9:20 AM PT -- Law enforcement sources in the U.K. tell TMZ that Emma Fairweather's suggestion that she's been ignored by police investigating the crash or that there's some sort of cover-up happening is simply not true. We're told the Norfolk Police are treating this collision as they would any other, and the fact Prince Philip was involved bears no weight in how cops have handled things. Our sources say the only thing that's unique about this case is that a family liaison officer was assigned to Emma, due to its high-profile nature.

Interestingly enough, Emma claims the liaison officer who was assigned to her promptly resigned ... allegedly because she was asking too many questions and was difficult to deal with. Our law enforcement sources dispute that characterization, saying Norfolk Police reached out several times over the weekend to answer any lingering questions she had, and that she never called back.

Regarding the investigation, we're told that it's ongoing and that any "appropriate action" necessary will be taken by the time it's over.

A Norfolk Police spokesperson tells us that officers plan to take Emma's statement on Tuesday, adding that arrangements to do so were made last Friday.

The woman who was hurt in a crash involving Prince Philipsays she was told to shut her yap and also claims the gravity of her injuries have been seriously downplayed by what she suggests is a cover-up effort by police on behalf of the Royals.

In an interview with the Mirror, Emma Fairweather says she was told by authorities not to speak to anyone following the accident and to expect a call from the Palace ... presumably from Philip or the Queen herself to offer an apology, well-wishes or ... something.

She claims that personal call never came, and instead ... a police family liaison officer phoned, passing on some vague message from the Royals.

Emma also claims the family liaison officer would call to check in on her in the aftermath of the accident ... adding that shortly after speaking with the officer, a report came out detailing her status, which she says mischaracterized her well-being just 'cause she'd been discharged.

Emma -- who was a passenger in the vehicle that Philip hit -- suffered a broken wrist in the accident on Thursday, and says at one point she was circling the possibility of surgery.

None of that was reflected in the reports that came out though, which she doesn't seem too pleased with. Adding insult to injury ... Philip was back behind the wheel over the weekend, without a seat belt, no less.

Police say they issued a warning to Philip after photos of him driving without a seat belt went around the web.

Remember the insane shopping spree Ray J went on for his 38th birthday? Turns out, he didn't stop with treating himself to a brand new Maybach and Lincoln -- he also splurged on a classic car ... for a good cause.

We broke the story ... the R&B singer dropped $410,000 on whips for himself and his wife, Princess Love, at Barrett-Jackson Auction Co. in Scottsdale, AZ on Wednesday.

According to sources close to Ray, he opened up his checkbook again. We're told he and his pal RD Whittington, owner of Luxury Auto Collection, split a $165k tab on a yellow 1967 Chevy Camaro ... and all the cash goes to charity.

We're told the money for the classic ride will be donated to Childhelp, a foundation that helps victims of child abuse.

As for the plan for the whip moving forward ... Ray's manager, David Weintraub, tells us they'll bring the car to 60 Years of Miracles: Drive The Dream Gala in February to continue to raise awareness for Childhelp.

Gotta love it when a birthday plan comes together ... and has an extra happy ending.

In the criminal justice system, traffic based offenses are considered especially costly -- even for Ice-T, who plays a cop on TV, 'cause his arrest at the George Washington Bridge just cost him a bundle.

TMZ has learned Ice had a court hearing Thursday for the bust that went down in October. As we first reported, Ice was hauled to jail after he drove through the bridge toll booth without paying the required $12.50.

Well, it ended up costing him a weeee bit more than that -- $707.50 in fines! He'd been issued 5 tickets the day of the arrest, but 2 of 'em got tossed and he ended up paying for disorderly conduct, toll evasion and failure to observe a traffic control device.

Shortly after he was released from jail, Ice told us the whole thing was an innocent mistake.

He was driving to work -- to the set of 'Law & Order: SVU' -- in his brand new McLaren sports car. It had just been delivered, and Ice forgot it didn't have an E-ZPass® New York transponder, which automatically pays the toll.

Ray J rang in his 38th birthday with the best gift possible -- a couple of new 4-wheel treats for himself and his wife, Princess Love ... for which he spared no expense.

Sources close to the R&B singer tell TMZ ... Ray went car shopping Wednesday at one of the best pit stops for the filthy rich -- Barrett-Jackson Auction Co. in Scottsdale, AZ, where he was given the VIP treatment by none other than CEO Craig Jackson.

Jackson guided Ray on a tour of the facility along with his movie producer pal, RD Whittington, where they saw just about every type of classic car you can imagine.

By the end of it, Ray was ready to buy and we're told he went with something a little more modern than a Model T -- like a 2018 Mercedes-Benz Maybach and 2019 Lincoln Navigator! Total cost ... a cool $410,000. Easy money, if you're RJ.

Our sources say the Maybach was the pricier whip of the two, running him $320k, while the Lincoln cost $90k. Of course, he couldn't help but pose with his new prized possessions.

Tom Cruise still feels the need, the need for speed ... especially around Lake Tahoe where he's filming some super sick action scenes for the upcoming 'Top Gun' sequel!!!

Sources connected to production tell TMZ ... Tom is on location in South Lake Tahoe for 2 weeks filming "Top Gun: Maverick." Paramount's been keeping specifics of the sequel under wraps, but we dug up some juicy deets.

We're told Tom's shooting scenes running through the forest. He's also shot some dialogue up in the mountains ... looking down at the local airport, which is just south of the lake.

Tom already shot scenes in San Diego and Nevada, but production in Tahoe sounds way more intense -- with cameras suspended between trees to capture Tom booking it through the woods, and lots of military aircraft are landing at Lake Tahoe Airport for the shoot.

Of course, Maverick doesn't have Goose as his wingman this time around. We're told he's making do with some "physically fit" extras with military backgrounds.

We're told no volleyball scenes ... kinda chilly up there. Bummer.

Kanye West definitely ain't no Lil' Skateboard P -- aka Pharrell Williams, if you'll recall -- but it looks like he's interested in picking up some tricks of the trade ... like ollieing.

Homes For Our Troops, the non-profit group working with George, tells TMZ ... George and good friend Jake Tapper have been planning the motorcycle donation for a month, and the ride will be auctioned off to raise funds to build homes for severely injured vets.

The eBay auction page makes reference to Amal Clooney wanting to get her husband off motorbikes for good ... ever since George was hospitalized in a scary scooter crash in Italy.

George somehow walked away from the accident with bruises, but no broken bones -- which is crazy, considering he went flying nearly 20 feet into the air.
