Dennis Graham has ZERO concerns about Drake getting down on his luck if he keeps giving away stacks o' money by the millions ... although he's struggling to explain the "God's Plan" bonanza.

We Got Drizzy's pop outside TAO in Hollywood, and asked him about the music video that's helped push the song to the top of the charts. Dennis suggests the money didn't come out of Drake's pocket, but that's not the full story.

Fact is ... the label may have fronted the $996,631.90 for the video, but typically it would eventually recoup that money from Drake. It's basically an advance.

Dennis' description for the financial setup -- "I don't know what happened there." But he knows this ... his son's pockets are all good. It's not clear if he knows Drake told us he's planning to give away even more cash.

David Hogg's mother worries her son is going 1,000 MPH in his quest for gun control, but she also knows his time to act is NOW.

Hogg's mother, Rebecca, tells us David hasn't stopped making the media rounds advocating for new gun legislation after Nikolas Cruz brutally murdered 17 people from his high school last week in Parkland, Florida.

But, while the grieving process is imperative, Rebecca also understands David and every other student-turned-activist is doing right by their late classmates to keep the issue relevant in the news in order to see real change.

Quincy Jones has apologized for his recent "wordvomit" interviews -- his word -- in which he revealed A LOT of dirt on Hollywood elites ... but he isn't taking any of it back.

The legendary music producer said Thursday his six daughters pulled him aside for a surprise "family intervention" due to some "silly things" he's said lately.

He goes on to say he'd recently stopped drinking (3 years ago) and makes a point that certain details he's spilled on don't paint the full picture of his intentions or experiences over his "long & crazy life." That said ... he doesn't correct the record on anything.

Quincy does, however, apologize to anyone he's bad-mouthed -- like Michael Jackson, for example -- adding that it's inexcusable to do so. He also hopes messages he relayed about racism, inequality, poverty, etc. aren't clouded by his outrageous remarks.

Quincy's caused quite a stir by saying lots of things -- some of which appeared to be true -- like Richard Pryor banging Marlon Brando, MJ hijacking "Billie Jean," Marilyn Monroe having "a chest that looked like pears" ... and allegedly "dating" Ivanka Trump.

Selena and the Biebs are back stateside as of Thursday, but they've gotta look back on the trip fondly.

Prince's estate is spending a ton of cash -- at times more than $600k PER MONTH -- and dropping that kinda loot has the singer's heirs worried they'll be left with nothing when it's their turn to collect.

Sources close to Prince's heirs tell TMZ ... they're dumbfounded at how much money it costs to manage the late singer's estate. We're told at the current burn rate, heirs feel there's gonna be close to nothing when it's time to distribute the inheritance.

According to docs -- obtained by TMZ -- Comerica's monthly fee to manage the estate is $125k per month. Comerica also hired the law firm Fredrikson & Byron P.A. to rep the estate in court (i.e. Prince's label suing Roc Nation), supervise and coordinate with accountants and advise on tax-related issues. Last November alone, the law firm billed more than $440k in fees and expenses.

The spending keeps going ... F&B then hired other attorneys to deal with trademarks, oversea litigation and services on deal proposals, among other things.

Comerica, for its part, has painstakingly broken down in more than 600 pages of invoices exactly where the money's going and why it costs so much to manage the estate, which is reportedly worth around $250 mil.

There's a new Bieber coming into the world -- and it's a she ... TMZ has learned.

Sources close to Justin Bieber's dad, Jeremy, tell us his new bride, Chelsey Rebelo, is pregnant with a baby girl -- which means Justin has a new sister on the way.

We're told Chelsey is about 16-20 weeks along (4-5 months) and that her and Jeremy's pink-themed wedding in Jamaica this week was in honor of their forthcoming daughter. It's her first kid with Jeremy -- who already has 3 of his own ... Justin, Jaxon and Jazmyn.

As we reported ... Justin didn't make a toast at his dad's wedding, but was pretty preoccupied with Selena Gomez during the trip. They were seen all day hugging and kissing. He also seemed to be in very good spirits, and now we fully know why.

Congrats to the Biebers!

Justin Bieber's dad, Jeremy Bieber, got hitched Monday evening -- and while the Biebs and Selena Gomez were there ... Justin passed on making a toast.

Sources tell us Jeremy tied the knot in Montego Bay with his longtime girlfriend, Chelsey Rebelo -- and Justin and Selena were among the 30 or so guests. We're told JB flew down, stopping in Texas on the way to pick up Selena ... before touching down in time for the wedding.

Justin and his younger siblings, Jazmyn and Jaxon, were all part of Jeremy and Chelsey's wedding party. For once, Justin did NOT want to get on a mic ... we're told he did not make any sort of speech during the reception.

The wedding itself went down in the backyard of a villa, and we're told a local DJ and band handled the tunes. Jeremy's friend, Andy Curnew, helped organize things and even booked the pad.

Serena Williams says she "almost died" after giving birth to her daughter, Alexis Olympia -- if not for a team of super doctors who removed a large hematoma from her abdomen.

The tennis star says her daughter was born by an emergency C-section on Sept. 1 after Olympia's heart rate plummeted during contractions.

The surgery went smoothly, Serena said on CNN.com ... "But what followed just 24 hours after giving birth were six days of uncertainty."

Williams says she suffered a pulmonary embolism -- which is when a blood clot blocks one or more arteries in her lungs.

Serena contacted medical professionals -- but the coughing from the embolism got so bad, her C-section wound popped open and she required another surgery.

"The doctors found a large hematoma, a swelling of clotted blood, in my abdomen. And then I returned to the operating room for a procedure that prevents clots from traveling to my lungs."

Serena eventually made it home and was ordered to spend the next 6 weeks in bed.

She credits the "incredible medical team of doctors and nurses at a hospital with state-of-the-art equipment" -- and urges people to support UNICEF, which provides medical services to mothers and babies around the world.

Chris Rock is a changed man for the better, now that he's dating younger women -- and it all might be thanks to him getting shot down by Rihanna first ... so says his brother.

We got Jordan Rock -- the youngest of 7 Rock siblings -- and asked if Chris was aiming too high by trying to get at RiRi post-divorce, like he explained in his new Netflix special, "Tamborine."

Jordan says the Rocks know no limits when shooting their shot -- even though it didn't really work out for Chris and Rihanna. The upside ... Chris's new GF is, in fact, younger than him, and he seems to be in a better mood because of it ... according to Jordan, anyway.

Sounds like a proper thank you is in order for Ms. Fenty for helping Chris turn a new leaf. Or maybe a "Happy 30th Birthday" will do.

Josh Duhamel knows Fergie sings "Big Girls Don't Cry," but he also knows she could definitely use a little pick-me-up after her national anthem debacle -- and Josh delivered.

Fergie's ex showed up at her house Monday with a bouquet of roses and their 4-year-old son, Axl ... pretty much what the doctor ordered. The uproar over her All-Star Game 'Star-Spangled Banner' has been so intense, the singer felt the need to apologize.

Apparently, he dropped off Axl to cheer up Fergie ... Josh left the house after just a few minutes, according to photogs. The flowers, btw, came with a note from Axl to his mom.

Pretty classy move on Josh's part.

As Fergie said in her apology ... she tried her best. Ditto for Axl and Josh, we think.

Janet Jackson clearly believes in sticking to the mom-damentals of parenting -- which include pushing your own baby's stroller ... and carrying your little one around yourself.

Janet was spotted pushing around her 1-year-old son, Eissa, in London Monday as she joined some friends for lunch -- and even in the rain and all ... she was roughin' it.

We assume the singer has nannies on hand to help with some of the child care, especially since she's back to touring after giving birth last year, and has been pretty busy.

Still ... Janet appears to be quite hands-on as a mother, 'cause baby Eissa has accompanied her to lots of places lately. And Janet's usually the one carrying the kid around ... like here, here and here.

Paps got Travis Saturday night leaving Poppy, where he actually responded to a camera guy's question about how newborn Stormi Webster is holding up. It's short, but descriptive.

As we reported ... Travis is proving to be a changed man in light of his first child coming into the world, and this video is just more evidence of that. The Houston rapper usually clams up around the paparazzi ... now he's opening up, as slow as it might be.

Khloe Kardashian sent her fiancé Tristan Thompson into a deli for a sandwich run Saturday afternoon while she sat tight in her Range Rover.

Khloe, who's about 7 months pregnant, was behind the wheel as Tristan made the trek into Lovi's deli in Calabasas.

Tristan is strictly a spectator for NBA All-Star Weekend this year. He's not playing at any events. He was wearing a pair of throwback 1996 All-Star shorts.

As for Khloe, she's due sometime in late March or early April.

As far as we know, the couple didn't hit up any of the festivities over the weekend, although Tristan did hit up a Rémy Martin MVP Weekend Party Friday night at The Avenue nightclub to watch Travis Scott perform.

Travis Barker's pumping the brakes on his 14-year-old son ripping a page outta Lil Pump's playbook ... at least for now.

We got the Blink-182 drummer chillin' in Calabasas, and asked him about face tattoos and if he's down to let his kids get 'em. Apparently, Travis' son, Landon, asks him everyday if he can get one ... just like his buddy, Pump.

Travis tells us if Landon wants the ink, there's a price to pay.

Remember, Pump and Landon are tight -- the rapper performed at Landon's epic birthday party last year, and it sounds like there's a chance they could hook up to do music in the future.
