Michael Rapaport understands the need for coronavirus mitigation, but man, is he fed up with different rules applying to different people and businesses without logical explanations.

The actor joined "TMZ Live" Monday on the heels of his epic rant about a flea market on Melrose Ave. being open this weekend while other outdoor establishments are shut down.

Rapaport says it makes no sense, especially when businesses are taking all the COVID precautions they can to safely keep making money -- so he understands people's frustrations boiling over ... even at that bar in Staten Island.

Michael explained the flea market deepened his empathy for people struggling to make a living amid the pandemic, and he was not knocking the market vendors. His issue is restaurants right across the street not being allowed to be open when their employees are struggling just as much.

Don't get it twisted, though, he's still all about wearing masks and taking steps to mitigate the spread of the coronavirus, he just thinks the rules should apply to everyone -- and if they don't, leaders should explain WHY.

For the record, a strict shutdown did go into effect Sunday night in much of California, which limits all restaurants to carry-out, closes indoor and outdoor play areas, hair salons, museums, movie theaters, amusement parks and live-audience sports, and prohibits people from congregating with anyone outside their household.

The wild body cam footage showing a white suspect threatening to shoot a cop -- not once but TWICE -- is a stark illustration of white privilege according to author Michael Eric Dyson.

Michael joined "TMZ Live" Monday and didn't mince words about the body cam video of a tense standoff with cops in Ohio, and as he put it ... "You and I both know that had that been a motorist of color that motorist would have been dead."

ICYMI ... the video shows Merak Burr, who is white, refusing to get out of his car, flaunting a handgun on the seat next to him, and even threatening to shoot the cops!!! And, having done all of that, Burr was still able to defy the cops and drive away ... without getting shot.

Michael told us the incident highlights a point he makes in his new book, "Long Time Coming: Reckoning with Race in America" ... which is that white privilege has little to do with wealth, and everything to do with the color of someone's skin.

Michael makes it clear ... he's glad Burr's confrontation didn't end violently but certainly wishes non-white people also got the same treatment.

It's easy to argue ... had cops given Jacob Blake the same treatment in Kenosha, Wisconsin as Burr got in Ohio, Jacob would not be paralyzed today. Remember, Jacob was shot 7 times in the back as he tried to get into his vehicle. He was unarmed but cops said they recovered a knife from the driver's side floorboard in Jacob's car.

Michael says had Burr been a person of color instead, the outcome would have likely ended in what ultimately would have been determined as a justified shooting ... and that's gotta end.

Warner Bros' plan to stream new movie releases will not only rock the theater industry, but also impact the U.S. economy ... according to Daymond John.

The "Shark Tank" star joined "TMZ Live" Friday to break down Warner's game-changer -- streaming its blockbuster 2021 films on HBO Max, while also releasing them in theaters. He says it's a big win for movie buffs and distributors like WB.

But, he can already see how it will shift the economy as a whole because he's lived through it. Remember, "Trolls World Tour" was released on demand, and in theaters earlier this year -- and you gotta see how that ended up costing him $200. He explains why the cash is spread out to more companies when ya go to a theater, as opposed to staying home to watch a new movie.

Dr. Arthur Caplan is laying much of the blame for surging COVID-19 cases and deaths at the feet of elected officials who have been caught flouting their own health orders, restrictions and guidelines.

Donald Trump has been spewing misinformation about the pandemic for months, and the most effective people to push back are the governors and mayors who were promoting mask wearing, social distancing, etc. Around 40% of the country won't take the vaccine, and these governors and mayors are critical in changing minds. But, a number of those elected officials have crossed their own lines, and Dr. Caplan says it does lots of damage.

NY Gov. Andrew Cuomo's been the national counterpoint to Trump's misinformation campaign and a strong proponent of wearing masks, social distancing and avoiding indoor gatherings, but recently planned on having his mother visit for Thanksgiving after traveling.

Cuomo canceled that plan after being called out for it, but he's far from the only politician to go counter to the advice they give the public ... and Caplan says that's a major factor in regular U.S. citizens rejecting proper COVID precautions.

Dr. Caplan tells us we can't just allow politicians to get away with a "Do as I say, not as I do" approach to governing ... because it creates a dangerous double standard.

Instead, he says we desperately need our leaders to be role models during the pandemic ... especially with the crisis escalating and the all-important vaccine on the horizon.

Obviously, that means politicians like California Gov. Gavin Newsom should stop ignoring his own COVID guidelines by attending a restaurant birthday party with a bunch of people. The same goes for San Francisco Mayor London Breed, who attended a different party a day later at the same restaurant.

Chicago Mayor Lori Lightfoot's been criticized for both getting a haircut during early lockdown days and joining a street party when Joe Biden won the election.

Sheila Kuehl, a member of L.A. County's powerful Board of Supervisors, voted to temporarily stop restaurant dining, but hours later she was chowing down at her favorite restaurant .. in fairness, before the restriction took effect, but still, it sends a bad message.

According to Caplan, these are the types of actions that make people think ... if government officials don't have to follow the rules, I don't either.

The good news -- the NYU professor believes politicians all across the country can garner public trust by supporting the COVID vaccine and showing they support it by getting vaccinated themselves ... and we'll all start doing the right thing.

Tichina Arnold believes there's a real catch-22 with the Grammys right now ... and it may signal the end of the music industry's biggest award having any real significance.

Fresh off co-hosting the 2020 Soul Train Awards, Tichina joined us Monday on "TMZ Live" to address the fallout of some big-name artists -- most notably The Weeknd -- getting snubbed for Grammy nominations last week. She says the major problem is talented artists, whose music is popular, are often a total blind spot for the people in charge of choosing noms.

The Soul Train Awards honored several acts -- like Chris Brown, H.E.R. and Summer Walker -- overlooked for the Grammys' major awards this year ... and Tichina says artists are not only noticing it, but they're fed up.

Halsey, Drake, Elton John and The Weeknd himself have all openly suggested there's a disconnect between the music and most award shows.

Tichina says the problem is compounded because the major awards still have a big impact on revenue for up-and-coming artists -- and that's the real reason getting overlooked sucks for them.

Dr. Abraar Karan joined us on 'TMZ Live' to ask him how to tackle Thanksgiving, Christmas, and New Year's ... all while 'rona is still lurking. He gave us some great tips on flying, testing beforehand and gatherings in general.

Dr. Karan -- who works at the Harvard & Brigham Women's Hospital -- dropped much-needed knowledge about boarding commercial jets. He says improved air circulation has made air travel much safer, but there are still a few factors to keep in mind.

The most important one is ... how many other passengers are on board -- but he says the duration of the flight is also critical to reducing your COVID-19 risk. BTW, he also strongly suggests going windows down during Uber or taxi rides.

As for sitting around a dinner table ... Dr. Karan noted a few misconceptions about getting tested beforehand and thinking you're home-free for home gatherings. It's not quite that simple, and he explained why you could still unknowingly pass the virus ... along with the stuffing.

Great tips here for traveling, IF you're planning to do so -- but the good doc is hardly recommending it. His biggest piece of advice ... if you and your peeps can avoid shindigs this year, you should. It's in everyone's best interest.

Rep. Eric Swalwell Trump's Gotta Pay ... 'Presidential Crimes Commission' is the Way!!!

As soon as President Trump is no longer the U.S. President, he needs to answer for his alleged criminal activity ... according to Congressman Eric Swalwell, who has a proposal on how to make that happen.

The Democratic Representative from California says 45's day of reckoning must come -- along with his enablers -- for what he says they've done to the country, which is why he wants to create a 'Presidential Crimes Commission.'

Swalwell says ideally, this group would be made up of independent prosecutors outside Congress who would be responsible for determining if the President or senior officials broke the law during their term, and if so ... they'd go after them.

The Congressman says the goal is to make sure nobody, not even POTUS, is above the law and gets away with any offenses. As for what crimes he'd want the PCC to take a look at with Trump ... there's a laundry list, but obstructing justice and sabotaging the mail are top of mind for Swalwell.

Currently, Swalwell believes the Prez is committing another transgression by not cooperating with President-elect Joe Biden during the transition period ... something Trump's press secretary won't even talk about.

It might not be a crime, but Swalwell says it's definitely making us less safe ... but he sounds pretty hopeful, Trump's about to go away soon, one way or another.

Rep. Jim Clyburn Here's the Tale of 2 Black Women ... Who Helped Biden Win!!!

Congressman Jim Clyburn's widely credited with saving Joe Biden's Presidential campaign, but he says Joe shouldn't thank him ... the credit goes to 2 Black women who inspired him.

The distinguished gentleman from South Carolina joined "TMZ Live" Tuesday to shed some light on his decision to throw major support behind Biden leading up to the SC primary, which proved pivotal in Joe landing the Democratic nomination.

Clyburn tells us he was already a Biden fan, but he decided to go all out for him to honor his late wife, Emily ... who passed in September 2019. The congressman says his wife absolutely loved Joe, and she made him promise her he'd commit to helping Biden get the nom.

The other Black woman who persuaded Clyburn is anonymous, but his interaction with her was so impactful ... he attributes it to his game-changing endorsement of Biden. The rest, as they say ... is history.

Of course, this all led to Biden becoming President-elect, and Rep. Clyburn seems pretty confident nothing's going to change that ... despite President Trump's efforts.

In fact, Jim seems fed up with all the Trump talk since the election, and reminds us the sitting Prez is just one individual -- one the congressman would like to see put in his place. As he's told us before, if Trump won't leave quietly ... he believes the military will make him.

Finally, on the topic of Georgia and its uber-important Senate races ... Jim has an interesting take on how they could affect Biden's presidency and the Democratic Party as a whole.

Buzzkill alert -- Dr. Peter Hotez is serving up a test tube full of very cautious optimism about Pfizer's huge coronavirus vaccine announcement.

The renowned vaccine expert joined "TMZ Live" Monday to explain exactly what it means for you, IF Pfizer's vaccine really can be 90% effective in preventing coronavirus infections.

First of all ... Professor Hotez -- who is the Co-Director of Texas Children’s Hospital Center for Vaccine Development as well as the Dean of National School of Tropical Medicine at Baylor College of Medicine -- points out all the promising information is from a company press release, and other scientists -- outside of Pfizer -- haven't had a chance to confirm the data.

Assuming it is accurate, he says we're now in uncharted territory for a vaccine in terms of the technology, and there are many other complicated variables in producing and distributing it to the population. For instance, it needs to be stored at -94 degrees Fahrenheit!!! No simple task for your average drugstore.

Nevertheless, Hotez is mostly positive about Pfizer's news, and also about the possibility we'll have another vaccine to tag-team this pandemic ... and get us back to our "normal" lives.

Rep. Karen Bass Georgia is Now the Whole Ballgame!!! Senate Races Key for Biden

Stacey Abrams is getting a round of applause from Rep. Karen Bass, who says Georgia wouldn't have gone blue for Biden without Stacey, and now she could help the Dems run the table in D.C.

The U.S. Congresswoman spoke with us Monday on "TMZ Live" and explained why the upcoming run-off elections for two U.S. Senate seats in Georgia are HUGE for her party, and more importantly ... why Abrams deserves a ton of the credit for getting it to this point.

Rep. Bass says Stacey's efforts to register hundreds of thousands in the Peach State, not only helped Biden (who won GA by a hair), but also the Democrat hopefuls looking to replace GOP incumbents.

If Jon Ossoff and Raphael Warnock beat out their Republican counterparts in a January runoff, the Democratic Party would have the WH, the Senate and the House -- and Biden could push through his agenda without pause.

We also talked coronavirus with the Congresswoman, and while she's happy about Pfizer's claim it has a 90% effective vaccine ... she's also cautiously optimistic.

Rep. Bass had some words for Donald Trump Jr. too, who was all too skeptical about the timing of the vaccine announcement. She thinks his focus should be elsewhere right now ... namely, helping his dad come to grips with reality.

Joe Biden's biggest challenge once he ascends to the Presidency may not be waged by Republicans ... it's more likely the real challenge will come from the Bernie Bros.

Former Bernie Sanders Press Secretary Briahna Joy Gray appeared Friday on "TMZ Live" and made it clear ... from day 1, the Bernie Bros will be pressuring Biden to swing left.

Briahna has already done the math, which complicates things in a big way. The Republicans will control the Senate and they actually gained House seats ... something the pundits never saw coming. Neither did pundits expect the state-by-state races would be incredibly tight. The upshot is that Biden needs to create a coalition, which may not bode well for the progressive wing of the party. Briahna is undaunted, saying they will be coming after him.

Briahna did not seem optimistic her people will get a seat at the table when Biden picks his cabinet. In fact, she's frustrated Biden has promised to include Republicans in his cabinet. She says Trump would never have picked a Dem, so why be more generous than him?

She thinks Biden doesn't understand ... the majority of Americans want measures like health care for all. In short, Biden's gonna be walking a tightrope.

Atlanta's mayor's on cloud nine over her state being on the verge of flipping to blue ... and she says the spirit of some fine Georgians shone through to make it happen.

Keisha Lance Bottoms is feeling incredible, as all signs point to Joe Biden being elected as the next President of the United States ... something she says reflects on Georgia and inspiration it drew from the late John Lewis, C.T. Vivian and Joseph Lowery.

Though she's happy now, the Mayor admits the overall election results felt more like a "gut punch" a couple days ago when she saw roughly half the country supported Trump. Mayor Bottoms told us on "TMZ Live" she said Biden needs to address some of their issues given their sheer numbers.

That's why she says it's so important to have a President like Biden who's unifying instead of divisive ... so we can get back to "civil disagreement" and move forward in a positive way together.

She says the past 4 years have been very dark, but Keisha sounds hopeful that America's heading toward the light.
