Britney Spears' dad is taking no chances ... he's just filed legal docs stating his intention to make his conservatorship over his daughter valid in 3 key states.

According to the docs, obtained by TMZ, Jamie Spears is giving notice to the California judge who has been handling Britney's 11-year-plus conservatorship that he intends to file the docs declaring him conservator in Florida, Louisiana and Hawaii.

We're told Britney has no plans to visit the 3 states in the immediate future, but our sources say Jamie knows what's up and believes there are people out there in social media pulling the strings in the "Free Britney" movement who might attempt to wrestle her away if she leaves California.

Our sources say in the next 2 hours Jamie will file his conservatorship docs in the 3 states. We're told these are the 3 states that Britney likes to visit.

Meek Mill D.A. Wants Him to Get New Trial ... In Front of New Judge!!!

Meek Mill's been getting a raw deal from Judge Genece Brinkley and deserves a new trial without her on the bench ... and that's according to the District Attorney in Philly.

The D.A.'s Office just filed new docs in Pennsylvania Superior Court stating Judge Brinkley's appearance of bias has been evident throughout the case ... and therefore, Meek should be retried in his probation violation case.

You'll recall, Judge Brinkley sentenced Meek to 2 to 4 years in state prison -- which was eventually set aside when Meek was released in April 2018 ... promptly boarding a chopper with 76ers owner Michael Rubin.

Since then, he appealed and asked for a new trial, but Judge Brinkley shot him down last June ... refusing to grant the retrial.

It's kind of extraordinary ... with Wednesday's filing, you now have the D.A. on the record siding with the defendant. In the docs, obtained by TMZ, the D.A. calls out Brinkley's bias against Meek ... singling out a surprise visit she made to a homeless shelter where Meek was doing court-ordered community service.

The D.A. points out that's not what judges do ... that's for probation officers who report back to the judge. According to the docs, Brinkley also "abused her discretion" when she hit him with the 2 to 4 year sentence for "technical violations" of his probation. Still, she has repeatedly refused to recuse herself from the case.

Even the D.A. says Meek serves no threat to the community, and had completed drug treatment -- and, therefore, deserves another shot in court ... sans Brinkley.

Kodak Black Begs Judge, Let Me Go to S. Carolina ... I Got a Case There Too

Kodak Black has criminal cases to deal with in multiple states, and his latest arrest in Miami is complicating things, big time ... so he's begging the judge for an assist.

As we've reported ... the rapper was arrested 11 days ago during the Rolling Loud festival, and though he was granted a pre-trial release -- if he can post a $500k bond -- the feds are appealing that and want to keep him behind bars.

Kodak's problem is he's also facing a serious felony charge in South Carolina for sexual misconduct, and needs to appear in court to stand trial. So, he's proposing a compromise to the federal judge in Florida ... let me out, but keep me under 24-hour surveillance while I'm traveling.

In new docs, the rapper says he still wants out on bond, and proposes a system of nonstop, round-the-clock supervision to ensure he makes all of his required court appearances ... and then gets back to Florida.

As we've told you ... federal prosecutors claim Kodak is too risky for bail due to his criminal history and want to him behind bars, but his legal team claims the feds don't have evidence to support that.

Fatboy SSE Busted for Weed After Traffic Stop in NJ

Fatboy SSE -- the comedic social media influencer co-starring with Master P in his "I Got the Hook Up" sequel -- hooked up with cops who busted him for marijuana and outstanding warrants.

According to cops in Jersey City, Fatboy was pulled over Monday night for a traffic violation. He was in the car with 2 other guys -- his manager and security guard -- and when cops ran his license, they discovered it was suspended. First mistake.

Second mistake? They found outstanding bench warrants ... which prompted a search of his car ... which is when cops say they found the weed.

Cops arrested Fatboy -- government name Tyriq Kimbrough -- for 1 count of possession of weed and bail jumping for the 2 bench warrants. Adding insult to injury, cops also slapped him with tickets for failure to observe a signal and driving on the suspended license.

Fatboy -- who has more than 5.5 million Instagram followers -- remains in custody.

His management posted a message on his IG page about the arrest, saying ... "If you have not been able to reach him this is why."

Master P signed the comedic actor -- known for his hilarious IG skits -- for a role in "I Got the Hook Up 2" ... which comes out this summer. We're gonna recommend a limo, or at least Uber, for Fatboy's ride to the premiere.

Nipsey Hussle Alleged Killer Indicted by Grand Jury

Nipsey Hussle's alleged killer, Eric Holder, has been indicted by a Grand Jury, and new charges have been added ... and this could have to do with a problem with the case.

The L.A. County District Attorney had previously charged Holder with 4 crimes, including premeditated murder. The D.A. decided to have the case revisited, this time by the Grand Jury, which indicted him on the 4 previous crimes -- murder, 2 counts of attempted murder, and possession of a firearm by a felon.

The Grand Jury added 2 new charges ... 2 counts of assault with a firearm for the victims who did not die.

As for why the D.A. chose to go to the Grand Jury when they had already charged Holder, the main function is to skip the preliminary hearing. The D.A.'s office will not say why they chose to jump the prelim -- where a judge must find probable cause of a crime in order to make the defendant stand trial -- but it's sometimes done if there's a problem with the evidence.

Holder allegedly shot and killed Nipsey in front of his store, The Marathon Clothing, on March 31.

TMZ broke the story ... Holder allegedly pistol-whipped a man one hour before Nipsey was murdered. Two women have submitted statements to the D.A.'s Office, saying Holder attacked their male friend. They say Holder accused their friend of selling him "laced marijuana."

Ex-'Bachelor' Chris Soules Sentencing Delayed ... in Fatal Car Crash Case

12:37 PM PT -- The 2-plus year legal drama will continue as Soules' sentencing has been delayed. It'll be rescheduled for a later date. Defense attorney Robert Montgomery made a last-ditch effort to get the court to throw out the victim impact statements ... and the judge agreed to grant the motion.

Because the victim impact statements were thrown out, the judge also granted a motion to draft a new pre-sentence investigation report ... requested by both the defense and prosecutors.

Former 'Bachelor' Chris Soules will finally learn his fate in his fatal car crash case when he arrives to court for his sentencing at 11:30 AM PT ... and TMZ will be streaming live.

Soules is expected to arrive in Buchanan County, Iowa court any moment now and finally put the 2-year-old case behind him when a judge hands down his sentencing. As we reported ... Soules struck a plea deal back in November 2018 ... pleading guilty to 1 count of leaving the scene of a personal injury accident, which is an aggravated misdemeanor.

It was a HUGE plea deal considering he initially pled not guilty to a felony charge of leaving the scene of an accident resulting in death. As we first reported ... Soules was behind the wheel of a Chevy pickup when it rear-ended a John Deere tractor, sending it into a ditch.

The driver was taken by ambulance to a hospital, where he died. Chris was the one who called 911 to report the accident but prosecutors said he fled the scene before cops got there. Soules was later arrested at his house, but not before refusing to come out at first.

Soules, who was "The Bachelor" for season 19 in 2015, could get up to 2 years in jail.

Ex-'Teen Mom' Star Mackenzie McKee Animal Control Took My Caged Dog ... And I'm PISSED!!!

Another 'Teen Mom' star is in hot water for alleged mistreatment of her dog, but Mackenzie McKee is insisting the animal wasn't abused and animal control only stepped in due to the threat of tornadoes.

The former "Teen Mom 3" star tells TMZ ... her neighbor in Miami, OK unnecessarily reported her for leaving Hank, her Harlequin Great Dane, alone in the backyard while she went on a cruise in the Bahamas.

Mackenzie says it's total BS that anyone thought she abandoned Hank. She says her mom and other family members were tending to the dog every day and Hank's pen was cleaned out daily.

As for pictures that surfaced showing dog feces throughout the pen ... Mackenzie claims the picture was taken right after Hank pooped. On Monday, the neighbor called animal control, which removed the dog -- but Mackenzie says that was because there had been tornado warnings in the area.

We've called animal control to confirm Mackenzie's side of the story ... but we're waiting to hear back.

Witnesses, however, paint a very different picture. We're told the neighbors called animal control because there was a storm Sunday and felt bad for Hank. They claim he had been crying for 4 days and whimpering outside without any decent cover from rain. We're told the neighbors added a wood pallet so Hank would avoid sitting in mud.

This, of course, is the latest incident involving animal control and a 'Teen Mom.' As you know by now ... Jenelle Evans' husband, David Eason, is under investigation for animal cruelty for fatally shooting her French bulldog. The fallout since has been immense ... Jenelle's kids have since been taken away from her but she continues to stand by him.

Netflix's 'Jailbirds' Megan 'Monster' Hawkins Arrested ... Back in Sac County Jail

One of the female inmates featured in Netflix's new docuseries about life on the inside is right back where she started on the show ... behind bars in good old Sacramento.

Megan Hawkins -- known as "Monster" on the series -- was arrested in Elk Grove, CA Friday after she allegedly tried opening a bank account with an ID with someone else's name on it. Cops say that one of the bank employees recognized her from the show and called it in.

According to Elk Grove PD ... Megan was gone by the time officers arrived, but she hadn't gotten far. Police say they found her parked nearby in a vehicle that'd been reported stolen ... with tons of credit cards that didn't belong to her and a controlled substance.

She was arrested and booked for five felonies -- ranging from identity theft to forging or altering checks, just to name a couple. She's being held on a $10,000 bond in Sacramento County Jail -- the same place where she's featured for Netflix's new hit.

Megan is one of the most recognizable characters on the docuseries -- her tongue is split right down the middle ... hence the whole "monster" thing.

Anthony Weiner Freedom Tastes Like a Fiesta in NYC!!!

Anthony Weiner is on the prowl again -- and one of his first orders of business was filling his gut with some Mexican grub in NYC.

The disgraced Congressman and recently released ex-con was chowing down Saturday night at a Mexican restaurant in the Flatiron District of Manhattan. We're told he hit up a place called Rosa Mexicano ... a popular chain in the city.

We don't know what Anthony ended up eating, but witnesses say he was with 2 young kids (his, we're guessing) and 2 adult men -- and the whole group was whisked away to a private area away from the main dining hall. No Huma in sight.

We're also told one of the guys with him was wearing some sort of badge that seemed like he was with law enforcement. Anthony is under supervised release, so that wouldn't be crazy.

Either way, it's clear AW is trying to move on with his life and get back to normal after his sexting minors case that landed him in prison and a halfway house for 18 months.

Kodak Black Feds Say Gun, Fingerprints, Porsche Rental Link Him to March Shooting

Federal prosecutors are laying out an overwhelming case connecting Kodak Black to a shooting earlier this year ... but the rapper's attorney says the feds are all bark with no bite.

Prosecutors say Kodak bought 3 weapons and more than 100 rounds of ammo back in February from Lou's Police Distributors -- a federal firearms licensee in Hialeah, Florida. That purchase, prosecutors allege, was facilitated after Kodak lied on a January gun application.

Kodak dropped $3,518.71 for a Mini Draco pistol, Sig MPX K 9mm pistol and Sig P238 .380 pistol.

On March 7, prosecutors say, a Porsche Panamera rented by Kodak drove to Golden Acres -- a neighborhood in Pompano Beach where he grew up -- and fired away. The feds say the intended target was a rival rapper, who was not hit but whose house -- filled with kids -- was littered with bullets. No one was hit.

Law enforcement responded to the scene and found several spent castings and the MPX K Kodak bought in February. Prosecutors say the weapon had Kodak's fingerprints and a live round in the chamber that jammed during the shooting.

Prosecutors also say cops found the Porsche abandoned 14 miles from the scene of the crime and heavily damaged. The SUV's GPS data was then downloaded ... pinpointing the SUV in the Golden Acres neighborhood at the time of the shooting.

In docs, the feds say multiple witnesses saw Kodak at the scene of the shooting. The rapper has NOT been charged with any crime and the investigation continues.

As we first reported ... federal prosecutors wanna keep the rapper behind bars and deny him bail on the heels of his arrest at Rolling Loud for allegedly lying on 2 gun applications. While laying out their argument to keep Kodak behind bars, prosecutors brought up the March 7 shooting.

Kodak's attorney, Bradford Cohen, tells TMZ ... he's yet to see any type of reports that show Kodak's fingerprints on the gun. Additionally prosecutors admitted that the weapon found on scene never fired. He adds, "Witnesses came forward to us as well and stated they did not see Kodak Black at the scene that night."

Blac Chyna Plans to Sue Hairdresser ... She Pulled a Jussie!!!

Blac Chyna insists she was the victim, not the aggressor, in an altercation with her hairdresser -- which means exactly what you think it does ... Chyna's gearing up to sue her ass.

Sources close to BC tell TMZ ... her team has spoken to detectives about last weekend's hairdresser brouhaha and told authorities the woman "pulled a Jussie Smollett" by filing a false police report.

We're told BC's adamant she was the victim of an attack and not the other way around. She claims she suffered damage to her home and her Rolls-Royce when the hairdresser hurled soda cans. The house damage is a window ledge, we're told -- and the car damage is a banged-up bumper.

Might sound like much, but remember ...we're talking about a Rolls.

Chyna also denies pulling a knife during the incident, and as we've told you ... there's no video evidence so far showing she wielded a weapon.

Our sources say once Chyna is back from NYC -- where she's been hanging out with Wendy Williams -- she plans on getting with her legal team and filing a lawsuit against the hairdresser. She also has an appointment to get an estimate on the damage to her car and home.

As we reported ... Chyna is listed as a suspect in the police report for assault with a deadly weapon, and because her 6-year-old son, King, was at the house during the fracas, the L.A. County Dept. of Children and Family Services got involved.

The case has yet to be turned over to prosecutors.

Dwayne Bowe Chiefs 'Pulling For' Tyreek Hill ... Amid Child Abuse Probe

Tyreek Hill's teammates still have his back and are still pulling for him to rejoin the team ... so says Dwayne Bowe, who tells TMZ Sports he heard that straight from Chiefs players last week.

"When I talk to guys on the team, they're still rooting for him," the ex-Kansas City wideout says ... "They're pulling for him."

As we previously reported ... Hill's been indefinitely banished from the Chiefs until an investigation into child abuse allegations finishes up in Missouri.

Bowe says both he AND current Chiefs players are still in Hill's corner for now ... and claims the only way they're going to change their mind is when all the facts come out about the case.

"It's all he said, she said until the final word is out," Bowe tells us.

In the meantime, Bowe is vouching for Tyreek, saying, "He's a good guy. I've met him. I really don't believe all the things I hear on the internet and in the news."

As for how the whole drama is impacting the current team ... Bowe says he doesn't see it affecting K.C. much -- he tells us the team looked GREAT when he was out at practice last week.

DaBaby Posse Thrashes a Fan ... DB Bailed For Fear of Safety

DaBaby bailed on a concert he was supposed to perform at because of an overzealous fan -- who allegedly became confrontational and handsy ... and, thus, got the crap beat of him by the rapper's crew.

The North Carolina-bred MC was all set to take the stage Friday night at Centro Nightclub in Lawrence, MA -- where he was headlining.  DB never made it in the building 'cause his security team and entourage were too busy beating some guy to a pulp outside ... according to Derek Lemire, who was promoting the event for NTS Entertainment.

We're told the fan wanted a photo with DaBaby, but got turned down. When the dude persisted by asking again, Lemire says he got swarmed by DB's posse ... and took a severe beating.

You can see DaBaby looking on nearby as the dude gets thrashed. He's wearing his signature "KIRK" chain that he's always wearing on stage and social media. We're told the fan was carried away by stretcher and taken to the hospital.

To make matters worse, Lemire tells us that DaBaby completely flaked on the gig ... bouncing after the altercation and allegedly taking the money he was paid with him. Lemire says NTS shelled out $22k for DaBaby, and he's working on getting it back.

A police spokesperson tells us cops responded to the scene early Saturday morning -- but when officers arrived, none of the witnesses would cooperate.

As far as how this went down from the DaBaby's point of view, we're told it was a classic case of look-but-don't-touch. The fan persisted on getting a photo, and when he was repeatedly denied ... the guy allegedly started talking smack and getting handsy with Baby's security. Our sources say the dude touched the hand of the rapper's bodyguard ... and then it was on.

We're told DaBaby left because of a contract provision that allowed him to bounce if he wasn't feeling safe. Our sources say DaBaby just felt the venue didn't have it together.

Jenelle Evans' Husband David Came to Court w/ Gun on the Dash ... Or So It Seems

Jenelle Evans and her husband, David Eason, showed up to court for their child services case with what appears to be a gun in plain sight on the dashboard of their car.

As we reported ... Jenelle and David went to court Thursday to fight a judge's order that removed three children from their home over the course of a week -- this, of course, following news that David had brutally killed the family dog when it nipped 2-year-old Ensley.

The kids were not returned to the couple by the end of it, and on their way out of the courthouse ... they got back into their vehicle, which looks like it was housing a pistol on the dash. You can make out what greatly resembles a firearm as they're driving away.

We pulled screenshots of this clip and heightened the resolution a bit -- there's no question in our eyes, the black object seen through the windshield seriously looks like a gun.

Seen at a different angle, the object still appears very much so like a gun. It sure doesn't seem like they were trying to hide it either ... the gun's openly on display, as you can see.

As we've pointed out in the past ... David is REALLY into guns, even going so far as to post multiple videos showing off his firepower after getting a visit from the Secret Service.

There's even been an alleged incident in which David was accused of chasing a woman down who drove by his house and brandishing a pistol at her. She claimed he told her, "That's right. I got a gun, I will shoot you." David denied the woman's version of events.

Still, it doesn't look great that a guy who's had the authorities on edge about his violent temper shows up to court locked and loaded. One thing he's made clear ... he means business.

Jay-Z Sued Ya Helped Yourself To My Sample ... Time For a Paper Chase!!!

Jay-Z didn't bother reaching out to a musician whose song he sampled on one of his most popular albums, and now the dude wants his all these years later ... according to a lawsuit.

Soul artist and guitarist Ernie Hines recently filed suit against Jigga, Roc-A-Fella Records, Sony Music and Timbaland -- who produced the track Ernie's griping about -- claiming they jacked one of his songs from back in '69 and used it on Jay's 1998 record "Vol. 2... Hard Knock Life" without his permission ... and without ever paying him.

Hines says his track "Help Me Put Out the Flame (In My Heart)" was sampled for the 'Vol. 2' song "Paper Chase" ... but he didn't even become aware of it until last year.

In the docs, obtained by TMZ, Hines asserts that he's a senior citizen -- he is, the guy's 81 years old -- and that he doesn't listen to rap music ... only learning about the alleged unauthorized use of his song in 2018. Presumably, that's his excuse on why he's doing this now, well past the statute of limitations.

Funny enough, 'Paper Chase' is listed on Tidal as having sampled 'Help Me' on a specific sampling page that lays out all the songs used to make that classic album. So, there's no question Timbaland used it to produce Jay's track.

There's more ... Hines claims Timbaland also used 'Help Me' on Ginuwine's 1999 album, "100% Ginuwine" -- once again without his permission or without any payment. Interestingly, Ginuwine isn't a defendant on the lawsuit.

Hines says the songs have been played on a lot of platforms over the years, and that he's owed a lot of dough because of it. He's suing for damages exceeding $2 million. We've reached out to Roc Nation for comment ... so far, no word back.

Chargers' Tre'Von Johnson Choked By Sister Cops Say In Fight Over Laundry

The sister of LA Chargers linebacker Tre'Von Johnson was arrested back in March after cops say she choked the NFL player in a fight over laundry ... TMZ Sports has learned.

According to police documents, Tre'Von and his sister, Tkeyah Johnson, got into a scrap when she wanted to wash her clothes at Tre'Von's Denton County, Texas home ... but he prevented her.

Cops say Tkeyah grabbed Tre'Von by his neck in a rage over not being allowed access to the washing machine ... and when he had trouble breathing -- he pushed her, causing her to fall to the floor.

Cops say marks were visible on Tre'Von ... and when they determined on the scene that Tkeyah was the primary aggressor in the altercation -- they arrested her.

Tkeyah was charged with domestic assault involving choking -- a felony in Texas -- and later posted bond.

Tre'Von has bounced around the NFL since signing with the Arizona Cardinals as an undrafted free agent out of Weber State in 2017 ... playing for the Dallas Cowboys, Seattle Seahawks and Chargers the past 2 years.

The 24-year-old -- who played in 4 games for the Chargers this past season -- has 3 career tackles.
