Fat Joe tells us Donald Trump is 'delusional' and prays Hurricane Florence doesn't ravage the mainland like Hurricane Maria did to Puerto Rico ... 'cause he says the President already bungled the response to one devastating storm.
We got Fat Joe Wednesday boarding a flight from Reagan National ... and the rapper tells our photog he's counting the minutes until Trump leaves The White House.
Fat Joe goes full throttle ... calling out 45 for not knowing Puerto Ricans are American citizens and blaming Trump for the nearly 3,000 deaths on the island in the wake of last year's hurricane.
Fat Joe is praying for those in the path of Hurricane Florence and hopes the U.S. government will do a better job with this relief effort ... if only because the storm will hit the mainland and not an island territory heavily populated with minorities.

Don Cheadle isn't buying the Herald Sun's explanation for its Serena Williams cartoon one bit ... telling TMZ Sports the newspaper DEFINITELY knows the drawing is racist as hell.
"I don't believe them," the 'Avengers' actor says.
"They have their own history of racism -- they know what that cartoon means."
The paper doubled down on Mark Knight's drawing -- the one depicting Serena with exaggerated lips, hair and nose after her U.S. Open outburst -- reprinting the piece Wednesday and claiming the world is too sensitive.
Cheadle couldn't believe it when we got him out at LAX ... saying he sees no humor or satire in the "art" at all.
"It's incredibly tone deaf," he says.
For his part ... Knight says of the drawing, "The world’s gone crazy. It’s a cartoon about poor behavior. It’s nothing to do with race."

Norm Macdonald is succeeding in making things worse for himself -- fresh off attacking the #MeToo movement, he cracked a joke, of sorts, about Down syndrome.
The comedian was on "The Howard Stern Show" Wednesday talking about the backlash he got for his stance on Louis C.K., Roseanne and #MeToo. He attempted to walk back his comments by saying ... "You'd have to have Down syndrome to not feel sorry" for victims of harassment.
He doubled down by saying Down syndrome is "my new word."
Norm also told Howard he hates doing interviews -- especially in print -- because he has to answer questions he doesn't want to. He then added ... "I'm a f**king dumb guy."
As we reported ... Norm told The Hollywood Reporter he's glad the #MeToo movement has "slowed down," and expressed sympathy for C.K. and Roseanne because their careers have been ruined by their scandals. He later issued an apology, saying ... "If my words sounded like I was minimizing the pain that their victims feel to this day, I am deeply sorry."

Racist Serena Cartoon Newspaper Doubles Down ... Attacks 'PC' Critics
We're NOT racist, you're too sensitive -- that's how an Australian newspaper is handling criticism of their Serena Williams cartoon ... and now they've REPRINTED IT on their cover.
The Herald Sun ran the headline, "Welcome To PC World" -- along with the caption, "If the self-appointed censors of Mark Knight get their way on his Serena Williams cartoon, our new politically correct life will be very dull indeed."
Along with reprinting Serena, the paper added other "controversial" cartoons from the artist including a chubby Kim Jong-un and a villainous Donald Trump.
Under the Serena cartoon, they noted the public "vetoed" the image due to "large hair and lips, too angry."
They mockingly noted the paper would now be a "Satire Free Zone."
What the paper is failing to acknowledge is how racists used cartoons featuring exaggerated lips, hair, noses and other features to mock and dehumanize black people for centuries.
That exact point was raised by hundreds of critics on social media -- but the newspaper is refusing to back down.
In fact, the artist tried to defend his work, saying, "The world’s gone crazy. It’s a cartoon about poor behavior. It’s nothing to do with race."
He added, "I’m sorry it’s been taken by social media and distorted so much. I’ve tried to reply to these people but they don’t listen."
These people? C'mon, bruh ...

Soccer's Hugo Lloris Pleads Guilty to Drunk Driving ... After Pukey Arrest
You could say Hugo Lloris was caught green handed ... because prosecutors say the soccer superstar puked on himself the night he was arrested for drunk driving.
The captain of the World Cup champion France soccer team pled guilty in a British court Wednesday morning stemming from an August 24 arrest.
During the hearing, prosecutors detailed the events of the evening -- and it's clear, dude was HAMMERED.
Officials say the goalkeeper was pulled over in his Porsche at 2:20 AM after cops noticed he was "not moving smoothly, and was travelling at a slower speed than expected."
He almost hit several parked cars and then ran a red light.
When cops pulled him over, "Officers observed his speech was slurred, he was helped from the vehicle by an officer, he was unstable on his feet, and there was evidence of vomit at the scene."
Gross.
A breathalyzer showed his blood alcohol was more than TWICE the legal limit.
Ultimately, the 31-year-old Tottenham star was hit with a $65,000 fine and his license will be suspended for 20 months.
His attorney issued a statement saying Lloris didn't intend to get drunk that night -- but fans at a restaurant kept buying him drinks.
The attorney also said, "On July 15 he was arguably the proudest man on the planet. Just 40 days later, he was arrested. He experienced the indignity of being handcuffed and put in a police station overnight. The spectacular fall from grace is not lost on Mr. Lloris."

One of the most famous "Big Brother" contestants says the show is rock solid ... despite rumors longtime host, Julie Chen, might be leaving Big Brother with Les Moonves now gone.
Dan Gheesling -- who won season 10 and was the runner-up on season 14 of "Big Brother" -- says if Julie steps away from her hosting role on CBS' hit reality series, whoever replaces her will have some massive shoes to fill. Her 18-year run has been that iconic.
So far, Julie has not given even a hint that she'll leave the show. In fact, she made it clear ... she'll be hosting Thursday night's episode.
The real question ... will "Big Brother" go on the chopping block now that Moonves is gone? Sharon Osbourne said this week on "The Talk" nobody's job is safe now ... nor are any of the CBS shows in the wake of Moonves' departure.
Ultimately it comes down to ratings. Although Dan says the show is a juggernaut ... the ratings are down this season from last, although the all-important demos are still strong.

Jeff and Jenni reportedly had a falling out after an explosive fight -- which will be aired on the upcoming season -- and haven't spoken since. As for what led to the fight ... she reported Jeff to the network, claiming he was abusive, harassed her and generally created a hostile working environment.
Lewis followed up with his own claim ... that he and Pulos had been faking their business relationship for the cameras and she hadn't actually worked for him for years.
Regardless, the 2 had been together on screen since the hit reality series debuted in 2007 ... and both are executive producers.

Now Bieber is firing back, saying if Jeffrey Schwartz has emotional distress, it could be because he's hiding something from his family. Bieber claims in new legal docs Schwartz bankrolled a pornographic company called Erotizen. Schwartz denied he kept the company from his family.
And Bieber says there are other reasons Schwartz may be suffering emotional distress ... claiming his company, Seller Networks, was facing countless complaints from customers for promising to sell their cars within a certain time and failing to deliver.

The Secret Service wants to hear from the veteran TV star who thinks it would be a good idea for someone to "John Wilkes Booth" President Trump.
Sources connected with the Agency tell TMZ, Carole Cook's comments to our photog when she left Craig's restaurant Sunday night were enough to trigger an official inquiry.
Our photog asked Cook -- a famous Broadway actress who also appeared on "Dynasty," "Cagney & Lacey" and "Sixteen Candles" -- what she thought about Trump, and she replied, "Where's John Wilkes Booth when you need him?" When our guy asked if she meant Trump should be assassinated she responded, "Why not?"
Our sources say the Secret Service saw our post and are concerned enough that they want a chit chat with the 94-year-old actress. They were quick to add it's not an official investigation -- just due diligence. If the interview unearths anything ominous, only then would it become an official investigation.
Officially the Agency says, "The Secret Service is aware of the comment. While we do not confirm or comment on the absence or existence of specific investigations, we can say we investigate all threats against the President."

D. L. Hughley says Serena Williams absolutely has a point about women getting unfairly penalized for things men do all the time ... pointing to Martha Stewart as a prime example.
The comedian was strolling through LAX Sunday when our photog asked if Serena was justified in her epic outburst against an umpire overseeing her and Naomi Osaka's match Saturday at the US Open finals -- after the guy took a point away from her, and then a whole game.
She called him a thief at the time, and later said male players have said just as harsh things --- if not worse -- and are hardly reprimanded as severely as she was.

D.L. agrees with that, citing historic outbursts from Andre Agassi and, of course, John McEnroe ... who once called an umpire a "jerk" and demanded he be replaced mid-game.
Then there's Martha Stewart, who D.L. notes went to jail for illegally pocketing around $40,000, she was sentenced to 5 months in prison in 2004. He insinuates that a high-profile man who might've been caught up in a similar case probably wouldn't have seen jail time.
Bottom line for D.L. ... women often get the short end of the stick across the board, and Serena's not off base with her assessment here.

Jorge Nava -- the "90 Day Fiancé" star who was arrested with nearly 300 pounds of weed in his car -- has received his punishment and he's pissed ... but he says there's a silver lining.
Nava tells TMZ ... his lawyer was able to get his class 2 felony charge and the possibility of 24 years behind bars reduced to a class 4 felony, but his plea deal still doesn't keep him out of prison -- he's been sentenced to 2 and a half years.
Jorge thinks the sentence -- while greatly better than it could have been -- is still way too harsh, considering marijuana is legal in some states and legal for medicinal purposes in Arizona ... where he was busted.
Nava fails to mention he was busted for allegedly trying to sell 293 pounds of weed, but nonetheless ... he thinks he got hosed.
His lawyer, Brad Rideout, tells us the judge handed down the max sentence under the plea agreement due to the large amount of marijuana and Jorge's prior record. We're told after her serves his time, he'll get up to 5 months parole.
What's most interesting, though ... Nava tells us he and his wife, Russian beauty Anfisa Arkhipchenko, are doing great. He says she's been very supportive of him throughout his case, and he doesn't foresee a breakup.
Pretty incredible considering their contentious relationship on the TLC show, where she told him if something happened and he couldn't make money to buy her expensive things ... she'd leave his ass.
