Ryan Seacrest's company X-mas party got REAL cheeky this week in Hollywood -- in fact, some random weirdo was arrested outside on the street ... after dancing all over the place in assless chaps ... and the hilarious scene was all caught on tape.

We have no idea who the mystery man is or why he was there -- but Tuesday night outside Loteria restaurant, this god among men stripped down to assless chaps ... and danced away like there was no tomorrow.

The best part ... he was dancing to Rick Astley's "Never Gonna Give You Up." And he's got some impressive moves too.

A police chief in Ohio is GOING OFF on Kanye West -- tearing the guy apart for comparing himself to cops and soldiers ... saying Kanye has NO CLUE about the real dangers they face.

The cop with the beef is Brimfield Police Chief David Oliver ... who says he was listening when Kanye told a media outlet that he puts his life on the line at his rap concerts ... just like cops and soldiers.

Chief Oliver was so angry, he posted an open letter to West on the department's Facebook page ... saying, "You sir, are as misguided as they come."

The majority of the letter is dripping in sarcasm, mocking Kanye for the ridiculous comparison:

"Since you are accustomed to danger, from your life as an international rapper, I am strongly encouraging you immediately abandon you career as a super star and join the military."

"After joining, I would like you to volunteer to be deployed in Afghanistan or one of the numerous other forward locations where our men an women are currently serving. When the Taliban starts shooting at you, perhaps you could stand up and let the words flow."

"I’m sure they would just drop weapons and surrender. You could quite possibly end all wars, just from the enemy being star-struck."

The letter ends, "What I do not get is you EVER comparing what you do for a living to our heroic military members, who are always in harm’s way… and my brother and sister police officers who have to go to work carrying weapons and wearing a bullet-proof vest to protect themselves."

The actress who played one of Roseanne's daughters on TV would never make it on "The Voice" ... but we gotta give her props for her ballsy performance at a Brooklyn karaoke joint.

Sources tell us Lecy Goranson took to the stage just before closing time last Thursday .. when the place was almost empty. She let loose ... with an ear-splitting rendition of Nirvana's "Smells Like Teen Spirit."

Only problem was ... it kinda stunk.

Lecy was one of two actresses who played Roseanne's daughter Becky on the TV series, "Roseanne" (the other was Sarah Chalke).

At least she sings better than Roseanne.

Jay Z performed a show-stopping tribute to Nelson Mandela in L.A. -- and if it sounds familiar ... that's because he laid down the same exact tribute to Trayvon Martin months ago.

During the intro to his hit, "Young Forever" ... Jay told the Staples Center crowd last night, "We wanna dedicate this song to Nelson Mandela."

First Tom Cruise, now Kanye West is comparing his profession to BEING AT WAR ... saying just like soldiers and cops, HE PUTS HIS LIFE ON THE LINE when he goes to work.

Yeezus made the statements to Saturday Night Online this weekend, saying rapping is very dangerous work -- "This is like being a police officer or something ... or like war or something."

"You're literally going out to do your job every day knowing that something could happen to you."

But Kanye says it's not JUST the physical risks (he says he could slip on the stage) ... KW also risks getting his feelings hurt -- because people could watch a show and decide they don't like him.

Yeah, just like a cop or a soldier.

Some deranged creep tried to make a quick buck off Paul Walker's death by selling pieces of burned bark he claims he took from the tree Paul crashed into ... TMZ has learned.

The seller says he took 6 pieces of charred tree (pictured below) from the crash site and put them on eBay -- asking for at least $100 per item.

But we've learned ... the seller had a change of heart (which might have had something to do with the hate mail he got) and he decided to to pull the auction for good.

Gives a whole new meaning to the phrase "burger joint" -- TMZ has learned, a Wendy's employee was arrested last month in Georgia ... after allegedly making a cheeseburger with one crazy off-the-menu ingredient ... marijuana.

According to the Lovejoy Police Department, 32-year-old Amy Seiber was busted during her shift on November 1 ... after a customer called 911, complaining she had found a half-smoked blunt in her cheeseburger.

The customer met with police at the Wendy's location where she ordered the burger, and cops claim Seiber immediately admitted the blunt was hers.

According to police, Seiber said she had been smoking pot on the job and conveniently "misplaced" the blunt inside the customer's burger ... right on top of the pickle.

The blunt was taken as evidence and Seiber was arrested for possession of marijuana ... oh yeah, she was also promptly fired.

We spoke to the lucky customer, who tells us she experienced food poisoning-type symptoms after the incident and had to be hospitalized.

So far, she says Wendy's has offered to help pay for her medical bills ... and has even generously thrown in a $50 gift certificate. Like she'll ever eat at Wendy's ever again.

A rep for Wendy's tells TMZ, "Obviously the employee broke the rules and did not follow proper food handling steps ... We are deeply sorry that this incident occurred.” The rep says the franchisee is working out a favorable solution with the customer, including paying her medical bills.

Do as Yeezy says, not as Yeezy does -- because Kanye West and Kim Kardashian were traipsing around NYC with a bunch of Louis Vuitton bags last night ... just one day after the rapper called for a boycott on the designer label.

As we reported, Ye went on a New York radio station Monday and ordered NYC not to purchase LV until after January ... because he's pissed the label head refused to meet with him in Paris recently.

But last night, even Kanye couldn't resist Louis' supple leather ... meandering around NYC while faithful handlers lugged his and Kim's LV bags.

Sources close to the regretful couple tell us ... the notion of getting hitched was fueled by alcohol -- and lots of it. Francesca and Jordan Feldstein ended up in a cheesy Vegas wedding chapel and took their vows amidst faux greatness -- an Elvis impersonator.

Francesca had immediate regrets. We shot her the day after the nuptials and she wasn't wearing a wedding ring.

We shot Clint Eastwood a few weeks ago asking for marriage advice and he told our photog to not rush into anything.

Billy Ray Cyrus asked a room full of people to quiet down and pay respect to JFK on the 50th anniversary of his death today ... but none of them did ... and it got weird.

The whole thing happened during an interview with Ali Fedotowsky for Will Calder & Lucy Lopez's WPOW Miami show at a crowded press junket in L.A.

B.R.C. is being interviewed at the table next to them ... when suddenly he leaps out of his chair and calls for everyone to quiet down and pay respect to JFK.

Only problem ... there's a whole bunch of interviews going down ... and nobody listens.

Rapper Waka Flocka Flame is publicly apologizing to Oprah Winfrey -- saying he's sorry for calling her an "ugly b*tch" and for saying he wouldn't f**k her.

Waka is referring to an old video that recently surfaced in which one of Waka's friends quips that Oprah has a "million dollar p*ssy" -- which Waka replied, “I won’t f**k that ugly b*tch!”

Now, Waka tells TMZ he feels terrible about the situation -- saying, "I feel obligated to take responsibility for my actions and publicly apologize to Oprah."

"My remarks about you were both extremely unnecessary and disrespectful. This regretful situation made me look at women and how I address them in a more responsible way."

Waka says his mother was "disgusted" when she saw the footage -- and it made him realize how hurtful his words can be.

"Waterboy" star Peter Dante -- who's been in just about every single Adam Sandler movie -- was thrown out of an L.A. hotel last week after calling a staffer a "n**ga" and a "f**got" ... and the craziest part, he admitted the whole thing on camera to TMZ.

Here's what we know ... Dante (who also played the weed dealer in "Grandma's Boy") was kicked out of the J.W. Marriott in Santa Monica early Friday morning after screaming at the overnight staff.

According to the hotel incident report, obtained by TMZ, Dante began screaming at staffers around 1AM because he wanted a new room key ... and was pissed that staffers didn't recognize him.

A staffer, who happened to be black, tried to help Dante ... but the actor exploded, telling one of his friends, "You better tell this n**ga to give me my fucking room key before I f*ck him up ... he clearly doesn't know who the f*ck I am."

Dante continued to berate the staffer -- "N**ga do you know who I am? I'm a black belt and you're a black person, I will f*ck you up."

He also directed his venom toward a Latino parking valet -- "Hey Mexican, this is Santa Monica, do you know where you are? We don't need you."

That's when Dante upped his threats by dropping some famous names -- the report states, "[Dante] threatened to have Suge Knight, Busta Rhymes and Adam Sandler come to my house and 'f*ck me up.'"

According to the report, Dante also ranted that he was part of the Hells Angels ... and bragged that he has major Santa Monica PD connections who "knew him very well and they weren't going to help me at all."

In fact, the report says when cops arrived, it became clear that one of the officers "knew Mr. Dante and had already taken his side." According to the report, the officer instructed a hotel staffer to give Dante a full refund ... but it's unclear if the staffer complied.

A rep for the SMPD tells TMZ ... "We deny the allegations. Nobody gets special treatment because of their status." The rep also pointed out they've arrested all sorts of famous people including Al Michaels and Josh Brolin.

As for Dante, he eventually left the property ... and just a few days later, TMZ found him strolling around L.A. When we asked him about the incident, Dante told us he drops the n-bomb all the time because his black friends, like NBA star Marcus Camby, are cool with it.

And after he tries to explain why he's not a hateful person ... Dante dropped yet ANOTHER slur -- telling us, "[think] I'm worried about Harvey Levin? You can suck my d*ck too you f**got."

Zach Randolph has some serious 'splainin' to do ... 'cause the Memphis Grizzlies star hit up the L.A. club scene this weekend wearing a CHICAGO BULLS HAT ... and TMZ Sports has the footage.

Randolph and his crew rolled into Greystone Manor in Hollywood on Sunday night ... and even though he didn't feel like talking, he definitely made a huge statement with his choice of headgear.

Of course, San Francisco 49ers QB Colin Kaepernick took a TON of heat for a similar situation earlier this year ... when he was seen out with a Miami Dolphins hat on.

Reason #427 to avoid mosh pits at rap concerts -- rappers like George Watsky launching themselves like a missile into the crowd from 35 feet in the air!

Watsky -- an up and coming rapper from San Fran -- was performing in London on Sunday when he climbed onto the light rigging above the stage, and hurled himself into the first few rows of the crowd.

Watsky survived with just some bad bruises ... but his fans didn't do so well. A woman in the audience broke her arm, and a guy suffered back injuries.

Alec Baldwin is finally admitting (and even apologizing) for spewing a homophobic slur at a photog in NYC yesterday ... but shockingly, the slur he's copping to is NOT the F-bomb.

Late last night, Baldwin went to Twitter and wrote, "Rich Ferraro from @glaad informs me that c'sucker is an anti-gay epithet. In which case I apologize and will retire it from my vocabulary."

Of course, Baldwin's referring to the incident outside of his Manhattan apartment ... when he called a photog a "c**ksucking f*g."

Funny, Alec is ADAMANT the F-word he used was "fathead" and NOT "f*g" ... even though you can hear it clear as day in the footage, which we posted on TMZ.

A rep for GLAAD has also issued a statement ... saying, "Mr. Baldwin can’t lend his support for equality on paper, while degrading gay people in practice. It's clearly time he listens to the calls from so many LGBT people and allies to end this pattern of anti-gay slurs."

7:55 AM PT -- Anderson Cooper has also weighed in ... tweeting, "Wow, Alec Baldwin shows his true colors yet again. How is he going to lie and excuse his anti-gay slurs this time?"
