Justin Bieber and Hailey Baldwin ride bikes as a couple and let the tears flow as a couple ... but it's hard to tell what's got them so stirred up.

JB and HB were out for a spin around NYC Tuesday when something went down that turned their summer outing into a roller coaster of emotions. At one point, Hailey was hugging and comforting her fiance as he wiped his eyes, but later at a cafe ... the roles were reversed.

It also looks like they might be praying together at one point.

Kim Kardashian and Kanye West will be so chill through the dog days of summer, thanks to their brand new pool ... which is really more like a small inland sea.

According to building permits, obtained by TMZ, Kim and Kanye got the go-ahead from the city of Hidden Hills last month to install an enormous in-ground pool at their roughly $60 million estate. As you can see from this pic in June ... they got a little head start on construction.

Kimye's big dig is 20' wide by 60 feet long! FYI, we normal humans average pools around 20 feet wide by 30 feet long.

The construction work is valued at a little over $50k, but they're almost guaranteed to spend more than that to get it done. It's unclear how close they are to completion, but August in that neck of woods is legendarily SMOKING HOT!

You'll recall ... the couple was originally talking about putting in something that really would have been more lake-like. They might have downsized a little, but we're guessing this will still challenge Drake's pool ... which he bragged about in "Summer Sixteen."

The Wests also got approval to build a new guard shack, valued at almost $12k. Gotta keep neighborhood riff-raff outta that pool!

Becca Kufrin just eliminated Blake Horstmann on the finale of '"The Bachelorette" -- which means Garrett Yrigoyen won her heart ... and our photos were spot-on!

The 'Bachelorette' star sent Blake packing on Monday's finale episode, and it's something we saw coming for a long time now. As you'll recall ... TMZ obtained photos of Becca making out with a dude in what appeared to be a big scene for her season.

We weren't quite familiar with her suitors at that point, but it's pretty obvious now this was Garrett all along. This fella's a dead ringer for the controversial contestant.

Speaking of that controversy ... it's unclear if Becca was aware of Garrett's old Instagram behavior while filming or in picking him to be her future husband. In a since-deleted IG account, Garrett was seen liking a number of offensive memes that mocked transgender people, immigrants and the Parkland shooting ... all of which surfaced during the season.

Leonardo DiCaprio wanted to make sure he could see clearly underwater while vacationing in Italy with his Argentinian girlfriend -- and by the looks of her ... we understand why.

TMZ broke the story ... Britney's legal team squared off Friday with Kevin, who has demanded way more in child support than the $20k per month she's been forking over. He wants $60k a month ... and she's willing to go around $10k a month higher, although she says she pays for everything and all he wants is to have her support his 4 other kids.

8/6 -- A source close to Kendall tells us her dog never made contact with the child -- it was startled by the little girl -- and it never bit her. We're told Kendall didn't leave the deli until she was sure the dog didn't bite the girl as there were no physical injuries.

Kendall Jenner had cops called on her this weekend while out with her boyfriend, Ben Simmons, after her dog allegedly bit a little girl.

Law enforcement sources tell us a call to LAPD came in Sunday morning regarding a dog bite at the Beverly Glen Deli in L.A. that was allegedly inflicted by Kendall's Doberman Pinscher.

We're told a mother and her young daughter were eating on the patio of the restaurant -- where Kendall and Ben were also seated -- when for some reason her harnessed dog nipped the girl. Sources say there were no obvious puncture wounds from the bite, so the deli's staff simply administered ice from inside for her injury.

We're told when the mother came back outside to confront Kendall and Ben, they'd already paid their bill and vanished -- leaving behind no contact info or note.

Elisabeth Moss took it outside Saturday night, making out with a dude on a New York street.

"The Handmaid's Tale" star had spent part of her evening at the Black Door bar in NYC with the guy in the photo. They were super affectionate inside, kissing and stuff. They had a couple of drinks and then left at around 2 AM, where they sucked some serious face outside.

Elisabeth -- who stars in one of the best shows around -- had said recently she had trouble dating. She told Marie Claire UK back in May dating was a problem because she's had a grueling work schedule with 'Handmaid's Tale' and other projects, and she just didn't have the time to connect with a boyfriend.

Jack Osbourne went to his estranged wife's house without incident Saturday ... this after a run-in days earlier in which Jack punched her boyfriend in the head.

Jack looked stoic as he walked up the driveway. TMZ broke the story ... Jack went to the family home last Monday at around 1 AM and ended up going after actor/model/boyfriend Michael Gabel, who apparently showed up after things got heated between Jack and Lisa Osbourne.

Cops showed up, but Gabel decided he didn't want to press charges, so the case was dropped.

Jack and Stelly are going through a divorce and at the time they announced their marriage was over they said they were trying to take a page out of the Gwyneth Paltrow/Chris Martin playbook, especially since they have 3 kids.

Miley Cyrus and Liam Hemsworth are amused by persistent rumors they're splitting up because they haven't tied the knot ... 'cause going to the altar isn't important and, in fact, it may never happen.

It may sound strange if you're older than 35, but sources directly connected to the couple say the formality of marriage isn't important. What they view as important are ... they love each other, they're happy and enjoy each other's company.

We asked the obvious question ... why then get engaged? We're told their engagement back in October 2016 was a symbol of commitment, but it was enough of a symbol for them. Miley has actually said she doesn't want to get married, despite the engagement. She doesn't think it makes a relationship better.

We're told privately they are as tight as any married couple, with very little drama. As one source put it, "They're both super chill and grounded. They're perfect for each other."

Jack Osbourne was immediately regretful for decking his estranged wife's new boyfriend ... and he's already trying to smooth things over with the guy.

Sources close to Jack tell TMZ ... right after he delivered a head punch to Lisa Osbourne's BF, Michael Gabel, Jack called to say sorry. We're told Michael accepted the apology, which definitely worked in Jack's favor.

As we first reported, Michael decided not to press charges against Jack.

Our sources say Jack was blindsided when he saw Michael at the house with Lisa, because he had no idea she was dating anyone. We're told he just let his emotions get the best of him.

As we reported ... Lisa filed for divorce in May, just months after the couple had their third child. Days later, it looked like they were keeping things copacetic.

5:13 PM PT -- Britney's lawyer, Laura Wasser and Kevin's lawyer, Mark Vincent Kaplan just left the courtroom after a closed hearing. Sources say nothing substantive was decided and all hearings regarding Kevin's request for child support have been put off until a later date.

Britney Spears' legal team is about to square off with Kevin Federline's in an L.A. court, and the central issue is going to be whether Kevin needs additional child support for the 2 kids he had with Britney or whether it's because he's trying to get her to support his other 4 kids.

As TMZ first reported, Britney has been paying Kevin $20k a month in child support for years. In addition to the support checks, we're told Britney pays for the kids' tuition and related school expenses, clothing, extracurricular activities (including sports), and various other expenses. In all, she forks over around $35k a month.

Kevin's lawyer has reportedly demanded $60k a month ... which Britney and her conservator, Jamie Spears, have refused to pay. We're told Jamie is agreeable to raising child support by around $10k a month, despite the fact he believes Kevin doesn't really pay for anything related to the kids.

Friday's hearing, we're told, could get contentious because Britney wants to cut to the chase and figure out what, if anything, Kevin really needs for the kids. We're told Kevin's lawyer wants to comb through all of Britney's contracts to determine exactly how much she makes and spends.

We're told Britney's team thinks it's ridiculous Kevin's lawyer wants to go through the time-consuming and expensive exercise of figuring out what she makes because everyone knows she makes a fortune, so the only issue is how much more the kids need. Her team believes the only people who benefit from dragging this out into an expensive process are the lawyers.

Tom and Rita Wilson were doing the dinghy thing Friday off the island of Capri while their pals, Bruce Springsteen and Patti Scialfa, were not too far maxing and relaxing on the deck of the Rising Sun ... David Geffen's 454-foot luxury yacht.

Looks like someone needs a better travel agent, right?

Not really. Yes, the Springsteens are kicking it in the lap of luxury -- but, Tom and Rita were on an excursion ... exploring Capri's famous Blue Grotto, where only dinghys can go.

Yes, Tom's gonna need a much bigger boat, which is why we're betting he'll rendezvous with Bruce and co. aboard Geffen's Rising Sun. He's a frequent guest.

Brittney Griner is gonna try the marriage thing again -- the WNBA star just proposed to her longtime girlfriend with a fat ring ... and she said YES!!

The Phoenix Mercury center popped the question to Cherelle Watson -- the two met while they were students back at Baylor.

Hopefully, Griner's 2nd time on the alter will go better than her first -- a 28-day marriage to fellow WNBA player Glory Johnson that ended in violence.

As we previously reported, both Griner and Johnson were arrested for domestic violence in 2015 after an argument turned physical ... and they ended up in a full-on fight in their Arizona home.

Johnson got pregnant with twins during their relationship -- and when they split, the judge ordered Griner to pay child support to Johnson.

Johnson reportedly moved on and began dating a man. Griner began her relationship with Watson shortly after.

In a social media post to Watson, Griner wrote ... "My best friend, my lover, my partner in life. I love you."

Paris Hilton is absolutely one to hold a grudge when it comes to Lindsay Lohan, and because of that she says there's NO chance she'll watch LiLo on MTV.

We got the reality TV OG -- as she describes herself -- and her fiance, Chris Zylka, Thursday at LAX -- and asked if she had any advice for Linds as she shoots her reality show, "Lohan Beach Club."

The couple laughed it off in unison, although Chris did have one very harsh tip for Lohan.

It's funny ... the dynamic here with Chris and Paris kinda reminds us of 2006, when Paris' pal, Brandon Davis, did all the Lindsay bashing and Paris did all the snickering.

Old habits die hard ... kinda like that grudge, which Paris says is all about Lindsay crossing her fam.
