3:04 PM PT -- 11/4 -- Raiders owner Mark Davis is speaking out on the Ruggs situation ... saying the team will continue to love and support him following his fatal car accident.
"It’s devastating," Davis told the Las Vegas Review-Journal as he choked back tears.
"Obviously a loss of life ... it’s just a tragedy."
Davis explains the team released Ruggs the football player ... but as a person, they're "not going to abandon him. He’s part of our family."
Derek Carr is expressing remorse over the Henry Ruggs accident ... saying he wishes he could've done something to help prevent the crash -- questioning, "Did I not let him know that I could be there for him at 3 AM??"
The Las Vegas Raiders QB spoke with reporters Wednesday about his ex-teammate's situation ... saying, "No one ever wants to see this, whether it's a football player or not. You never wanna see something like this happen and it broke my wife and I's hearts, honestly."
Carr says he actually got a text from Ruggs hours before the tragedy ... with the 22-year-old asking him to critique his swing while at Top Golf in Vegas.
"He literally texted me at midnight a golf swing, hit me and Hunter (Renfrow), 'How's my swing look? You guys need to help me' and just seeing that and then getting the news when we woke up, I just ... I don't even know how I'm supposed to handle that. How am I supposed to react?"
Carr adds his heart goes out to the family of the 23-year-old victim ... and he hasn't reached out to Ruggs yet, but he will in due time.
"I will always be here for him," he added. "That won't change and I prove that over course of time to him, not to anybody else, but he needs people to love him right now."
Raiders interim HC Rich Bisaccia also spoke ... sharing his condolences to the victim's family and saying, "We love Henry Ruggs."

1:35 PM PT -- Court records show Ruggs has posted $150K bond ... and has been released from custody. As we previously reported, the judge ordered the ex-Raider to stay away from alcohol. Ruggs also isn't allowed to drive.
Henry Ruggs was traveling 156 MPH seconds before Tuesday's crash, slamming into the back of a Toyota at 127 MPH, with a blood alcohol level twice the legal limit, killing a 23-year-old woman, officials say.
Ruggs appeared in court this morning for the first time with a gash on his face, wearing a neck brace, to answer charges he caused the fatal car wreck in Las Vegas.
The details are disturbing. Officials, in new documents obtained by TMZ Sports, say they examined the computer in Ruggs' car and determined he was going incredibly fast just moments before he plowed into the Toyota.
Law enforcement said in the docs he was only able to slow to 127 MPH at the time of impact.
Officials says both Ruggs' car and the Toyota rolled over 500 feet after the initial impact ... where the Rav4 caught on fire.
In addition to the 23-year-old woman who perished, she also had a dog in the car that died.
Officers say Ruggs -- who appeared to be impaired at the scene -- refused to participate in field sobriety tests ... before he was eventually transported to the hospital.
Police say during an investigation following the crash, they located a gun in Ruggs' Corvette.
Officials added at Ruggs' hearing that bloodwork revealed the NFL player had a BAC of .161 -- more than two times the legal limit of .08.
Ruggs' injuries are unknown at this time -- though police did say the wounds were "serious" in documents. His mug shot shows the gash on his face was deep.
Ruggs has been charged with DUI resulting in substantial bodily harm, and reckless driving. His bail was set at $150,000.
The judge banned Ruggs from consuming alcohol ... and also ordered him to abstain from driving. He also must wear an electronic monitoring device as part of his bail.
At the hearing, the judge noted he'd never seen a case where the defendant was traveling at such a high rate of speed.

Joker Japanese Man Dressed as Villain Stabbing Spree, Tokyo Train

A Japanese man dressed as the Joker went on a rampage with a knife while onboard a train in Tokyo -- and video of the passengers attempting to flee is absolutely terrifying.
Check out this wild footage from inside a subway car Sunday that was heading to the Shinjuku station ... where folks were running for their lives after a guy who's said to be just 24 years old started randomly stabbing people -- all while donning a Joker costume.
You can see passengers from one train car hopping to another in sheer panic, and then huddle up together on the opposite end ... obviously scared to death. It looks like a movie ... but it's as real as it gets.
Witnesses told police and local media that the man was brandishing a long knife smeared in what looked like blood -- something bystanders thought was a Halloween joke -- and then he started swinging it, successfully stabbing upwards of 10 people ... per reports.

He then began dousing the interior with a liquid of some sort ... and tried setting the train ablaze. That's why you're seeing all the smoke start to build up -- and why people were literally jumping out of windows to escape. All in all, cops say at least 17 people were hurt, to varying degrees.
The perp appears to have sat down after all the chaos ... and lit a cigarette with his legs crossed, seemingly taking in everything he'd just done. It's as eerie as it sounds. People from the outside filmed him through the door windows ... all he does he stare back and smoke.

It wasn't long before the cops showed up and arrested him on suspicion of attempted murder, among other charges. He didn't put up much of a fight either -- looks like the man cooperated with police and allowed himself to be taken into custody.
Cops say they don't have any clear motive just yet -- but we're sure this dude will get the grilling of his life to figure out why he did this.
BTW, this is apparently the second such public stabbing incident in as little as 3 months ... another one went down during the Olympics, where a guy also stabbed nearly a dozen people on a train.

Robert Durst 1st Mug Shot ... Since State Prison Transfer
-
Exclusive

Robert Durst is looking worse for wear since being shipped off to a California prison facility -- and based on how he's looking here ... he ain't gonna be in a cell for a long while.
The recently-convicted NY real estate scion posed for his first mug shot Thursday while apparently in a hospital bed of some sort. In the photo, obtained by TMZ, you can see Durst with his face mask pulled down to his chin ... and him solemnly looking into the camera.
Obviously, he appears quite frail and ill ... as he has been for some time now, but this is especially bad. Remember, the guy is recovering from a COVID-19 diagnosis that came down some 2 weeks ago, which saw him have to be relegated to a ventilator for oxygen.
As for where Durst is now ... he's been transferred from the L.A. County jail system to the California Health Care Facility in Stockton -- which is part of the CA state prison system, and which takes in and attends to their most health-impaired inmates.
Durst was taken to Stockton on Wednesday.
Durst was found guilty of murdering his friend, Susan Berman, just a few weeks ago -- and was handed a life sentence as a result.
Berman's killing is believed to have been tied to the 1982 disappearance of his then-wife, Kathy, whom many believed was also offed by Durst ... albeit, he was never officially implicated, until last week.
It appears prosecutors think they finally have the goods to pin him to the crime -- 'cause they filed charges against him after all these years ... so that case will play out in the future.
The guy's 78 years old, BTW.

The family of the 6-year-old boy in Michigan who was shot outside their neighbors' home while retrieving his bicycle has lawyered up ... and they're dragging the neighbors to court.
According to new legal docs, obtained by TMZ, Coby Daniel's father says his son is struggling to recover from the shooting, and the fam is anticipating some hefty medical bills in the future.
In his suit, Arnold Daniel claims his son is still in pain and shock from the incident, and will need to get professional help in the form of trauma counseling ... as well as psychiatric and psychological counseling.
Coby's dad says the neighbors, Ryan Le-Nguyen and Michael Inhmathong, should be liable for the damage because they knew children in the neighborhood played near their yard and had a duty to keep it safe for them ... and further claims Le-Nguyen had shown "aggressive behavior" toward the kids numerous times in the past.
As we reported ... Le-Nguyen allegedly shot young Coby in the arm after chasing him around with a sledgehammer. The neighbor was reportedly pissed Coby and a buddy left their bicycles on the sidewalk in front of his home.
Coby's dad is going after the neighbors for at least $4 million in damages.
We suspect Le-Nguyen's house won't be a popular stop this weekend for trick or treating.

1:38 PM PT -- The alleged victim -- who has a child with Chung -- told cops the former football player hit her in the face twice and broke her cell phone during a heated altercation Monday.
It's all spelled out in new court docs, obtained by TMZ Sports, in which the woman says she and Chung initially got into an argument over the way Chung was dealing with their son.
The woman said, per cops in the docs, that Chung had gotten upset with their son while at the ex-Patriots player's home in Norton, MA, and then drove the boy to her place in Milton.
Once he arrived, the woman said to cops that Chung told the boy, "Your mom's a piece of s***" ... and then pushed her to the ground when she got close to him.
Cops say the woman said she hit her butt, back and neck on the pavement as a result of the push -- and officers noted in the docs the ground was wet due to rain and her backside did have water stains on it.
The woman claimed, according to cops, that when she got up to confront Chung about the push, he struck her in the face with an open hand. She added that she then responded by hitting Chung in the face with an open hand.
Cops say the woman told them Chung then hit her again with an open hand, and then stole her cell phone.
Officers say the woman said Chung then got into his car, and before he drove off, he threw her phone, causing it to break.
Officers note in the docs the woman had "no physical marks" on her face, though they did say she complained of pain several times.
Cops say they eventually located Chung at his home in Milton and arrested him there.
10:55 AM PT -- Chung appeared in court Tuesday to face the charges ... and pled not guilty.
The judge released him on $10,000 bail. He's due back in court for a hearing on the matter in early January.
Former Patriots star Patrick Chung -- who won 3 Super Bowls with Tom Brady -- has been arrested for alleged domestic violence and vandalism, TMZ Sports has confirmed.
According to court documents, Chung was arrested by the Milton Police Department in Massachusetts on Monday.
Details surrounding the alleged incident are unclear ... but docs show prosecutors hit Chung with two charges on Tuesday -- vandalizing property and assault and battery on a family/household member.
The 34-year-old former New England defensive back is due in court later Tuesday for an arraignment hearing.
This is not Chung's first brush with the law -- as we previously reported, he was arrested back in 2019 after cops say they found him in possession of cocaine.
Chung was hit with a criminal charge over the allegations ... but he ultimately cut a plea deal with prosecutors to avoid jail time.
No word yet on if his arrest Monday violated any conditions of the agreement.

Mac Miller Drug Supplier Pleads Guilty to Fentanyl Charge

The man prosecutors say supplied the deadly pills that killed Mac Miller has acknowledged wrongdoing -- copping a plea deal that could see him behind bars for a long while.
According to court docs, obtained by TMZ, Stephen Walter entered a guilty plea with the feds on one count of distribution of fentanyl. The other drug-related charge -- conspiracy to distribute a controlled substance -- was dropped.
Prosecutors alleged Walter was the one who indirectly gave Mac's alleged dealer, Cameron James Pettit, deadly Percocet tablets that ended up causing MM to OD. As we reported, Pettit hit up Walter ... who then sent a runner to drop them off that fateful night.
As far as what's on the table for punishment ... the docs note there's a maximum sentence he could face -- more than 20 years in prison -- plus a lifetime of supervised release and a fine of $1 million. Prosecutors are recommending 17 years in prison and 5 years supervised release.
There's also this ... prosecutors make a point to say that Walter pleading guilty here means he was fully aware of what he was pawning off that night -- counterfeit oxycodone pills laced with fentanyl.
And, remember ... Walter was ALREADY on supervised release from a previous drug case in which he was involved.

Delonte West repeatedly hurled homophobic slurs and said he was a better basketball player than LeBron James during his arrest last week ... and the disturbing scene was all captured on police video obtained by TMZ Sports.
West was stopped by cops in Boynton Beach, FL, on Oct. 19 ... after officers say he was yelling and banging on a local police station's doors.
Cops say he was holding two open containers of alcohol -- one beer, one vodka -- during the episode ... so they ordered him to the ground.
That's when officers turned on their body cameras -- and you can see in the footage, they needed to point a taser at the former NBA player while insisting he gets down to get him to comply.
When West finally dropped to the floor, officers told him they were detaining him for "open container and resisting" ... and the 38-year-old then went on a lengthy, rambling rant that included anti-gay rhetoric.
West repeatedly used the f-word, called cops bitches, and claimed he was Jesus Christ and the President of the United States.
In his rant, West also said, "N****, I was better than LeBron James. I'm better than Jordan. I was the best n**** to play every sport. Shut the f*** up!"
West continued to spout words off incoherently before cops finally put him into the back of a squad car.
In the police report, officers noted West reeked of booze and appeared to be drunk.
West was ultimately hit with three charges over the incident, including obstruction/resisting without violence, open container and disorderly intoxication.
He's due in court for a hearing on the case next month.
West has battled substance abuse issues in the past, and entered into a rehab facility in 2020 with the help of Maverick's owner Mark Cuban to try to address the problems.

'Dads on Duty' Concerned Fathers Form Watch Group After Fights at Louisiana HS
A coalition of concerned fathers stepped up at their local high school after a series of disturbing fights broke out over the course of a week -- hitting the hallways to keep kids safe.
The watch group goes by "Dads on Duty" -- a team of about 40 papa bears in the Shreveport, LA area ... whose kids go to Southwood High School, which was plagued with melees among students that resulted in nearly 2 dozen arrests last month in just 3 days.
DADS ON DUTY: After a violent week of fighting at a Louisiana high school, parents knew something had to change. So, a group of dads decided to show up not just for their kids - but for the whole student body - to help maintain a positive environment. @SteveHartmanCBS has more. pic.twitter.com/Uux3qx48sd
— CBS Evening News (@CBSEveningNews) October 22, 2021 @CBSEveningNews
After so many brawls in such a short time span -- some of which were captured on video and shared on social media -- these fathers figured it was time to get involved directly ... and serve as hall monitors and patrolmen, of sorts, to help prevent more violence.
So far ... the effort is working. Per CBS, there have been zero incidents since September -- and students are confessing that having their dads there helps deter bad behavior.
One student says the "look" a dad may shoot at their kid works wonders on others as well -- and the mere presence of familiar father figures in the community appears to be making a major impact at Southwood in providing a sense of safety. Even on a tension level ... these guys have helped, joking with students and making sure everyone gets to class on time.
"Dads on Duty" break up their time on campus into shifts that work for everyone involved -- and their rationale for getting this together was ... nobody knows how to handle our own children quite like us ... so why not dive in and get hands-on on the ground floor.
I commend ‘Dads on Duty’ at Southwood High School in Shreveport, LA. When we invite men into our school communities and provide meaningful ways for them to engage — things change! https://t.co/lvh7a1DhiZ pic.twitter.com/FmjZ6yEDD7
— Dr. Duke Bradley, III (@dukebradley_III) October 23, 2021 @dukebradley_III
They also believe having strong males around the students does a lot of good for some kids who may not have fathers in their own lives.
The group says they have aspirations to take their movement to a national level -- and considering how well they've done for themselves in their backyard ... more power to them.

Nikolas Cruz -- the Marjory Stoneman Douglas High mass shooter -- doesn't deserve a second chance ... according to his victims' families, who want him sentenced to death.
The fathers of 2 of Nikolas' 17 victims tell TMZ ... they're not buying the courtroom apology Cruz offered Wednesday, and they say he shouldn't get another shot as his trial looms.
Max Schachter, the father of 14-year-old victim Alex, says straight-up ... Cruz "is a sadistic murderer and he deserves to die." Max also says his plea for a second chance is "laughable" and believes he should get the death penalty.
Tony Montalto, whose 14-year-old daughter Gina was among those gunned down, doesn't accept Cruz's apology either, saying ... "If he wanted to do something for our families, he would've not killed our loved ones."
The way Tony sees it ... Cruz didn't give his daughter a chance when he shot her 4 times, so why should he get a second chance at life???
10/20/21
As we reported ... Nikolas changed his plea to guilty Wednesday and told the families of his victims he was sorry and he loved them, while begging for a second chance and making it clear he doesn't want a death sentence.
Tony, who was in court to listen to Cruz, says the mea culpa was "ridiculous" and "painful" ... and he wants Cruz prosecuted to the fullest extent of the law as a way to deter future mass shootings.
Cruz is facing life in prison or the death penalty after pleading guilty to 34 counts -- 17 premeditated murder and 17 attempted murder -- and while he thinks it should be up to the families to decide his fate ... it sounds like Cruz might not like their answer.
