Ryan Lochte called 911 on himself to report a late-night car crash in which he slammed his Porsche into another car ... and TMZ Sports has the recording.

"Um, yeah ... I would like to ummm, yeah ... we just got in an accident," the Olympic swimmer told the operator.

"I rear-ended the people in front of me."

TMZ Sports broke the story ... Lochte was driving in Gainesville, FL Thursday at around 9:45 PM when he rear-ended a car ... hours after he drunkenly kicked in a door at a hotel in Newport Beach.

During the call, Lochte initially tells the operator he doesn't think anyone is injured -- but then changes his answer a few times. He's unsure.

But, we know the driver of the car Lochte hit was taken by ambulance to the hospital with non-life-threatening injuries. Lochte was okay and cited for "careless driving." There's no mention of alcohol in the police report.

Lochte had just flown to Florida after the booze-fueled incident in Newport Beach, CA.

Kim Kardashian West is taking her fight for criminal justice reform local -- asking the Governor of California to look into the case of a man some suggest has been framed for murder.

KKW tweeted out the message to Governor Jerry Brown Sunday, saying ... "Governor Brown, please add Kevin Cooper to your legacy of smart, fair and thoughtful criminal justice reforms." She retweeted an opinion article from the NYT titled "Justice Delayed, With a Life on the Line."

The article's author, Nicholas Kristof, argues that Cooper -- a black man who was convicted of 4 heinous murders in Chino Hills, CA in the '80s -- might've been framed for the crime. He's currently on death row at San Quentin, and Kristof says an advanced DNA test could exonerate him. Kristof reports that Gov. Brown has dragged his feet on ordering one.

He cites another convicted murderer -- a white man named Lee, who was a suspect in the Chino Hills case, but was not arrested or prosecuted in connection to it -- who says he is willing to provide his own DNA to clear his name. Lee's girlfriend at the time suggested to police he might've been involved, and produced his coveralls which were never tested.

Now, Kim is asking Gov. Brown to make Kevin Cooper part of his recent criminal justice legacy before he leaves office in January. He recently signed a variety of bills into law that touched on criminal justice reform ... but none that appear to be directly helpful for Cooper.

Khabib Nurmagomedov apologized for attacking Conor McGregor's coach after pounding the crap out of Conor to retain his title, admitting it was revenge for the Irishman's smack talk against him.

Khabib professed remorse to reporters, but also tried justifying his anger. He made it clear ... he reached a boiling point because Conor attacked him, his religion, his country and his father. He also referenced Conor's bus attack back in April, which resulted in criminal charges and injured 3 fighters. Khabib said he's only human, and he snapped.

For his part, Dana White was furious at Khabib and crew for the 2 attacks, saying they are all in "big trouble." He says Khabib's looking at a suspension and even raises the possibility of visa issues for the Russians.

The champ did not explain why Dillon Danis -- Conor's jiu-jitsu coach -- was Khabib's target.

Khabib, championship belt in hand, apologized to the Nevada Athletic Commission and added his father was going to "smash me" when he saw him.

We got video of one member of Khabib's team as he was arrested and cuffed.

10/7 8:30 AM PT -- As of Sunday morning, Katt remained in a Portland jail. Law enforcement sources tell us they have to wait until Monday to decide whether Katt will be extradited to Georgia where he faces a felony warrant.

3:40 PM PT -- Katt allegedly attacked the driver of a town car that was supposed to take him to the Moda Center Friday night after an argument about transporting his dog ... according to the police report.

Cops say the driver sustained minor injuries to the face -- including swelling and cuts -- and was treated at a local hospital. Katt left the scene of the alleged assault in another vehicle.

According to the report ... cops located Katt Saturday morning to investigate the incident and arrested him. They also discovered he had an out-of-state warrant.

Katt Williams has been arrested for alleged assault in Portland, Oregon.

The comedian was arrested by Port of Portland police and booked for misdemeanor assault Saturday. His bail's been set at $2,500.

As of now ... it's unclear what Williams did to get arrested, but the Multnomah County Sheriff's Office lists him as a fugitive in another jurisdiction. We're told he may be sent to Atlanta, which could possibly be related to this fugitive status.

Katt was supposed to be a part of Nick Cannon's 'Wild 'N Out Live' concert at the Moda Center Friday night in Portland. We're told he was at the venue at some point, but never made the show.

French Montana feels strongly ... Khabib should NOT be suspended for jumping out of the Octagon after beating Conor McGregor's ass and then attacking Conor's coach, because that's what fighting is all about.

French is a hardcore Khabib fan, and brags he won $100,000 on the fight! He calls Khabib his brother and doesn't understand how anyone would doubt a guy who fights bears ... real bears!

Farrah Abraham feared for her life when Khabib attacked Conor McGregor's coach, because she was right there.

We got Farrah, along with Scott Disick and Sofia Richie, leaving the T-Mobile Arena Saturday night, and she apparently had great seats, because the melee engulfed her. She says her entire row got taken out.

Farrah has a fight of her own coming up against Nicole "Hoopz" Alexander. She tells us she's going to do one thing very differently at her fight.

"Ray Donovan" actor Marion "Pooch" Hall put his kids in danger with some questionable behavior behind the wheel ... months before his shocking DUI arrest.

We did some digging and found a video Hall recorded and posted May 11 on Instagram. It shows him joking around with his boys in the backseat and recording them ... but he's doing it WHILE he's driving. The footage is even more unsettling on the heels of Hall's DUI.

TMZ broke the story ... Hall was busted Wednesday night in Burbank, CA when he had his 2-year-old son on his lap, and at the wheel, when he hit 2 parked cars. Cops say Hall's BAC was .25 ... more than 3 times the limit. Witnesses were horrified to see Pooch's child crying in the front seat while the child's car seat was laying uninstalled in the back seat.

In the IG video, you can see one of his kids standing in the back seat clearly not wearing a seat belt. His toddler son is at least in a car seat this time. Hall's older daughter is in the passenger seat. It only looks like she's in the driver's seat because the phone's selfie mode flips the image.

Mike "The Situation" Sorrentino's pals from 'Jersey Shore' aren't going to leave him hanging now that he's been sentenced to hard time.

JWoww, Pauly D, Ronnie, Vinnie, Angelina, Deena and Snooki all showed up at Sitch's apartment in Long Branch, NJ Saturday to show him some love and support ... just like they did Friday outside the courthouse in Newark.

We got video of the cast -- sans Mike -- leaving the complex to go their separate ways ... but not before a round of hugs. Although ... JWoww says they won't be apart for long.

As we reported ... The Situation was sentenced to 8 months in prison in his tax evasion case, along with 2 years of supervised release. His attorney told us, "Mike accepts the Court's judgment. He is looking forward to marrying his college sweetheart, Lauren Pesce, next month and moving forward together after he serves his sentence."

Situation's brother, Marc -- who was also indicted at the same time on tax fraud charges -- was sentenced to 2 years and a $75k fine.

Mike responded to the sentencing on social media, saying they're happy to put this behind him.

The stars of the VH1 reality show "Black Ink Atlanta" are posers and nymphos who had no business doing biz in a rental house ... so claims the landlord, who is now suing.

Hussein Abdelhadi is suing Jakeita Days -- aka "Sky" and manager of the Atlanta tattoo shop featured on the show -- along with Ceaser Emanuel -- who owns the joint -- claiming Sky broke her lease by filming scenes at the ATL crib.

In docs, obtained by TMZ, Abdelhadi claims his lease specifically says his rental house is for residential purposes only. He also says Sky was the only one allowed to stay there under the terms of the lease and screwed up letting Emanuel also live there.

What's got Abdelhadi even more pissed off is Sky essentially allowed Emanuel to use the crib as a motel to not only stay there but also bang chicks. Abdelhadi says he's haunted "by images of the property being used as a house of ill repute" after the show aired.

What's more ... on numerous occasions Sky falsely represented on the show she owned the house. Abdelhadi says he used to live there with his family and planned on moving back in after Sky left, but is embarrassed after "Black Ink Atlanta" depicted the property in such an immoral manner.

He's suing Sky, Emanuel and Viacom -- which owns VH1 -- for unspecified damages. We've reached out to the defendants, so far no word back.

Ryan Lochte is now acknowledging that he has a "serious" alcohol problem after a booze-fueled incident at a Southern California hotel and he'll be seeking treatment, TMZ Sports has learned.

We've confirmed ... Lochte was involved in an incident at a hotel in Newport Beach on Thursday morning in which he drunkenly tried to kick in his own hotel room door around 3 AM.

Hotel security responded to the scene and cops were called. No arrests were made and Lochte smoothed things over with the hotel in regards to the damaged door.

But, now we've learned ... Lochte is realizing he's been battling an "alcohol addiction" and needs to address it before the problem gets worse.

"Ryan has been battling alcohol addiction for many years and unfortunately it has become a destructive pattern for him," Lochte's lawyer, Jeff Ostrow tells us.

"He has acknowledged that he needs professional assistance to overcome his problem and will be getting help immediately. "

"Ryan knows that conquering this disease now is a must for him to avoid making future poor decisions, to be the best husband and father he can be, and if he wants to achieve his goal to return to dominance in the pool in his 5th Olympics in Tokyo in 2020."

This incident is not the first time Lochte has gotten into trouble after a night of boozing -- he was arrested in Brazil back 2016 after a drunken incident at a local gas station.

Nicki Minaj wore fancy threads provided by her fashion stylist, but never returned them to the guy, so now he's been hit with a huge bill ... according to a new suit.

Maher Jridi claims he was Nicki's stylist in 2017 and rented a bunch of clothing from a wardrobe company for her to wear. He says he dropped thousands on the clothes, Nicki wore them ... but then he never got them back.

According to the docs ... Jridi got sued for the missing gear and is now on the hook for nearly $74k. So, he's suing her for the bill ... and says the whole ordeal has been emotionally painful for him.

Maher, who's French, is known for being the man behind Nicki's famous wardrobe during 2017's Paris Fashion Week.

10:43 AM PT -- Situation was sentenced to 8 months behind bars and two years of supervised release. His attorney, Henry Klingeman, tells TMZ, "Mike accepts the Court's judgment. He is looking forward to marrying his college sweetheart, Lauren Pesce, next month and moving forward together after he serves his sentence."

Mike looked relaxed on his way out of court, holding Lauren's hand and flashing a peace sign to the group gathered outside.

9:45 AM PT -- Situation's brother, Marc -- who was also indicted at the same time on tax fraud charges -- has just been sentenced to 2 years and a $75k fine.

It's D-Day for Mike "The Situation" Sorrentino -- who just arrived at federal court in Newark, NJ to find out if he's going to prison for evading his taxes -- and he's got the whole 'Jersey Shore' crew with him.

The 'Jersey Shore' star is set to be sentenced Friday for tax evasion. As we reported, Sitch pled guilty way back in January. He could be looking at a max of 5 years in prison, but even prosecutors have been pushing for the judge to go easy on him.

Pauly D, Ronnie, JWoww, Vinnie, Snooki and Deena were all at the courthouse bright and early to show some love to their friend.

Since entering his plea, Mike got the court's approval to travel to Florida and Nevada to shoot the 'Jersey Shore' reunion.

Mike's sentencing was originally scheduled for April 25, but his lawyer was able to buy him more time while resubmitting docs as part of his plea deal.

His sentence should be handed down shortly. Stay tuned ...

"Ray Donovan" actor Marion "Pooch" Hall's wild DUI arrest this week -- during which he was allegedly so wasted he let his 2-year-old steer his car -- immediately caught the attention of children's services ... TMZ has learned.

Law enforcement sources tell us the L.A. County Department of Children and Family Services has opened an investigation into Hall's case. We broke the story ... Hall was arrested Wednesday night after cops say he was driving with a .25 blood alcohol level with his son on his lap and his son's hands on the wheel, and it ended when his car crashed into a parked vehicle.

Hall was arrested for DUI and felony child endangerment and the toddler was released to his mother.

As for what the investigation could entail ... we're told DCFS workers will want to interview the Hall family and run Hall's record to see if this alleged behavior is common, or just a one-time thing.

If it is an isolated incident, our sources say DCFS might be inclined to let the court handle any sort of punishment. It's further complicated by the fact there's no reason -- at least so far -- to remove the child from his mother's custody, and it appears Hall and the mother live together.

6:30 PM PT -- We got video of Amy while she was being detained, and she got a police escort ... to take a pee. She also says she's remaining hopeful about stopping Kavanaugh's confirmation, and isn't going to stop the fight.

Amy Schumer talks the talk and walks the walk when it comes to denouncing Brett Kavanaugh -- 'cause she just got arrested in D.C. with a bunch of other people protesting the imminent vote on his confirmation.

Amy and other protesters were shepherded by D.C. police Thursday inside the Senate office building on Capitol Hill, where an officer asked if she wanted to be arrested. Amy didn't hesitate ... she said yes while holding a "We Believe Anita Hill" sign.

She also had a green shirt on that seemed like it might be a play on Melania Trump's tone-deaf "I Really Don't Care" jacket.

Amy was later seen in a lineup against a wall, where she and others, including Emily Ratajkowski, were being detained. We don't know yet what she's been arrested for ... possibly disturbing the peace or trespassing.

The mass protests in D.C. are in reaction to the FBI concluding its investigation, launched after Dr. Christine Blasey Ford testified last week about her sexual misconduct allegation against Kavanaugh.

It appears what the FBI came back with hasn't swayed the vote of key Senators -- which means Kavanaugh is likely to be confirmed to the Supreme Court.

The NYPD and the Manhattan District Attorney's Office have launched a new investigation in the Harvey Weinstein case ... and the target is the lead police investigator ... TMZ has learned.

Law enforcement sources tell us, the investigation centers around the case of Lucia Evans, who claims Weinstein forced her to engage in oral sex. The complaint against Weinstein alleges he grabbed the back of Evans' head and forced her mouth on his penis.

Our law enforcement sources say the witness -- a casting director -- says Evans told her she performed oral sex on Weinstein in order to get an acting role. Our sources say the lead investigator interviewed the witness who gave him a statement, but the investigator allegedly failed to disclose it to prosecutors.

Witness tampering generally requires some affirmative act to influence or pressure a witness ... but our law enforcement sources would not be more specific.

NYPD spokesperson Phil Walzak tells us, "The NYPD working with its partner DANY remains fully confident in the overall case it has pursued against Mr. Weinstein. The evidence shows that the criminal case against him is strong." The statement goes on ... "The NYPD will continue to assist the prosecution any way it can to ensure justice is achieved for these brave survivors."

Suge Knight gave everyone in court -- including his victim's family members -- something to remember him by ... one last steely glare as he was officially sentenced to 28 years in prison.

The ex-music mogul was in the L.A. courtroom Thursday morning to hear Terry Carter's family read their victims impact statements. Suge sat quietly through the hearing, but when it was all said and done ... the judge gave him a few instructions and then it was time to say goodbye.

Before he was walked out in shackles, Suge turned to the gallery and stared for an uncomfortable number of seconds ... and then he was gone.

Knight will be held in L.A. County Jail until he's transported to a state prison. We don't know yet which one he'll be calling home.

TMZ broke the story ... Suge struck a plea deal last month with prosecutors, agreeing to a 28-year prison sentence, while getting credit for time served. Due to prison overcrowding, he could be out in a little more than 10 years.
