Toronto's crack-smoking Mayor Rob Ford is never done campaigning -- not only did he throw down big money to party with hot chicks in Hollywood after the Oscars last night ... he actually handed out Ford-themed commemorative magnets to his female admirers.

Actress/socialite Meredith Thomas tells TMZ, she and a friend ran into Ford at the post-Oscars bash at the W Hollywood -- where they found him chilling in his own private cabana by the pool.

Thomas says she asked Ford for a photo and he obliged -- then handed her and her friend a Rob Ford Mayor magnet and a business card. Thomas says Rob asked her to stick around, but she declined.

As for Ford's poolside cabana -- it didn't come cheap. We're told the average price for cabanas Sunday night was $2,500 a pop, including booze.

Magnets attract ... but they also repel.

10:34 AM PT -- TMZ Sports has now obtained the original criminal complaint filed against Tarver in Nevada in 2013 ... which shows he was charged with fraud and theft for taking out the money in 2012 and never paying it back.

According to the criminal complaint, both charges are felonies ... which means Tarver could be facing some real slammer time.

Former boxing champ Antonio Tarver never paid back $200,000 in gambling markers to the Wynn Las Vegas from a gambling binge in 2012 ... so says a lawsuit obtained by TMZ Sports.

Tarver was arrested in Florida over the weekend on a warrant out of Nevada -- the arrest documents were vague about the nature of the alleged offense.

Now, we know ... Tarver is the target of a criminal investigation for allegedly not settling several gambling markers he took at the Wynn during a 4-day gambling binge in July 2012.

According to the Wynn, Tarver took out $50k on July 24, 2012 ... another $50k on July 26 ... and $100k on July 27 ... totaling $200k.

Bria Williams celebrated the big 1-6 at The Bath Club in Miami Beach Saturday night -- a Paris-themed bash replete with a Bugatti'd out arrival, a "glitter" carpet entrance, a giant cake ... and her big present, a matte black Mercedes G-Class.

But the real highlight -- Bieber sent her a "happy birthday" video ... which was played in the middle of the party.

It's a nice gesture ... but don't count on Bieber sending you one if you're not worth at least $100 million.

Big Mama's & Papa's pizza joint was actually the big winner at the Oscars -- it got more than $10 million in publicity and didn't have to pay a penny -- in fact, they actually got paid.

A single spot on the telecast ran for around $1.8 million ... according to Variety. We timed it out ... Ellen spent 2 minutes passing out the 3 pies and another minute collecting the cash. That's $10.8 mil.

Big Mama's & Papa's actually collected around $75 for the 3 pizzas, so it may be the best ad deal in the history of TV.

By the way ... the cost of buying the spot doesn't take into account the cost of producing it -- which is generally a fortune.

Never underestimate those pizza folk.

Edgar was all business after the ceremony when we caught up with him as he went inside Big Mama's & Papa's ... but it's pretty clear he had no idea Ellen passed Pharrell's hat around and scored around $300. When you deduct $75 for the 3 pies, it leaves an awesome tip.

But Edgar was mum ... somehow learning how to give photogs the brush-off with NO experience.

The guy who delivered pizza to celebs like Jared Leto, Meryl Streep and Julia Roberts during the Academy Awards returned to work with a hero's welcome ... but the burning question -- will he get that big fat tip?

We're not sure what his name is, but the guy who delivered pizzas during the show is clearly gonna get employee of the month ... you gotta see the reaction he gets from his co-workers.

The delivery guy didn't take his own ride to the event -- looks like Oscar producers sent a fancy SUV -- but when we tried asking him how it all went down ... he wouldn't say much.

Here's the kicker ... all this happened before Ellen got celebs like Harvey Weinstein and Brad Pitt to tip him around $300 for the pizza inside Pharrell's hat. So, the question is -- will the delivery guy get what's coming to him?

Lil Wayne has not only stomped on the American flag, he's now said F you to Uncle Sam, because we've learned he hasn't paid his taxes -- TO THE TUNE OF MORE THAN 12 MILLION BUCKS!

According to a tax lien -- obtained by TMZ -- Weezy failed to pay taxes for 2011 and 2012. For 2011 he owes a staggering $5,843,952. And for the following year, even worse -- $6,311,132.

Wayne has had his financial issues. He owed $7 mil for back taxes in 2008 - 9, but he cleared the debt in 2012.

He's also had legal issues. In 2012 ... Wayne famously lost a case against Quincy Jones' son after thumbing his nose at the court. A jury socked Wayne for $2.2 mil.

Wayne is reportedly worth $135 MILLION.

The "Pawn Star" patriarch known as The Old Man was unwittingly lured into helping a violent motorcycle gang beat serious criminal charges ... so claims The Old Man's son.

The Old Man recently hosted a Valentine's Day party for the infamous Vagos biker gang at his Vegas home. The gang wanted The Old Man to host because of his fame, banking on the fact that lots of people would attend and plunk money down to win various raffles.

Now here's the alleged scam. Sources say the proceeds from the raffle went right into a slush fund used to pay for lawyers for members of the gang that commit crimes. And the Vagos crew gets into LOTS of trouble.

A 4-year federal investigation resulted in the arrests of 32 gang members -- mostly Vagos -- for crimes ranging from gun and drug trafficking to robbery.

Rick Harrison, "Pawn Stars" star and also son of The Old Man, tells TMZ the gang took advantage of his 72-year-old dad who had no idea he was fronting a party for nefarious purposes.

Rick also knows exactly how is father got bamboozled. Rick's brother, Joseph, is a long-time member of Vagos with a big-time rap sheet.

Former Tiger Woods mistress Joslyn James is such a terrible mother, she's made a government "Most Wanted" list for bailing on nearly $20k in back child support ... TMZ Sports has learned.

Years before she banged Tiger, Joslyn -- real name Veronica T. Siwik -- gave birth to a son (now 14) ... and since she was the breadwinner in the relationship, she was ordered to pay child support to the dad.

But instead of paying up, Joslyn (a professional porn star) did what she does best ... screwed everyone ... and according to the Washington State Division of Child Support, she owes $18,419.86 in unpaid support.

James even made the division's "Most Wanted" list ... meaning she's in the top 100 of the state's 370,000+ child support cases. What an accomplishment!!!

A spokesman for DCS tells us the list is "the worst of the worst. It signifies you've made no effort. If you're currently making any payments, you're not on the list."

We reached out to Joslyn for comment -- and a rep told us the state must be mistaken -- "It's unfounded."

Joslyn's rep adds, "She loves her child. She's a doting mother."

We got the agreement between Law and his baby mama, Samantha Burke ... with whom he had a brief fling in 2008. The doc shows Law agreed to make child support payments for their daughter, Sophia, based on his income -- $3.4 mil in 2009 and $2.4 mil in 2010.

According to the legal docs, Law pays more than $13K in monthly support to Frost -- around $4,500 for each of their 3 kids.

But ... the daughter he had with Burke gets more than double that amount -- $9K a month -- and it goes up every few years until she's 18.

Levi Johnston is sick of Bristol Palin treating him like he doesn't exist -- claiming she's been traveling around the country with their son Tripp ... and he wants her held in contempt.

Castleberry says he knows people think he's a fraud, but insists it's definitely MM on that film.

He says he's trying to raise the $200k to pay off his debt before the film is sold.
