Kim Kardashian stuck with the BALLS theme for Kanye West's birthday, because when he got home from playing hoops at Staples Center with his boys ... she dropped another surprise on him.

Kim tipped off part TWO of Yeezy's birthday by unveiling his very own basketball sanctuary ... IN HIS BACKYARD!!

While Kanye was shooting around with celebrity friends on Monday, Kim had construction crews break ground on the new home court going up at at their home.

All in all , the 7,000 sq. ft addition to their Hidden Hills mansion will include the tricked out basketball court AND a glam room -- probably a little gift for KK herself.

All this, just for his 38th. Ye's 4-0 is gonna be ridic.

Cynthia Bailey of "The Real Housewives of Atlanta" is pulling out all the stops to spoil her daughter Noelle with the ultimate sweet 16 ... and of course, the entire thing is going to be televised.

TMZ has learned that Cynthia is throwing a bomb-ass birthday party for her daughter and she's getting help from celebrity event planner David Tutera. We’re told Cynthia is getting the extra help because the party will be featured on an episode of Tutera’s “CELEBrations” on WeTV.

Cynthia's inviting a couple hundred guests -- and Rev. Run's son Diggy Simmons is going to perform, along with Disney star Trevor Jackson.

Good news Lakers fans ... potential 2nd pick Jahlil Okafor looks right at home in the SoCal sun ... chillin' with his college teammates at an upscale L.A. rooftop party this past weekend.

Jahlil, along with fellow Dukies Tyus Jones, Amile Jefferson and Matt Jones hit up the rooftop pool of the very swanky SLS hotel in Beverly Hills this past Saturday, partying with celebrities like Too Short, and Charlamagne Tha God.

We're told the crew had some lovely ladies in their cabana, but there was no drinking and the guys mostly just chilled out and kicked back while things got crazy at the pool.

As for Jahlil, he has a workout this week with the Lakers ... but let's face it, the team could use all five guys.

Drizzy ended the first leg of his Jungle Tour in NYC over the weekend, and then turnt up with Young Empire Music Group owner Jas Prince, Future, Chubbs, Jim Jones and a bunch of other celebs at 2 clubs.

Sources tell us Jas decided to toast Drake's success with a $20,000 bottle of Ace of Spades at VIP Room. Then, when the party moved to Up & Down Nightclub ... Jas scooped up 6 more mortal-sized bottles for the party.

We're told Giants superstar Odell Beckham and comedian DeRay Davis also stopped by their table ... 'cause why the hell wouldn't they?

Quick backstory: Jas discovered Drake, and as we've reported ... he's actually suing Cash Money for allegedly stiffing him on Drake-related funds. We're told the lawsuit is ongoing, despite false reports Jas had lost the case.

Kellan Lutz is a giver ... and he gave one high school senior the "best night of her life" after he took her to prom over the weekend in New Jersey.

Lutz, 30, went all out. He picked up 18-year-old Brianna Siciliano in a Bentley, strapped on a boutonniere and even posed for those token awkward prom pics before heading over to the Monroe Township High School prom.

The two reportedly struck up a friendship after Siciliano reached out to Kellan on social media because she was being bullied at school. Recently, her friends launched a social media campaign to get the "Bullseye" host to be her prom date.

It all worked out, since Kellan was in NY shooting a movie.

They didn’t win prom king and queen, but looks like they had a blast. As for the almost 15 year age gap -- typical Hollywood couple.

A love child won't stand in the way of burning love ... at least not for Chris Brown who made sure he left the club WITH Karrueche Tran -- but it looks like her friends weren't down with it.

CB rolled up to Playhouse Thursday night in a sick new Lambo ... Karrueche showed a short time later. It seemed she was there because her BFF Christina Milian was the host for the night ... something Chris clearly knew.

Apparently Chris performed a magic show inside -- because he and Karrueche left together in the same SUV, leaving the Lambo behind. But pay close attention to the end of the video. One of KT's friends asks Chris to stay out of their SUV, but he tells her ... "Move to the back" ... and hops in anyway.

A second angle (below) shows that Chris ended up squeezing on to the same seat as Karrueche.

So, the question is -- did she WANT him to get in, and if NOT ... why didn't SHE get out? You'll recall ... Karrueche said she was done with Chris for good when baby Royalty hit the scene.

Lil Rocko marked a decade on Earth by celebrating at the Georgia Aquarium. The theme was Fresh Prince of Bel-Air ... a show that was off the air 9 years before he was born.

Gotta say the party was awesome ... it looks like they're underwater, staring at the captured sharks.

There was plenty of sugar ... candy apples, cotton candy and a topsy-turvy cake.

Two Boston tow truck operators didn't want to go down as the guys who hauled off Rob Gronkowski's party bus, so they let him off the hook ... and the Gronk couldn't have been happier.

Matthew from Todisco Towing tells TMZ Sports he was called to Howl at the Moon in Boston early Sunday morning to haul off a bus that was parked illegally in a private lot.

Despite the bus being adorned with a Body Armor logo (which Rob endorses) and his #87 ... Matthew claims he had no idea he was about to tow Gronk's ride.

Once the bus was up on the truck and ready to go, Matthew says several patrons began asking him, "Don't you know whose bus that is?"

Then, someone from Rob's entourage came out and promised to move it ... and Matthew decided, "I didn’t want to find out what the end result would be if I had towed the truck. You know Pats fans wouldn’t have that."

So Matthew let the truck down and that's when Gronk emerged -- super thankful for the reprieve -- and posed for a few pics.

Matthew was quick to tell us ... Gronk never asked anyone to stop or offered any kind of favor. Everyone involved was just acting out of the kindness of their hearts.

Not everyone was so lucky ... a few other cars did get towed that night.

Miles Teller felt the tempo and neither rushed nor dragged his feet while showing off his moves at BottleRock Napa Valley music festival.

The "Whiplash" and "Footloose" star caught Brett Dennen’s set on Sunday, and tore up the field … even taking his dance moves to the beer line during the singer's funky “Must Be Losing My Mind."

Karrueche Tran got hot as fish grease Saturday night when we asked if she was allowed to still mug with men.

Karrueche was leaving 1OAK in West Hollywood when she bristled at the notion that Chris Brown scared her away from posting pics of herself with other guys. You'll recall, Brown threatened Tyson Beckford a week ago after she posted a pic of the 2 of them in Vegas. Chris later apologized.

Get this ... last night Chris and Tyson showed up at the same place -- the iHeartRadio Summer Pool Party in Vegas. Unclear if they interacted, but no one left bloodied.

Speaking of blood, we joked with Karrueche about the fake blood on her lip ... it's all for a movie.

There could be a slurricane heading for Oakland ... 'cause rap legend E-40 says if the Golden State Warriors squad wins the NBA title, they'll get UNLIMITED booze from his winery for the rest of the year!!!

FYI -- E-40 is a major player in the booze biz ... he's the owner of the Earl Stevens Selections wine company ... and also puts out the "Slurricane" cocktail drink.

He's also a HUGE Warriors fan ... and made the team the following offer:

"If they win the Western Conference I will supply them with a celebration toast with Slurricane."

Lamar Odom channeled his inner Billy Idol this week -- dancing with himself in the middle of a party at an L.A. day club ... and TMZ Sports has the video.

L.O. was hanging out at the Bungalow Lounge in Santa Monica on Monday -- one of the most exclusive places to day drink in town -- when some music came on that clearly struck a nerve.

Odom started feelin' himself and busted out his own little two-step ... despite the fact no one else around him was gettin' down.

But who cares what everyone else was doing -- we're told Odom was having a blast all day long. By the way, no one we spoke to saw him drinking.

Odom also didn't have a date with him at the club -- probably because he's still focused on saving his marriage with Khloe Kardashian.

Blake Griffin got drunk in Mexico this weekend and decided to mess with some guys wearing Team USA basketball jerseys ... honing in on a guy in a John Stockton uniform ... and it's pretty hilarious.

It was a combination of friendly heckling and drunken bro-ing out ... and everybody seemed to be getting along great.

One of the most interesting comments ... when Blake points out the Stockton jersey to a pal and says, "Best point guard ever, bro!"
