Kourtney Kardashian is being indirectly blasted by the Mayor of Malibu -- who says folks working on behalf of her company appear to have gotten a rubber-stamped "A-OK" for a shindig in the 11th hour ... by none other than the City itself.

Mayor Bruce Silverstein laid it all out on Facebook Saturday -- detailing what he claims was a shady sign-off on a permit that allowed Kourtney's camp to host a private event at a home they rented in the Mayor's neighborhood ... which he later came to learn was tied to her Poosh brand.

It's worth reading his post to get the full context of what he's alleging here, but essentially -- it amounts to preferential treatment that he says is far too often granted to the rich and famous of Malibu. This time, he says it just so happened to work out for a Kardashian.

As for what he's specifically fuming over ... Silverstein says when he noticed the event getting set up at this empty house next door this week -- with truckloads of crap getting unloaded -- he asked what was going on ... and says he was told it was an influencer event. The Mayor says he informed the organizers that they needed a permit for that sort of thing -- and then proceeded to follow up with City staff to see if that was actually happening.

We'll spare you all the details, but basically ... the Mayor alleges that the City approved a Special Events Permit for the event planners working on behalf of Poosh -- and he goes on to claim that it seems to have been green-lit in record time, and under what he claims are possible false pretenses ... as it pertains to what the event was described as, how many people would be attending, the setup/breakdown procedure and resident notice required.

And yet, the Mayor claims everyone appears to have just looked the other way on all of it -- and he suspects all of this was done to appease a high-profile resident of the area.

The Mayor says he's disheartened by this -- as he goes on to explain that the regular citizens of Malibu hardly ever get the red carpet rolled out for them for things they wanna do -- having to wait weeks for a permit, as he notes -- but for a celeb ... immediate turnaround. He also says these type of events are a huge headache for the normies -- both in a safety capacity, but also as a general nuisance when it comes to noise, traffic, etc.

Silverstein says this is part of a much larger issue that he aims to address soon at the next City Council meeting ... and while he certainly seems upset with Kourtney and/or the people working with her on this particular get-together, he's much angrier at the powers that be that he suggests are willing to bend the knee at a moment's notice ... a culture he's tired of.

A couple points worth noting ... Poosh documented their Malibu bash on social media (it's all over their IG Story) but it's not clear if Kourtney herself attended it. Silverstein doesn't say she did or didn't ... but he does sound angry that her brand was given a clear path to seemingly do what it wanted at the drop of a dime -- at least according to him, anyway.

One last nugget that's worth mentioning ... we've learned that the Poosh party was actually put together via a major PR agency (Harper Sloane) -- so Kourtney's involvement in this is truly unknown at this point. Yes, she's the face of the company -- but we have no idea whether she herself knew about this event or what her participation in it was, if any.

The status of their relationship has felt a little iffy at times -- especially as Brit has continued airing grievances about her family at large on social media -- but after hearing this ... it would appear the Spears sisters are on somewhat good terms right now.

Jamie Lynn is getting seriously accommodated ahead of her time on 'DWTS,' which kicks off Oct. 10. She's been allowed to rehearse near her home in Tennessee, on account of the fact she's a hands-on mom of 2.

Several Giants and 49ers fans got into such a wild fistfight in the stands following their game Thursday night ... at least two people were left bloodied.

The brawl went down just minutes after San Francisco beat New York at Levi's Stadium in Santa Clara, Calif. ... after a witness said fans had been trash-talking so much, one of them threw a beer that landed on a woman.

According to the bystander, as soon as the liquid fell on the lady ... a melee immediately broke out -- and in footage from the scene, obtained by TMZ Sports, you can see things got violent in a hurry.

One fan wearing a Joe Montana jersey was punched in the face so many times, his nose gushed blood.

Just feet away, two Giants fans were seen throwing haymakers at a guy in Niners gear ... hitting him so flush in the face, a cut opened above his right eye.

To the SF supporter's credit, he fought off the men ... landing several punches of his own -- before bolting from the area.

One witness tells us authorities did ultimately come to the stands to address the fracas ... though by the time they arrived, nearly all of the combatants had left.

A spokesperson for the Santa Clara Police Dept., however, tells us they are investigating the incident further.

The viral golfer who ripped his shirt off and threatened to fight others is no longer welcome at the scene of his bizarre outburst ... TMZ Sports has learned.

The golfer has reportedly been identified as John Reeb, a middle-aged man from Ohio with an extensive criminal history.

We spoke with Heather Ryan, the general manager of Crooked Creek Golf Course in Ottawa Lake, MI, who tells us Reeb is permanently banned from the course due to the behavior he showed in the viral video.

We're told the people Reeb threatened reported him to Crooked Creek staff shortly after the incident ... Reeb was then asked to leave the course and told he couldn't ever come back.

Heather tells us Reeb has also been banned from Cherrywood Golf Club ... another course they own in Ottawa Lake.

They've had a rocky relationship over the years, but it appears Tori Spelling has decided to put all that aside to wish her mother, Candy, a very happy birthday.

Candy turned 78 Wednesday, and Tori took to Instagram to celebrate, posting a series of sweet pics of the two with the caption, "I love you. Grateful to be your daughter. Some of my happiest memories involve laughing so hard with you that we were happy crying uncontrollably and you doing your LOL wheeze…"

She continues, "I never take for granted the beautiful life you raised Rand and I in with Dad. And, I am such a resilient and strong human and I owe so much of that to you. Strong 💪 women run in our family. I’m passing it on. Loved and still love watching horror films in bed with you. Always. Xo"

The message is as nice as it is surprising, given the pair's history -- Candy's accused Tori in the past of shunning her, keeping her grandchildren from her and has allegedly held money from Tori when Tori's struggled in the past.

"Jersey Shore" star Ronnie Ortiz-Magro says he's grown a lot and turned his life around over the last couple years ... and believes he's ready to get back to work on the show that made him famous.

We got Ronnie Wednesday at LAX, and we talked about his appearance on the reality show's spin-off, "Family Vacation," something he loved doing so much, he says he'd be down to turn his current role into something more permanent, too.

BTW, we asked if he interacted with his ex Sammi Sweetheart -- with whom he had an explosive relationship -- but he's not ready to spill all the deets. It's definitely one major hurdle producers would have to clear, IF they share Ronnie's interest in him coming back.

As we reported, though, the 2 were under the same roof while filming in Florida earlier this year.

Remember, Ronnie stepped away from the series years ago after a slew of domestic violence arrests and issues with his ex-GF, Jenn Harley -- with whom he shares a daughter.

Danis didn't let up on Wednesday, posting a selfie of Nina in just her underwear. He also posted a Tweet from Donald Trump Jr.'s X account, which had been hacked, claiming he had a sexual relationship with Agdal.

We broke the story ... Agdal filed a lawsuit against Danis earlier this month, claiming he posted "despicable" things about her on over 250 occasions.

Nina claimed to have been humiliated by the posts which she says have caused "emotional distress and reputational harm."

Agdal even suggested "Danis had hacked [her] personal account or had obtained the private video from someone who had done so" ... as she said a video Dillon posted was only available in her private Snapchat archives, presumably only accessible to her.

Perhaps it shouldn't be a surprise Danis hasn't relented ... after the suit was filed, he said straight up said he wouldn't quit.

"Nina Adgel [sic] has filed a massive lawsuit against me. She filed a restraining order against me and is seeking prison time, so the fight is in jeopardy if I’m in jail," Danis wrote, adding, "This is actually wild but I won’t stop f*** the system come get me. Logan Paul is a dead man walking."

After dodging process servers for days, Danis was officially served with the lawsuit on Monday, and the tense incident was captured on video.

Lil Kim is one of several hip hop legends picked to grace Ebony magazine's new cover to celebrate the culture's 50th anniversary, but one of the people involved in the job isn't taking credit for the photo-op!!!

Fans took serious issue with Kim's front page spread on Tuesday, for its cutout-like appearance and NFT glow as the publication rolled out others with 50 Cent, Busta Rhymes, Rick Ross and Swizz Beatz.

Renowned photographer Keith Major, who served as Director of Photography for the project, clearly couldn't stomach seeing his work slandered in such fashion and hopped into The Shade Room to let a complainer know Kim had the final say on the cover writing, "Man, she wanted to be in control of the retouching so this is what we got."

It's up for debate if Kim even likes the cover ... she hasn't shared it on her IG yet but still has her commemorative XXL cover from May posted on her IG which says a lot.

Most of my inner conflict with people is knowing the enemy is right in front of me but I kept them because I loved them !!! I'm extremely sensitive to anybody laughing at someone or bullying in any way !!!"

She goes on ... "There's so much I've kept private that's gone on with me personally and maybe one day I can let people know ... until then, there's 3 sides to every story !!! Your side, my side and the truth !!! The child within is the trust, the girl in the middle is the truth ... watch it NOW with no sound !!!"

Although she doesn't specifically mention her family, it's pretty easy to connect the dots ... "The enemy is right in front of me but I kept them because I loved them."

Britney's book is due out next month, and based on her latest words, it does not seem like the relationship between her and her family has been repaired.

Dillon Danis has finally been served ... after dodging and weaving a process server for over a week, the fighter/online troll was officially notified Nina Agdal was suing him, and TMZ Sports has video.

It all went down Monday morning outside the Jersey City (NJ) building where the 30-year-old fighter lives.

The process server was waiting for Dillon ... and when he approached with two buddies, the guy said "I have a document for you, Mr. Danis," as he attempted to hand a brown envelope to the fighter.

But, Dillon refused, responding ... "That's not me," as the men walked towards the doors to his building. The PS was told he couldn't go inside, so he placed the document on the floor.

Danis and process servers had been playing a game of cat and mouse for days, with Dillon even pretending he was in North Korea. He also posted images and surveillance video of unsuccessful servers who were waiting for him.

Of course, we broke the story earlier this month ... Agdal, whose fiancé Logan Paul is fighting Danis on October 14, filed a lawsuit and restraining order against Dillon, claiming he was incessantly bullying and trolling her online (250+ times).

In her suit, Agdal says she's suffered humiliation, emotional distress, and reputational harm ... and even claims Danis broke State and Federal law on one occasion when he allegedly gained access to a private video on her phone.

Now that Danis has been served, he'll have 21 days to answer the complaint, per New Jersey law.

Akademiks and Vic Mensa going tit for tat over Chicago's rap scene is one of hip hop's most viral beefs to date -- but they've both decided to bury the hatchet now, thanks to each's personal growth.

Vic and Ak dapped it up Monday for the latest installment of the "Off The Record" podcast ... and both expressed how they've developed admiration for one another.

Vic famously went at Ak's throat in 2017 over his coverage of Chicago drill rappers and the two continued to trade shots even up until several months ago.

Vic says his remarks over the years stemmed from a place of hurt ... after seeing his slain homie Tray 57 on Ak's "The War in Chiraq" YouTube channel.

For his part, Ak says he would've reported on the culture differently in hindsight, and also admitted ego prevented him from righting his wrongs.

Their conversation spiraled for more than 2 hours, and seems to spell the beginning of a fruitful partnership down the line!!!
