Tyler Perry is standing by the mother of the Florida man who went missing in 2004, and says the missing person case smells like an old-fashioned southern lynching at the hands of a rogue cop.

Tyler was on "TMZ Live" to discuss the Terrance Williams and Felipe Santos cases. He'd just announced he's offering $200k for information that helps solve the mystery of their disappearances. Felipe went missing in October 2003 and Terrance in January 2004 -- and the connection between them is Collier County Sheriff's corporal Steven Calkins.

Calkins was the last person to see both men alive -- they both went missing after he'd pulled each of them over in separate, but eerily similar, situations.

Tyler says Terrance's mother isn't giving up -- she's filed a civil lawsuit -- and he isn't either. He told us why he doubled the reward money, and how several cops are doing their parts to nail a suspect.

Brett Kavanaugh was in no mood to meet a father whose kid was killed during the Parkland shooting -- snubbing his handshake attempt during a SCOTUS confirmation hearing.

Judge Kavanaugh's morning session in front of the Senate Judiciary Committee on Capitol Hill was put on pause Tuesday, and as Trump's pick for the Supreme Court was getting up to leave ... Fred Guttenberg approached him out of nowhere with his hand extended.

He's the father of Jamie Guttenberg, one of the 17 killed earlier this year in the mass shooting at Stoneman Douglas High School. Rather than engage Fred, however, Kavanaugh shot him a confused look and turned away ... refusing to talk to the guy.

Fred addressed the awkward situation on social media, saying Kavanaugh apparently didn't want to "deal with the reality of gun violence." Fred's been incredibly outspoken about enacting more effective gun control in the wake of the shooting.

Anthony Anderson will not face charges for allegedly assaulting a woman ... TMZ has learned.

Anderson was accused of the attack earlier this year when a woman went to the LAPD. The specifics of her claims were unclear, but were enough to trigger a police report and then have the case shipped off to the Los Angeles County District Attorney's Office.

Law enforcement sources tell us the D.A.'s office rejected the case Friday, deciding not to charge him with anything because the woman refused to cooperate and there was not enough evidence to go forward.

Neither Kevin Spacey nor Steven Seagal will face charges for alleged sexual assaults that took place about 25 years ago ... TMZ has learned.

According to new legal docs ... the L.A. County D.A. declined to file charges in the cases against the actors for alleged incidents that took place in the early '90s.

In the Spacey case, a man claimed he was sexually assaulted in 1992, but the D.A. concluded it was well beyond the statute of limitations, and "Therefore, an analysis of the strengths and weaknesses of the evidence is not warranted."

The D.A. made a similar conclusion for Seagal, who was accused of sexual assault by a woman in 1993 ... so he won't face charges either.

Tyler Perry's upping the reward for any info that leads to solving a mysterious case of 2 missing men in Florida ... in which a former cop is the main person of interest.

The famed actor and filmmaker just made the announcement in Naples, FL ... he's offering $200k for any help in the cases of the missing Collier County men -- Felipe Santos and Terrance Williams.

The story of the 2 men is a strange one -- Santos went missing in October 2003 and Williams in January 2004, but there's a connection between them ... the last person to see them both alive was Steven Calkins, a corporal with the Collier County Sheriff's office at the time.

Perry has been involved in trying to solve the mysterious disappearance for years, and had already offered a $100k reward before doubling it Tuesday. He's also close to Williams' mother, who was at the presser as well ... along with civil rights lawyer Benjamin Crump.

Crump announced on top of the reward money, Williams' family is filing a wrongful death suit against Calkins in hopes of getting testimony out of him.

The former cop was seen pulling over Williams in 2004 near a cemetery, but originally told another cop Williams' car was abandoned. He even denied having any contact with Williams, but later his story changed and he said he dropped him off at a Circle K.

The story of Santos' disappearance is eerily similar to the Williams case. Calkins was dispatched to the scene of a minor car accident involving Santos, allegedly arrested him for driving without a license ... but Santos was never booked at the local jails. Calkins told investigators he dropped him off at a Circle K as well.

LiAngelo Ball wondered if his stealing incident in China was the reason he didn't get selected in the NBA draft ... saying, "the sh*t I did off the court" might have cost him.

It all went down in the latest episode of the family's Facebook docuseries, "Ball In The Family" ... where cameras caught the middle Ball bro's reaction to not being picked to join Lonzo in the Association.

"I don't know, I guess it's the way I play, I guess," Gelo says of why he thinks he didn't get drafted.

"Or the sh*t I did off the court."

Of course ... Gelo -- along with 2 teammates from UCLA -- were detained in China after stealing several pairs of designer sunglasses and other accessories from multiple stores in Hangzhou.

LiAngelo was suspended from the Bruins indefinitely ... and LaVar eventually pulled him from school to play ball in Lithuania.

Ball joked about the whole ordeal in a Foot Locker ad released just days before the draft ... but it doesn't seem he found it very funny after not being picked.

"Sucks that I didn't get drafted tonight," he said on the show.

Gelo's been hooping in the JBA -- LaVar's startup basketball league -- ever since, waiting to catch on with any NBA team that'd be willing to add him to the roster.

Ball has previously told us he's had interest from NBA teams -- but so far, no one has pulled the trigger on signing him to a deal.

Cardi B's coping with serious issues since having Kulture, and says that's why she's calling for a time-out on a lawsuit against her ... according to new legal docs.

Cardi's legal team filed a motion asking for an extension of the deadline for her to answer lawyers' questions. The rapper was sued last year for using a tattooed model on her album cover because the plaintiff believes the image uses HIS tattoo design.

In the docs, obtained by TMZ, Cardi's lawyers say she suffered "unanticipated post-partum complications" that were significant enough to force her to cancel her tour with Bruno Mars, among other things.

They add that her condition has made it nearly impossible for her to fully participate in completing the investigation and sitting for a deposition.

As we reported ... Cardi had previously responded to the man's suit, saying the 2 people in question (the guy suing and the guy on her album cover) were completely different people, and that the alleged matching back ink isn't even really the same.

The guy who supplied Demi Lovato with drugs, got high with her, and openly talked about the hours leading up to her OD ... will not be arrested or even investigated by the LAPD.

Brandon Johnson spoke with our camera last week -- detailing the 4 AM text message he says he got from Demi asking him to come to her Hollywood Hills home -- and telling us she was well aware the pills she was taking were the risky "aftermarket" variety.

His brazen admission might, understandably, make you think Brandon's next interview would be with police detectives -- but our law enforcement sources say he's off the hook.

We're told he won't be investigated for the incident because an overdose is categorized as a medical emergency, and a self-induced one at that. Bottom line is ... Johnson walks free.

TMZ broke the story, paramedics raced to Lovato's home July 24 for an unconscious female and she spent 2 weeks in the hospital after the OD. Sources connected to the incident told us Demi and Johnson had freebased oxycodone pills that were likely laced with fentanyl.

Demi has since checked herself into a rehab center on the East Coast and made a brief trip to a facility in Chicago as well.

Our Demi sources say there's no set time frame for her treatment, but it will be substantial.

Actor Ray Diaz -- who starred alongside George Lopez for one season on "Lopez" -- says his ex-gf's domestic violence accusations are derailing his chances of working in Hollywood ... and she's the one who's actually been abusive towards him.

The actor tells TMZ ... he's had trouble landing acting gigs since his ex accused him of beating her. TMZ broke the story ... Ray's gf at the time alleged his violent ways resulted in scratches on her neck and bruising on her leg. However ... Diaz says she's the one who has flown into violent rages with him in the past ... forcing him to run to court and file for a restraining order. For the incident Diaz was not charged.

According to docs obtained by TMZ ... a judge granted the restraining order last week and Diaz's ex must now stay at least 100 yards clear of him for a year. She's also been ordered to take down any images of him from her social media.

We reached out to Ray's ex, so far no word back.

2:17 PM PT -- TMZ's obtained a new video of the shooter pointing his gun in the air and firing 2 rounds before deputies returned fire with 4 rounds of their own.

A man was shot outside an Ice Cube concert, and seconds after he went down you hear a fan ask, "Can I get a refund?"

Cops say 22-year-old Daniel Elizarraras was at the legendary track Saturday in San Diego County where the horses were racing and a Cube concert was to follow. During the 10th and final race, Elizarraras went to the ticket window but was turned away, after being told the concert was sold out.

Cops say he became irate and fired several shots into the crowd. No one was hit, but San Diego Sheriff's deputies returned fire and Elizarraras went down. You hear 4 shots fired at him.

The announcer who is calling the race is heard saying, "There's gunfire at the track!"

There were 18,000 people on hand for the Summer Concert Series at the Del Mar Fairgrounds. The concert went on as scheduled.

Imagine being told the rare diamond you sold for $3.75 MILLION is now back on the market for around $7 MILLION ... and could be worth more than $10 MIL. How would you react?

Drew Brees could only shake his head ... according to legal docs obtained by TMZ Sports.

It's all part of the QB's war with his old jeweler, Vahid Moradi -- who Brees is suing, claiming he's been ripped off for millions over the years.

One of the pieces at the center of the war is a 4.09 carat blue diamond Drew bought in 2015 for $8.1 million.

As we previously reported, Brees suspected he was swindled by his jeweler so he brought it to another appraiser who valued it at a mere $2 million.

Now, according to new legal docs, we've learned Drew sold the ring in the spring of 2018 for $3.75 million ... a number he seemed satisfied with based on the low appraisal.

But Moradi's attorney, Eric George, suspected something fishy went down -- since the man who appraised the diamond got a commission for brokering the deal with the new buyer.

During the deposition, George hit Brees with a bombshell -- saying, "Would it surprise you to know that it's being offered right now at a wholesaler's for $6.8 million?"

Drew's response according to the transcript -- "[Brees shakes head]."

Yeah ...

George then told Brees if the diamond were to be sold at a retail store like Tiffany, the price tag would be in excess of $10 million!!!

We reached out to Drew's attorney, Andrew Kim, for comment who told us the new price tag may not reflect the true value of the diamond -- and doesn't take away from the fact Drew feels scammed by Moradi.

"[The wholesaler] is offering it at what he's offering it. The real story is what he's able to sell the piece for. We'll be fairly surprised if he gets anything close to what he's asking for."

Charles Manson's pen pal has a handwriting expert in his corner ... as he fights to legitimize the last will he says Manson left behind.

We're told Michael Channels will soon submit docs in court with an opinion from a handwriting expert who claims to have compared the will with more than 2 dozen letters, envelopes, postcards and appeal forms with Manson's signatures ... and the expert concluded Manson really did sign the will.

According to the docs, obtained by TMZ, the expert examined height proportions, spacing, fluidity and unique embellishment strokes. Her professional opinion is Manson wrote and signed the second page of the questioned will.

In the docs, the expert says she's worked on over 1,200 document examination cases. According to the docs, her conclusion identifying Manson as the author is considered the highest level of confidence an expert can offer.

Ex-'Top Gear' host Richard Hammond and a bunch of his houseguests were gassed and robbed in the South of France ... according to the guy's wife, who was also there.

Sunday Express columnist Mindy Hammond told the outlet Sunday that she, Richard and a large group of friends staying with them had been burglarized recently while staying at a villa in Saint Tropez -- after she believes they were all knocked out with anesthetic gas.

She says the terrifying experience went down over a weekend, in which 15 guests -- herself, Richard and their teenage daughter included -- woke up one morning to find that everyone's wallet and purses had been ransacked of cash, not to mention their kid's watch.

Mindy goes on to explain that everyone's doors were open as were dresser drawers, as if someone had rifled through them in search of more loot. She says they discovered a neighboring property had also been robbed in the night ... which got cops involved.

Luckily, this story has a happy ending. Mindy says two of the alleged robbers were caught on CCTV on the grounds and were arrested within 48 hours of the heist. Apparently, gas-based burglaries have been happening on-and-off in the area for a few years now.

Teresa Giudice claims Chief Keef plastered the inside of her mansion on the cover of his mixtape without getting permission ... so she's gunning to sue.

James Leonard Jr. -- an attorney for the 'Real Housewives of New Jersey' star -- tells TMZ she and her family noticed Chief put what looks like a pic of their Montville Township, Towaco home as the cover art for his new project, "Mansion Musick."

Leonard Jr. says this is clearly something Teresa and co. deserve to be compensated for, adding it's an invasion of their privacy.

It might be an uphill battle for Teresa -- the photo was once used to market the house when it was for sale a while back, so it's not exactly a private family photo. They ended up not selling.

BTW ... looks like Teresa's not a fan. She only found out about the cover art because one of Teresa's daughter's friends follows Keef and noticed the cover art matched the crib.

The mixtape dropped in July.

Another side note ... this house is one of the homes the Giudices nearly lost a few years back during their legal troubles. One of their NJ homes ended up getting demolished after it went up for auction with an opening bid of $100.

9/4 -- Norman's attorney, David Diamond, tells us his client was the one who was attacked that night at the club. Diamond says 3 men (including the one injured) went after Norman, but Norman did not fight back, he only stayed in a defensive stance until security intervened.

Diamond continues, "My client voluntarily went to give his statement to law enforcement and no charges have been filed. The security footage coupled with the witness statements will show that my client is clearly and without any doubt, innocent."

Mick Jagger's daughter is allegedly dating a VERY violent man ... 'cause he got busted for punching the hell outta another man so badly he needed brain surgery.

Law enforcement sources tell TMZ ... Georgia May Jagger's BF, Norman Theuerkorn, was at the Blind Dragon in WeHo last month when he approached 2 random men and said he was a famous actor. He's actually a model with the Two MGMT modeling agency. One of the guys is Andrew Knight, who claims to be Suge Knight's son. The other is Andrew's BF, Darren Young.

Cops say Norman touched Darren's leg and told him he was beautiful. Both Andrew and Darren were not amused and told Norman to scram.

About 20 minutes later, our sources say Norman returned and punched Darren so hard in the head, he fell and suffered a nasty gash on his head that led to internal bleeding and, ultimately, brain surgery.

Emma Gonzalez -- who survived the shooting at Marjory Stoneman Douglas High School and was one of the leaders of the anti-gun movement it spawned -- wants to lock down the rights to her famous "We Call BS" tagline.

Gonzalez took center stage at a gun control rally in Ft. Lauderdale back in February, just days after 17 people at her school were shot and killed. Gonzalez's speech took on politicians, the NRA and even Donald Trump. Below is a transcript from a portion of what Gonzalez said ...

"They say a good guy with a gun stops a bad guy with a gun. We call BS. They say guns are just tools like knives and are as dangerous as cars. We call BS. They say that no laws could have been able to prevent the hundreds of senseless tragedies that have occurred. We call BS."

Now, Gonzalez has applied to trademark the "We call BS" tagline. In docs -- obtained by TMZ -- Emma wants to use the phrase on everything from shirts and mugs to hats and bandanas.

It's clear why she wants the trademark, writing in the docs that her goal is, "Promoting the interests of concerned parties and promoting public awareness of the need for promoting gun safety."
