9/19 -- Wanda Barzee has been released from the Utah prison shortly after 7 AM PT Wednesday morning after more than 15 years behind bars.

Elizabeth Smart's kidnapper, Wanda Barzee -- who's set to be released from prison Wednesday after 15 years behind bars -- better stay away from her former captive ... or she'll be right back in prison.

Law enforcement sources tell TMZ ... once Barzee's out of prison, she'll be placed on supervised release by the U.S. Probation and Pretrial Services System. One term of her release includes no contact, of any form, with Elizabeth.

We're told this requirement is for the full 5 years of her supervised release. Once that ends, Elizabeth can go to court and ask a judge for a protective order -- and based on how she feels about Barzee ... we're betting she will.

Our sources say Barzee's housing arrangement ensures she won't be anywhere near Smart or her family, and federal probation officials will keep an eye on her while she's at home, and also at work, if she finds a job.

The feds will also be in contact with Elizabeth to make sure Wanda hasn't tried to contact her by phone or on the Internet. If she violates the conditions of her probation, Barzee will be brought before a federal judge ... who will likely sentence her to more prison time.

As we reported, despite the Utah parole board deeming Barzee unfit for release ... there's nothing it can do to keep her off the streets because state law requires her release by the time her sentence is complete.

Barzee pled guilty to helping kidnap 14-year-old Smart in 2002, and Smart says Wanda stood idly by as her other abductor, Brian David Mitchell, repeatedly raped her. Mitchell is serving a life sentence in Arizona.

Smart hasn't specified, but says she's taking extreme measures to protect her family.

Kanye West is moving to Chicago ... but that doesn't mean he's abandoning L.A.

Kanye made the announcement Monday at a Windy City event with Chance the Rapper, saying, "I gotta let y'all know that I'm moving back to Chicago and I'm never leaving again."

We know a thing or two about the latest development, and it has nothing to do with Kanye fleeing Los Angeles, where he lives with Kim Kardashian West and their 3 kids.

Sources close to Kanye say he and Kim have already found a home in Chi-Town and that's where we know he wants to establish his permanent residence, but they are keeping all of their properties in L.A.

In addition to the house they just built, they have multiple properties in L.A., including 300 acres that Kanye is developing, and that project is still a go.

We're told Kanye will move his Yeezy offices from Calabasas to Chicago.

It's a little confusing, but we're told Kanye views it this way ... that he will have a home base in Chicago, but apparently he believes he can have more than one home base.

2:38 PM PT -- Another eyewitness just walked us through what he saw ... he says Mark and Roma were walking up the stairs and stopped at the top to talk to someone. Within seconds, the eyewitness said, "Tom came charging up the steps and it was on." The eyewitness says it was clear Tom was there to confront Mark and, in a flash, Mark had his hands on Tom's throat, and Tom was tearing at Mark's shirt and ripping off his crucifix.

The eyewitness says it was all over in 15 seconds because "Survivor" host Jeff Probst separated them. The eyewitness also says Bryan Fogel was there filming the whole thing and it looked planned because the altercation was quick and without warning.

The eyewitness also says Tom was at the party for several hours telling people about the confrontation.

Tom has a show that premieres Tuesday, and the way the eyewitness put it, "Tom got the reaction he wanted. He got even more than he bargained for."

11:34 AM PT -- Tom just left the police station and provided more detail from the scuffle. He says Burnett choked him so violently he needs a doctor and he truly believed Mark wanted to kill him.

10:50 AM PT -- An eyewitness tells TMZ he saw the altercation this way ... Burnett and his wife, Roma Downey, had just arrived at the party and walked up the staircase to get inside. We're told just as they got to the top stair, Arnold came charging at them and pushed Burnett. The eyewitness says Burnett pushed Arnold back and then Arnold ripped Burnett's crucifix off his neck, breaking it. Arnold said it was a gold chain but in fact, it was a crucifix.

The altercation lasted no more than 30 seconds and they all stayed at the party.

Earlier in the day, Arnold told Salon.com he wanted to confront Burnett at the Emmys ceremony. Arnold also called Burnett a "p***y."

10:15 AM PT -- Tom is currently filing a police report with the LAPD.

Tom Arnold claims mega-producer Mark Burnett attacked him at a pre-Emmy party, but Burnett's wife claims it was the opposite ... Arnold ambushed Mark.

It went down Sunday night ... Arnold tweeted, "Mark Burnett just went apeshit & choked me at this huge Emmy party then he ran away with his torn pink shirt & missing gold chain. I'm waiting for LAPD."

Burnett's wife, Roma Downey, says Arnold "tried to ambush" her and Mark. She says Arnold hurt her and she posted a pic of a bruise on her hand, claiming Arnold was the culprit.

Arnold, who said he was waiting for the LAPD, fired back, "Bullshit. You lie your crazy husband attacked me you psycho. I'm filing a police report & suing you for defamation."

We checked with LAPD ... so far no report.

Right after the fight, Tom posed for pics with other people in the party, including Patton Oswalt and Billy Eichner ... who cheekily said, "Everyone in LA is shaken. Hold your loved ones tight."

Arnold has been working on a show for Vice ... a show about so-called "hidden Trump tapes." One of the things Arnold is after ... the outtakes from "The Apprentice," which Burnett created and produces. Arnold believes the tapes reveal Trump using the n-word and other epithets. Burnett has said he has no access to the tapes because they're owned by MGM.

Nipsey Hussle's L.A. clothing store was the backdrop for fighting and gunfire Friday.

Eyewitnesses tell TMZ 2 customers got into an all-out brawl in the parking lot. One of them was getting beaten up pretty badly, and that guy decided to even the playing field he'd pull out his gun and fire shots in the air ... which he did.

The beater got the message and fled.

Cops were called to the Crenshaw-area store and found blood in the parking lot. When they went inside the 3 employees refused to talk.

Nipsey was not at the store, which has become quite the thing in the area ... super popular.

Nipsey was in NYC at the Diamond Ball.

Cops want to review surveillance video, but it's unclear if the people who own the cam are willing to fork it over.

"Dude, You Crashed My Car" would be a great sequel to "Dude, Where's My Car?" ... and it would probably be based on the hijinks of Brandon Gomes from "Siesta Key" ... whose car was WRECKED after letting his buddy behind the wheel.

The violent crash went down Thursday night in Sarasota, Florida ... after former 'Siesta' costar Carson Wall ran a red light in a 2007 Cadillac ... triggering a 3-car crash. According to a police report ... the Cadi belongs to Brandon, but Carson was the one behind the wheel.

Carson told cops the light was yellow when he entered the intersection, but drivers in the 2 other vehicles -- a 2017 Audi and 2008 Toyota truck -- all said they squarely had the green.

The impact was so violent it ricocheted the Cadi into the Toyota, which caused the Cadi to crash into a signal pole before striking a wall.

Cops say Carson -- who injured his left arm -- was at fault. He was cited for failure to stop at a red signal. "Dude, Where's My Uber?" as part 3?

Mel B agreed to submit to random drug testing to prove she's a fit parent, and so far ... it looks like a good decision.

Mel was tested for drugs and alcohol 3 times recently -- on September 6, 7 and 10 -- and the results were negative for all of them ... according to new legal docs obtained by TMZ.

To be clear ... the results show she tested negative for everything -- alcohol, marijuana, cocaine and addictive painkillers.

We broke the story ... the Spice Girl agreed to submit to the testing for a limited time as part of her ongoing custody battle with Stephen Belafonte. This came after a member of their household staff accused her of being an alcoholic and a sex addict who's unfit to retain custody of their kids.

Mel strongly denied the accusations, and now has test results to back her up ... at least pertaining to the alcoholic claims.

As part of their last settlement, Mel B also agreed to submit to a child custody evaluation with psychological testing. In new legal docs, Belafonte proposed a list of custody evaluators.

Adrien Broner terrorized his Uber driver -- and now he's paying the price ... he's been BANNED from using the app ever again all because he's the passenger from hell, TMZ Sports has learned.

The boxing star captured his out-of-control ride on his own social media earlier this week -- trying to turn up from the backseat when Drake and Travis Scott's hit "Sicko Mode" started playing.

Broner leans over and unleashes a full-throated scream right in the driver's face -- before grabbing the volume knob and turning it to the max.

Then he started wildly dancing -- while the driver tried to focus on driving in the rain.

Finally, the driver has enough, slams on the brakes and pulls the car over -- demanding Broner and his crew get the hell out of the vehicle immediately.

A rep for Uber tells us ... company officials looked into the incident, and decided Broner's behavior was unacceptable and his access to the app has been revoked.

Rihanna's fashion show was eventful, both on and offstage, because we've learned one of the models went into labor.

It went down Wednesday night at the Savage X Fenty show in Brooklyn, NY. Slick Woods was super pregnant as she rocked black pasties and lingerie with cutouts ... along with nude-colored, thigh-high pantyhose.

The crowd loved it, but just as the 22-year-old walked backstage, we're told she went into labor. We're told paramedics showed up to help Slick along. She was taken to the nearest hospital.

The baby boy's name will be Saphir.

Young Thug's got a brand new mug shot after surrendering to cops in Georgia to face multiple drug possession charges.

The rapper turned himself in Tuesday and remains behind bars. He's been held without bail, but will get to face a judge Thursday afternoon during a hearing to decide if he'll be allowed to post bail.

As TMZ first reported ... there was a grand jury warrant out for Thug's arrest in DeKalb County after he was indicted on 8 felony charges ... including possession and intent to distribute meth, hydrocodone and weed.

Sources close to "NCIS: New Orleans" tell TMZ ... Geoffrey arrived on set Tuesday in the Big Easy to shoot scenes for an upcoming guest starring role on the hit CBS show. It's unclear how long he'll be working on the series, but we're told he's there until Thursday.

Our sources say producers of 'NCIS: NO' reached out to Owens after the TJ's pic went viral and offered him the gig. He'll reportedly play Commander Adams, an old and valued friend of lead character Dwayne Pride ... played by Scott Bakula.

The episode is slated to air in late October.

As we reported ... this isn't the first benefit that's come for the former 'Cosby Show' star after being job shamed for working at Trader Joe's. Tyler Perry offered him a 10-episode job on his show's upcoming season on OWN -- which Owens accepted -- and Nicki Minaj vowed to send him $25k.

Couple developments in the rumored Paulina Gretzky, Dustin Johnson split ...

1) A deeply connected source tells us they're NOT broken up.

2) The alleged mistress is adamant she NEVER hooked up with the PGA superstar.

Here's what we know ... Paulina ignited the breakup rumors after wiping all traces of Dustin from her Instagram page (don't worry, her bikini pics are all still there).

Reports surfaced shortly after that a woman named Yassie Safai was "at the center" of the split -- the insinuation was that Dustin had an affair with her behind Paulina's back.

But now, Yassie has broken her silence ... saying, "I am not in a relationship with Dustin Johnson. Nor have we had any prior relationship."

She explained, "I met Dustin Johnson at Sherwood Country Club. I have run into him at Sherwood maybe 4 times since then and yes briefly spoke with him, like I'm sure any avid golfer and member would."
