ABC says the network DID have a 5-second delay in place on "Good Morning America" this morning ... but insists Nicki Minaj's nip slip just happened to fall through the cracks.

A spokesperson for the network tells TMZ, "Although we had a five-second delay in place for the Nicki Minaj concert on GMA , the live East Coast feed of the concert regrettably included certain fleeting images of the performer that were taken out of later feeds of the broadcast in other time zones."

Sam Ronson was arrested this morning for DUI outside Baker, California -- home of the world's biggest thermometer --TMZ has learned.

According to the booking sheet, 33-year-old Ronson is listed as 5'7" and 102 pounds.

Law enforcement sources tell TMZ, Lindsay Lohan's ex-girlfriend was driving home from Las Vegas at 10:30AM in her black Porsche when she was pulled over for speeding.

We're told she was given a field sobriety test and didn't perform well. According to our sources, she refused to take what is commonly called a "roadside blow" -- a less-scientific breathalyzer, which is not a mandatory test. She was arrested at the scene.

Ronson was transported to the Baker substation, where we're told she blew over the legal limit. According to sources, she was cooperative the entire time.

Nearly 6 months after she was shot in the head, Arizona congresswoman Gabrielle Giffords WALKED into the House of Representatives in D.C. today ... to a standing ovation.

Giffords made the appearance to personally cast her vote in favor of the debt ceiling bill.

The long, strange journey of NFL star Plaxico Burress has come full circle -- the wide receiver has signed to play for the New York Jets.

Plax's deal is reportedly for one year at $3.017 million ... and is fully guaranteed.

Burress served 20 months in prison on gun charges after he famously shot himself in the leg at a New York City nightclub. He was released on June 6.

He previously played for the Pittsburgh Steelers and New York Giants, where he caught the game-winning touchdown in Super Bowl XLII.

Former WWE wrestler Shad Gaspard -- the guy who was PINNED DOWN by 3 officers in Ohio after allegedly JAYWALKING back in March -- will not be prosecuted for resisting arrest ... TMZ has learned.

We broke the story ... part of the arrest was captured on tape ... and Shad -- a very large African American gentleman -- can be heard screaming, "Why am I being arrested? Because I'm big and I'm black?"

Gaspard was charged for resisting arrest -- but according to documents filed in Franklin County Municipal Court this week, the charge has finally been DROPPED. However, he was hit with one lesser charge of obstructing official business and had to pay a fine.

TMZ spoke to Gaspard who tells us he no longer plans to file a lawsuit against the Columbus PD over the arrest ... explaining, "I feel that everything has run its course the proper way, and it’s best I move on from this in a positive light."

He adds, "My only regret is that this incident even happened and I hope that the good police officers in Columbus aren’t judged by the actions of a few bad ones."

As for who's NOT showing up, sources tell TMZ her ex-husband, Blake Fielder-Civil -- who's currently serving 32 months in prison for burglary and possession of an imitation firearm -- was denied release to attend the funeral.

Amy was found dead on Saturday at her home in London -- the cause of death has not been determined.

Amy Winehouse was found dead in her apartment in London today ... TMZ has confirmed.

A press release from the Metropolitan Police, which doesn't specifically name Winehouse, says:

"Police were called by London Ambulance Service to an address in Camden Square NW1 shortly before 16.05hrs today, Saturday 23 July, following reports of a woman found deceased.

On arrival officers found the body of a 27-year-old female who was pronounced dead at the scene.

Enquiries continue into the circumstances of the death. At this early stage it is being treated as unexplained. "Winehouse famously battled addiction to drugs and alcohol and was in and out of rehab several times throughout the years.

Last month, Winehouse canceled her European tour after a performance in Serbia where she seemed completely out of it.

The couple just released a statement, claiming, "We have decided to end our marriage. This was a very difficult decision. We have come to an amicable conclusion on all matters."

This will be Jennifer's THIRD divorce -- she was first married in 1997 to Ojani Noa, and again in 2001 to her backup dancer Cris Judd. This will be Marc's second divorce.

The couple got married in 2004 in their Beverly Hills home. They have two children.

Marc and JLo renewed their vows just last year on their 6th anniversary -- and back in May, they gave a steamy performance together on the season finale of "American Idol."

46-year-old Raul Armenteros -- aka Ramon from "Bang Bus" -- has been charged with 22 counts of animal cruelty ... after police discovered a small zoo of animals locked inside his parked van earlier this week, while it baked under the Miami sun.

According to reports, Armenteros and a friend had locked up 8 roosters, 4 guinea hens, 4 pigeons, 4 goats and 1 duck. The goats were tied up inside plastic bags, and one was dead by the time cops arrived.

Law enforcement tells TMZ, model SueLyn Medeiros -- we strongly recommend Googling her -- was pulled over last night in Hollywood after colliding with a parked car, and when she opened her DeLorean's gull-wing door, cops caught a "strong odor" of alcohol.

Police administered a field sobriety test -- and Medeiros, who had been driving with Claudia in the car, laughs the entire way through, prancing around barefoot ... needless to say, cops weren't impressed.

Medeiros then blew a .14 -- nearly twice the legal limit in California -- and was placed under arrest.

According to law enforcement, Medeiros bragged incessantly about being a rich model, and was extremely flirtatious with the officers.

According to police in Attleboro, MA ... Todd showed a pharmacist a cell phone note that said he had a bomb and demanded Oxycontin. He made off with six bottles of pain pills and fled via taxi.

But police say he was spotted in the cab and police were able to track it via the dispatcher ... to the Comcast Center where Coheed and Cambria were set to open up for Soundgarden.

Police said Todd was arrested without incident after he was identified by the cab driver, the pharmacist and by store surveillance video.

Hudson gave birth to a boy and Beckham popped out a girl.

Ford, who struggled with her own alcohol issues, founded the Betty Ford Center near Palm Springs in 1982, one of the premiere rehab facilities in the world.

Scores of celebrities have sought treatment at the facility -- including Lindsay Lohan, Chevy Chase, Kelsey Grammer, Elizabeth Taylor, Anna Nicole Smith, Ozzy Osbourne, Drew Barrymore, Johnny Cash, Liza Minnelli, Billy Joel, and David Hasselhoff.

Betty was 93.

The Manager's Co., Gotham NYC Entertainment, filed the suit today ... claiming the Situation dumped Gotham back in May for what he deemed a "lack of performance."

Gotham denies any poor performance -- but even if there was ... the lawsuit claims Sitch was contractually required to give Gotham 30 days notice ... and a chance to correct any issues.

Gotham claims it never got that opportunity -- and therefore Sorrentino is in breach of his contract.

In the suit, Gotham says it's managed Situation since the 2009 premiere of "Jersey Shore" -- and it not only discovered Sitch, but transformed "his career from relative obscurity to become an international celebrity."

Gotham is suing for damages in excess of $1 million.

Casey was found GUILTY on four counts of providing false information to a law enforcement officer.

Anthony was teary-eyed as the verdict was read. A judge has ordered Anthony to be fingerprinted immediately.

Anthony faces up to 4 years in state prison for lying to the cops -- one year for each count. Sentencing has been scheduled for Thursday morning.

Casey's parents seemed shocked when the first not guilty verdict was read -- and they got up and walked out of the courtroom during the reading.

After the judge wrapped things up, Anthony finally smiled and shared a giant embrace with her lawyer.
