Britney Spears Dad Fires Back at Gaetz & Jordan ... There's Nothing Shady About Conservatorship

Jamie Spears and his legal team say Reps. Matt Gaetz and Jim Jordan have it all wrong when it comes to Britney Spears' conservatorship -- telling us it only works to protect Britney -- and saying anything otherwise is flat out wrong.

Jamie's attorney, Vivian Thoreen, says since the beginning, the conservatorship has been a system of checks and balances with annual accountings, reviews and expert opinions. Not only that, Thoreen tells us Britney and her own legal team have been a part of the decisions involving the conservatorship over the years.

She continues by laying out the structure of the conservatorship, saying, "Britney’s Conservatorship of the Estate was co-managed by a private professional fiduciary and her father until early 2019. At that time, Britney requested in court papers that her father be the sole conservator of her estate. Her Conservatorship of the Person is not managed by her father but by a private professional fiduciary"

Gaetz and Jordan called Jamie's motives "questionable" in a letter obtained by TMZ Tuesday. Thoreen clearly takes issue with that too, telling us, "Jamie Spears has diligently and professionally carried out his duties as one of Britney’s conservators, and his love for his daughter and dedication to protecting her is clearly apparent to the court."

Not only that ... Thoreen points out the fact that in 13 years Britney and her legal team have NEVER filed a petition to end the conservatorship.

We got Gaetz out in D.C. Tuesday who said his hope is for Britney to testify -- and share her story -- telling us his concerns for her situation started after watching 'Framing Britney Spears.'

Taylor Swift Solo Mural in the Works ... After Nashville Diss

When the mural gods close one door, they open another ... at least for Taylor Swift, who's about to get an upgrade in Nashville after being removed from an iconic piece of art.

You may recall ... Taylor was replaced in the "Legends Corner" mural back around Christmas time by the Nashville honky-tonk bar of the same name, but the artist who did it is now working on another mural -- just for Swift.

Tim Davis tells TMZ ... he began designing Taylor's solo mural right after he replaced her with Brad Paisley at Legends Corner, and says it will have a stained-glass look reflecting her country music roots and her crossover into pop.

If ya don't know, Swift's venture away from country was the reason cited for her removal from the iconic Music City mural ... but that didn't sit well with her fans.

So, Davis has launched his own campaign to get her a mural of her own, and he says he already has the new spot locked down ... on a wall within a block of the Legends mural.

Tim says the owner of the wall wants to remain anonymous until the mural goes up, but the artist says it's going to happen -- just as soon as he raises the funds to start painting.

He's created a GoFundMe page for the project and is already well on his way to reaching his goal.

Vanessa Bryant Wins Important Legal Battle ... In Kobe Crash Photos Case

Vanessa Bryant has just won an important battle in her case against the L.A. County Sheriff's Department ... a judge ruled she can obtain the names of the deputies who allegedly took and distributed graphic photos from the Kobe crash site.

Vanessa alleges that shortly after Kobe, their daughter, Gianna, and seven others died in a helicopter crash in Jan. 2020 ... sheriff's deputies took pictures of the wreckage and the bodies in it and shared the images.

County prosecutors had argued the names of the deputies allegedly responsible for sharing the photos should be kept under seal ... saying it could put the deputies in harm's way.

Vanessa, though, opposed that ... and it looks like she convinced the judge.

U.S. District Judge John F. Walter ruled in favor of Bryant on Monday, according to the LA Times, writing in a ruling, "Although the Court recognizes that this case has been the subject of public scrutiny and media attention and that the Deputy Defendants are legitimately concerned that they will encounter vitriol and social media attacks, such concerns, by themselves, are not sufficient to outweigh the public’s strong interest in access."

The county will have the opportunity to appeal the ruling.

In her lawsuit, Vanessa is seeking unspecified damages, including punitive damages.

Breonna Taylor's BF Kenneth Walker Criminal Charges Dropped Permanently

Breonna Taylor's boyfriend, Kenneth Walker, won't ever have to worry about facing charges over the raid on his home that left his girlfriend dead ... because a judge has deemed it so.

Judge Olu Stevens of Jefferson Circuit Court in Kentucky handed down the ruling Monday that the criminal charges Kenneth was originally facing in the immediate aftermath -- assault and attempted murder of an officer -- would be dismissed with prejudice.

That means they can't be filed against him again. A motion to dismiss with prejudice was recently filed by Jefferson Commonwealth's Attorney Tom Wine ... who said no new evidence had come to light that he felt could prove beyond a reasonable doubt that Kenneth knew he was shooting at cops on that fateful night.

"MILLION PERCENT SURE"

Wine had already filed to dismiss the charges without prejudice almost a full year ago ... but he left the door open to possibly re-charge him, pending further investigation. Now, he -- and more importantly, a judge -- have closed the book on the issue.

At the heart of it is the lingering unanswered question about whether Louisville PD officers announced themselves as cops before busting in ... something Kenneth has maintained did NOT happen, which is why he says he shot -- to defend himself against intruders.

Of course, the police insist they did announce themselves -- but Sgt. Jonathan Mattingly also suggested this ... that perhaps both things were true, that they did announce -- but Kenneth simply didn't hear or couldn't make out what was being said amid the ruckus.

THE BLOW-BY-BLOW

The decision to dismiss charges against Kenneth seems to fly in the face of AG Daniel Cameron's decision not to charge any of the cops directly with Breonna's killing ... saying a grand jury found the officers had, in fact, announced. He said it with much certainty.

It's a grey area that might not ever get a clear answer -- but on the criminality side of it, Kenneth's safe. Remember, though, Mattingly is still suing him in civil court over this.

Kevin Connolly Flower Shop Tantrum on Camera ... After Tesla Gets Towed!!!

"Entourage" star Kevin Connolly put the E in "eruption" after his car got towed at a flower shop ... and the store's banning him after the blow-up.

The manager of Nicolai Bergmann Flowers & Design in L.A. tells TMZ ... there’s a podcast studio next to the shop, and they claim Kevin's frequently parked his Tesla in their parking lot ... presumably while recording podcasts.

On Tuesday, the manager says the shop had enough -- after having left multiple notes on Kevin's car about jacking their parking -- so after it had been there more than an hour ... they called a tow truck.

Kev's car alarm was sounding as the tow truck left with his baby.

Shortly afterward, Kevin entered the flower shop -- captured on security camera -- and appeared to grow increasingly irritated while speaking to the staff.

We're told he asked where his car was and was told to call the towing company ... and that's when you see him getting really upset. Kevin appears to yell at someone as he's walking out, then delivers a couple of swift kicks to items near the exit.

The shop manager says the business is closing soon, but regardless ... Kevin is not allowed to come back to the store while it remains open.

We're told no one called cops -- no blood, no foul. As for Kevin's Tesla? We reached out to his rep, but no word back so far. It's a pain in the ass, for sure, but we'll bet he's got it back by now.

Lisa Marie Presley My Ex Won't Let Me Move On ... Make Me Single, Judge!!!

Lisa Marie Presley's been separated from her estranged husband for nearly 5 years and says she's ready to start a new chapter ... so she wants the judge to step in and declare her single.

In new legal docs, obtained by TMZ, Lisa Marie says her ex Michael Lockwood refuses to agree to terminate their marriage ... despite the fact she filed for divorce way back in June 2016.

She says there's no chance of ever saving the relationship, so she's requesting a bifurcation -- which means separating marital status from other divorce issues. Basically, let's be single now, and divvy up our stuff later.

One other big issue has already been settled -- LMP scored a big win in 2018 when the judge ruled she doesn't have to pay Lockwood spousal support based on their 2007 post-nuptial agreement.

It remains to be seen if he'll try to challenge or get around any of those rulings going forward, but Presley's asking the judge to settle the marital status issue ASAP ... "so that I can move forward with my life."

Celebs might be extra vigilant the next time they go out to eat in Bev Hills ... a woman was shot in the leg outside a super popular eatery in a brazen, daylight armed robbery.

The shooting went down Thursday afternoon outside Il Pastaio restaurant. We're told the shooter and 2 accomplices were after a $500,000 Richard Mille watch a man was wearing, and a woman was struck in the leg by gunfire.

MOMENTS AFTER THE SHOOTING

An eyewitness told us the shooter fired off 3 or 4 rounds. The woman who was hit was having lunch near the man who was wearing the watch. The shooter made off with the timepiece -- and diners scrambled for safety -- as evidenced in the photos we obtained.

As far as we can tell no one else was shot, although diners were frantically checking themselves for bullet wounds.

Rapper DaniLeigh, who has been dating DaBaby, had just parked in front of the restaurant when the gunfire erupted.

As you can see ... the celeb hot spot is crawling with cops, and there's a ton of police tape wrapped around the restaurant's outdoor seating area, where a huge crowd of curious onlookers is gathering.

Kimora Lee Simmons Loses Ticket Battle with Cop ... Still Wins a Fan, Though!!!

Kimora Lee Simmons is pissed about getting pulled over and ticketed in Bev Hills -- but thanks to a slightly impatient fan, she still managed to bat .500 on the day.

We got Kimora Wednesday afternoon as a BHPD officer was writing her up. She told us the cop wasn't being nice -- though we saw no evidence of that -- and made it clear she was upset about getting dinged for no plates on her Rolls Royce.

Watch the clip ... she had an excuse, one the cop clearly wasn't buying. She even tried playing the sympathy card -- mentioning she's recovering from a broken leg -- but no dice.

However, in a true Hollywood moment, a fan happened to walk by and refused to let the selfie opportunity go. We'll say this ... Kimora handled it like a pro.

In the end, she was still annoyed, but admitted getting the ticket was better than ... well, watch.

Kimora made a police brutality joke -- maybe in poor taste -- but she was blowing off steam. We've all been there right after getting a ticket.

Mariah Carey Sued by Estranged Brother ... Over Book's Violence Claims

Mariah Carey's estranged brother says she's falsely accusing him of being a violent person ... so now he's suing her over the claims she made in her memoir.

Morgan Carey claims in new legal docs obtained by TMZ ... Mariah damaged his reputation when she wrote about an allegedly violent struggle he had with their father, and an alleged attack against their mother, in her 2020 book, "The Meaning of Mariah Carey."

According to the suit, Mariah's book includes a passage that reads ... "It took twelve cops to pull my brother and father apart. The big bodies of men, all entangled like a swirling hurricane, crashed loudly into the living room. I was a little girl with very few memories of a big brother who protected me. More often, I felt I had to protect myself from him, and sometimes I would find myself protecting my mother from him too."

Morgan says her description of the struggle paints him as a violent man ... he claims actual fights with his father never happened when Mariah was a child. In any event, he says there's no way 12 cops would respond to a domestic violence report.

According to the docs, Mariah's book also alleges ... "Suddenly there was a loud, sharp noise, like an actual gunshot. My brother had pushed my mother with such force that her body slammed into the wall, making a loud cracking sound."

Morgan claims this is another lie ... he claims tons of folks witnessed the "deep affection" between him and his mother -- and he adds, Mariah contradicted herself later in the book when she recounted her mother once saying, "Morgan is the only one I love."

He's suing his baby sis for defamation and intentional infliction of emotional distress, and it looks like he wants big damages.

We reached out to Mariah -- no word back, so far.

Kellen Winslow Jr. Sentenced To 14 Years In Prison ... Judge Blasts Ex-NFL Star

Kellen Winslow Jr. is now slated to spend the next decade-plus behind bars ... a judge sentenced the ex-NFL star to 14 years in prison Wednesday, and blasted him in the process.

The former Cleveland Browns Pro Bowler appeared in a San Diego-area courtroom via video conference for a sentencing hearing in his rape case ... but did not comment.

The judge in the case did, however ... saying Winslow can be described with "two words and that is sexual predator."

The judge continued by saying the 37-year-old ex-tight end preyed on his victims because of their ages and their living situations ... and that Winslow thought he "would get away with it."

As we previously reported, Winslow was accused of sexual misconduct -- including multiple allegations of rape -- by 5 different women.

He was initially hit with 12 charges over the allegations ... and faced up to life in prison if convicted on all counts.

But, a jury in 2019 found him guilty of several charges, and Winslow cut a plea deal on the remaining charges to avoid further prosecution and help secure a lighter sentence.

Winslow Jr. -- son of Hall of Fame tight end Kellen Winslow Sr. -- played 9 years in the NFL from 2004 through 2013.

Sofia Vergara Ex-Fiance Can't Use Her Embryos Without Her Consent, Court Rules

Sofia Vergara just won a huge victory in her years-long battle with an ex over their frozen embryos -- a judge permanently blocked Nick Loeb from using them with a surrogate.

The 'Modern Family' star won big in L.A. County Superior Court, where Nick Loeb had been fighting tooth and nail for permission to bring the embryos to term, even going so far as trying to take custody of them through a trust ... and giving the fertilized eggs names in a lawsuit.

Welp, the judge said that ain't gonna happen ... at least not without Sofia's consent. The judge granted a permanent injunction -- saying the contract they both signed with a fertility clinic back in 2013 remains valid.

Because of that, the court said Nick can't try to use the embryos for his own purposes and give them rights -- which he tried to do in a Louisiana court, essentially arguing the embryos should be recognized as people with rights.

He recently got shot down there as well -- and now, he's lost again in L.A., where this whole mess started not too long after he and Sofia split in 2014. With the order in place and the original contract upheld, Nick will have to get Sofia's consent for anything having to do with the embryos.

Of course, Sofia's married to Joe Manganiello now ... and only has one child to date from a previous relationship.

Joe Exotic Hires Atty. Who Repped Don's family Looking to Get a New Trial

Joe Exotic is getting the best revenge he can against Carole Baskin -- hiring the attorney who recently repped the family of her missing husband ... who's now working to free him.

John M. Phillips of the Phillips & Hunt firm broke the news Tuesday, saying he'd been retained by the 'Tiger King' himself in a bid to get a new trial arranged so Joe can plead his case in front of a new set of 12 jurors.

Phillips writes, "Work has already begun on @joe_exotic's New Trial Motion. We are proud to be leading his team. I was sworn into the Western District of Oklahoma this morning. This isn't about tigers, television or tomfoolery, it's about justice and evidence. More soon."

He also posted a video ... which took some shots at Joe's former legal team, who Phillips characterized as engaging in "buffoonery" in their bid to get JE pardoned by Prez Trump.

Doesn't sound like Joe disagrees -- at least that's how Phillips makes it sound. He says shortly after the failed attempt, the man himself reached out and asked about his services. One thing led to another, and now Phillips is on the case -- and he ain't looking to Joe Biden for a bail-out either.

Kodak Black Judge Gives Him the Okay to Travel ... But Only for Work

Kodak Black is on the move -- or he's about to be anyway, because a judge just signed off on him being able to pack up and hit the road ... with limitations, of course.

A federal judge just approved Kodak's motion to travel for work purposes only -- giving him the green light to go out of state ... so long as he lets 'em know exactly where he's going.

According to the legal docs, obtained by TMZ, the judge says KB has to provide a full itinerary to his probation officer, including where he'll be staying during the travel. Naturally, he'll also have to keep his nose clean while out and about.

In his original filing seeking the OK for this, Kodak's attorneys said his plans were to continue the charitable work he's been engaged in lately -- specifically citing the scholarship he set up in the name of one of the Parkland victims, Meadow Pollack, which he recently commemorated with a public service.

It's interesting ... Kodak's attorney, Bradford Cohen, tells TMZ that in addition to the philanthropy, Kodak will also be attending to his music biz as well. We're told he might be looking to book some concert appearances -- when that's possible again -- and record label meetings.

SHOTS FIRED

Bay Area rapper Laney Keyz's home got riddled with bullets and it wasn't a drive-by ... it was a walk-up, and it was all captured on some wild video.

TMZ has obtained surveillance footage that shows three men walk up to what we're told was Laney's L.A. home in the wee hours of Feb. 18 ... and you see them fire off several rounds at the property before they turn around and make a run for it.

One of the guys seems to linger to shoot a bit more ... and eventually scrams with his cohorts. It doesn't appear anyone returned fire -- even though they react like that happened.

Anyway, law enforcement sources tell us LAPD officers located a number of shell casings on the ground where the shooting was reported, but they’ve come up empty thus far on possible suspects. Fortunately, we're told no one was injured in the gunfire ... an investigation's underway.

As for Laney ... sources familiar with the situation tell us he WAS inside during the shooting, but walked away unscathed. Our sources say no one can think of a motive as to why anyone shot at him, so the whole thing remains a mystery.

He ain't sticking around to crack the case, though -- we're told Laney moved the hell out and is on to another pad. Good idea ...

Tekashi 6ix9ine Sued Y'know, We Covered Your Ass ... And You Stiffed Us!!!

Tekashi 6ix9ine had a forcefield of protection around him in late 2018 -- shortly before he was locked up -- but forgot to pay the people guarding him ... so claims a security company in a new lawsuit.

69 is being sued by Metropolitan Patrol, which claims it provided protection for the guy ... including 11 days in November 2018. Part of that time Tekashi was in L.A. rolling deep with bodyguards, as seen in pics.

According to the docs, obtained by TMZ, Metropolitan Patrol says Tekashi signed a contract with them in which they agreed to provide round-the-clock armed security. The lawsuit even includes a detailed schedule of shifts they claim to have worked work.

It looks like the rate was $85/hour during the day, while the late-night shifts cost $127.50/hour.

MP also claims it provided him armored vehicles ... namely, a fully-loaded Yukon with ballistic panels and 2 police-style Ford Explorers complete with lights, sirens, everything.

All in all, Metropolitan says Tekashi's tab came to a little over $75k for the job -- but when it came time to pay up, they claim he simply refused to fork over the money. Now, they want a judge to step in.

Metropolitan wants what they say they’re owed on the contract plus late fees and legal fees that have added up ... in total, they're asking for north of $88k.

6ix9ine’s lawyer, Lance Lazzaro, tells TMZ ... Tekashi's booking agency at the time, MTA Bookings, is responsible for covering the tab, and that Metropolitan's beef is really with them. He says Tekashi has nothing to do with it, and owes nothing ... calling the suit "meritless."

Lady Gaga Dog Walker Describes Moment After Being Shot Thankful to Be Alive

Lady Gaga's dog walker -- who was shot in the streets before a couple of her pooches were kidnapped in plain sight -- is on the mend and has kind words for his supporters.

Ryan Fischer posted an update on his health Monday, uploading two photos himself from his hospital bed ... one where he's got a breathing tube in his mouth. The second shot is much more reassuring -- it looks like he took the photo himself, and the tube is gone.

Ryan started his posts with a recounting of his near-death experience ... recalling the fact he felt guilty over not being able to protect Gaga's 2 French bulldogs ... while a third, their sister Miss Asia, trotted over to him as he laid on the ground bleeding -- whom he calls his angel.

He remembers calling out for help as calmly as he could, and a wave of people pouring out to attend to him.

RF goes on to say this about his recovery ... "I will write and say more later, but the gratitude for all the love I feel from around this planet is immense and intense. I felt your healing support! Thank you." He adds that he's grateful the police were able to recover the 2 stolen dogs, Koji and Gustav, and prays his would-be murders are brought to justice.

Fischer also had a message for his boss, Lady Gaga, writing ... "And to Elisha, my family at Haüs and @ladygaga: your babies are back and the family is whole… we did it!" He continued, "You have shown so much support throughout this whole crisis to both me and my family. But your support as a friend, despite your own traumatic loss from your kids, was unwavering. I love you and thank you."

It's a miracle he's doing as well as he is -- remember, Ryan was shot at almost point-blank range ... which was captured on surveillance video from a nearby property.

Fortunately, Koji and Gustav have been found unharmed ... but the crooks are still on the loose. Police have released suspect descriptions, but no arrests have been made.
