.

03 Greedo failed to appear in court Wednesday to turn himself in for a 20-year prison sentence and we've learned it's because he missed his flight out of Los Angeles.

Greedo's supposed to be a couple days in to his stint at the Potter County Detention Center in Amarillo, Texas. The trouble started when he missed his original flight to Dallas, which made him miss his connecting one to Amarillo.

The rapper was smart about it, though -- we're told he was in contact with prison officials the minute he touched down in Texas, letting them know about the delay. By the time he landed in Amarillo, law enforcement was waiting to take him to Potter.

The judge had issued a bench warrant for his arrest after Greedo was a no-show, which is standard protocol.

The rapper had a farewell concert two nights before in L.A. where he proposed to his girlfriend ... which, we're guessing, MIGHT have something to do with him missing his flight.

The minister who officiated Cardi B and Offset's wedding says the rappers never made her sign a non-disclosure agreement to keep it all hush hush ... she's just really good at keeping a secret.

Minister Melinda Guess tells us she'd never met Cardi or Offset prior to their September day ... and was totally caught off guard when their team called and asked if she'd do the honor.

Guess tells us, all Cardi and Offset wished for was privacy, and Guess happily obliged. TMZ broke the story ... Cardi and Offset have now been married for 9 months. The nuptials went down after Offset woke up one September morning and straight-up told Cardi to marry him.

Guess -- who owns Officiant ATL -- tells us her standard rate for home ceremonies runs between $500 and $1,000.

As for the wedding day attire ... Guess says they both wore pants and a t-shirt. Nothing fancy. They exchanged traditional vows, though nothing was personalized.

Rapper 03 Greedo ain't waiting 20 years to propose to his longtime girlfriend -- he popped the question at his concert Monday night ... right before starting a 20-year prison sentence.

Greedo gave his final performance, for now, to a packed house at L.A.'s Belasco Theater and got down on bended knee while performing his hit, "If I." Great moment -- his gf, Kei Bradley, said "yes," and the crowd had a pretty epic reaction.

Travis Barker, DJ Carisma and Asian Doll were all there supporting Greedo at the event held by Mike Rebel and Praying Man Productions. The feel-good vibes almost made you forget Greedo starts his prison bid in less than 48 hours.

It's really the ultimate bittersweet moment -- he pled guilty to possession of more than 400 grams of methamphetamine and unlawful possession of a firearm this year. Greedo plans to continue releasing music from the slammer.

Side note: Kei seems pretty ride or die. Mazel to the happy couple!

Move over, Cardi B and Offset ... keeping your marriage under wraps for 9 months is amateur hour compared to what Daniel Tosh pulled off more than 2 years ago!

Sources close to the situation tell TMZ ... the "Tosh.0" star and Carly Hallam tied the knot on April 15, 2016 at an incredibly private ceremony in Malibu.

31-year-old Carly is a writer on Tosh's show. It's unclear if that's where the couple first met, but it would make sense since Carly started working there back in 2010. She also writes for "Brooklyn Nine-Nine."

We've reached out to Daniel's reps, and so far no word back -- but helluva job keeping the marriage on the DL! Don't bother looking for them on IG, btw. Unlike most Hollywood, they're not the sappy romantic post types.
